A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST
• COVINA, CALIFORNIA, AMENDING RESOLUTION NO. 7223 RELATING
TO CLASSIFICATIONS AND COMPENSATION, AS AMENDED, AND
APPROVING THE NEW CLASSIFICATION FOR PLAN CHECK ENGINEER.
WHEREAS, the Building Department has revised its organizational
• structure to delete the position of Superintendent of Building Regulations,
and to add the position of Plan Check Engineer; and
WHEREAS, the Personnel Commission has reviewed and recommends
approval of the new class specification for Plan Check Engineer;
NOW, THEREFORE, the City Council of the City of West Covina,
California does resolve as follows:
SECTION 1. That the class specification for Plan Check Engineer,
attached and marked "Exhibit A", is hereby adopted.
SECTION 2. That a salary range for Plan Check Engineer of $3040 -
$3696 is hereby adopted.
SECTION 3. Resolution 7223, as amended, relating to classification
and compensation of position, is hereby further amended by this resolution.
SECTION 4. The effective date of this resolution is August 28,
1989.
SECTION 5. The City Clerk shall certify to the adoption of this
resolution.

AUGUST 1989
PLAN CHECK ENGINEER
JOB SUMMARY
•Under administrative direction, conducts reviews of building plans,
structural calculations and specifications for compliance with
established city and state building laws and codes; prepares
comprehensive plan review reports and related work as assigned.
Representative Duties
1. Check plans and specifications of proposed structures for
compliance with code and safety requirements, including
earthquake and wind load stress determinations, occupancy factors
and types of construction.
2. Acquaints applicants consisting of engineers, architects,
developers, contractors and homeowners in the interpretation and
enforcement of building codes within the City limits. Assists
applicants in determining ways of bringing their plans into
conformance.
3. Performs highly responsible professional work in checking design,
plans and specifications; performs field inspections to check
structural conformity to building plans, specifications and
codes.
4. Assists at the public counter in the calculation of fees, issuing
of permits and dispensing of general and technical information.
Coordinates clerical and office procedures of the department.
Assists in the preparation of the department budget.
5. Coordinates precise plan, zone variance and building permit
procedure through planning, engineering, fire prevention and
other City offices for clearance as necessary.
6. Issues building permits and provides information, interpretation
and training to Building Inspectors.
QUALIFICATIONS GUIDE
Training and Experience
Bachelor's degree work in civil, structural, architectural
engineering, or closely related field. Minimum of two years of
experience in Building plan check or building structural design. May
substitute one year of civil engineer experience for one year of
building plan checking or building structural design. Certification
as a ICBO Plans Examiner is highly desirable. Certification may be
required within a specified period after employment.

Knowledges and Abilities
Working knowledge of building construction practices and methods,
model codes in their application to modern methods of building
construction.
Ability to analyze, interpret and accurately check building plans and
. specifications in order to prepare clear and detailed written
reports. Ability to establish and .maintain effective public
relations, both orally and .in writing.
Licenses
Possession of a valid California motor vehicle operator's license,
class 3.
Registration as a licensed engineer or architect is desirable.
ZCBO certification is highly desirable.
