• A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST
COVINA APPROVING AND ADOPTING A MITIGATION MONITOR-
ING PROGRAM FOR THE WEST COVINA FASHION PLAZA EXPAN-
SION REDEVELOPMENT PROJECT
THE CITY COUNCIL OF THE CITY OF WEST COVINA DOES HEREBY RESOLVE AS
FOLLOWS:
Section 1. The City Council of the City of West Covina hereby
finds, determines and declares that:
A. The Redevelopment Agency of the City of West Covina (the
"Agency") and the City Council certified by Resolution No.
and Resolution No. , respectively, the Final Environmental
Impact Report ("FEIR") for the West Covina Fashion Plaza Expansion
Project ("Project").
B. In accordance with the requirements of Public Resources
Code Section 21081.6, a mitigation monitoring program attached
hereto as Exhibit A and incorporated herein by this reference, has
been developed for the Project in accordance with said Section and
is hereby approved and adopted by the City Council. The Developer
shall provide and ensure full access to the Project site, and any
structures erected thereon, to City and/or Agency Personnel and/or
subcontractors thereof, at any time during the construction of the
Project for the purpose of monitoring compliance with the mitiga-
tion measures specified in the FEIR and the mitigation monitoring
program. Upon completion of construction, the Developer shall
provide and ensure full access to the Project site and any struc-
tures erected thereon, to City and/or Agency personnel and/or sub-
contractor thereof, any time during normal business or operating
hours for the purpose of monitoring compliance with the mitigation
measures specified in the FEIR and in the mitigation monitoring
program.
Section 2. The City Council further finds, determines and declares
that not all of the specific requirements and conditions of approval of
the precise plan for the Project have been formulated at this time.
The mitigation monitoring program adopted herein shall be reviewed and
modified as necessary at the time of precise plan review for purposes
of imposing appropriate mitigation monitoring measures.
Section 3. The City Clerk shall certify to the adoption of this
Resolution.

FASHION PLAZA EXPANSION EIR
PROPOSED MITIGATION MONITORING PROGRAM
THE INTERSECTION OF SOUTH GARVEY AVENUE AND VINCENT AVENUE SHALL BE
MODIFIED TO ADEQUATELY ADDRESS VEHICLE STORAGE REQUIREMENTS AT INGRESS
FROM NORTH- AND SOUTHBOUND VINCENT AVENUE. PRIOR TO THE APPROVAL OF
THE PRECISE PLAN, THE REDEVELOPMENT AGENCY AND APPLICANT SHALL ADOPT A
FINAL DESIGN TO BE IMPLEMENTED WITH CONSTRUCTION OF THE PROJECT.
Developer will submit to the Planning Department and the Redevelopment
Agency staff a precise plan showing the intersection of South Garvey
and Vincent has been modified to adequately accept vehicle storage
requirements. The Engineering Department shall evaluate the precise
plan to determine if the intersection of South Garvey and Vincent
Avenue has been modified to adequately address vehicle storage require-
ments and that the modification complies with Municipal Code. Any revi-
sions will be made by the Developer prior to the precise plan approval
by the Planning Commission.
PRIOR TO PRECISE PLAN APPROVAL, A SPECIFIC PARKING RATIO AND TOTAL
NUMBER AND LOCATION OF PARKING SPACES ON THE PROJECT SITE SHALL BE
REVIEWED AND APPROVED BY THE CITY AS IN CONFORMANCE WITH THE CITY.
Developer will submit to the Planning Department a precise plan showing
that the parking requirements conform with the City's parking stand-
ards. The Engineering, Planning and Redevelopment Departments shall
evaluate the precise plan to determine if the specific ratio and total
number and location of parking spaces on .the project site conform with
the City's parking standards. Any revisions will be made by the
Developer prior to precise plan approval by the Planning Commission.
.PRIOR TO CONSTRUCTION, THE AGENCY, IN COOPERATION WITH THE APPLICANT
AND RTD, SHALL CONDUCT A STUDY AS TO THE FEASIBILITY OF UTILIZING A
PORTION OF THE CENTER'S PARKING FACILITIES FOR PARK AND POOL FACILI-
TIES; THE FINAL DESIGN OF INTERNAL CIRCULATION, ACCESS, AND PARKING;
THE COMPATIBILITY OF SUCH A USE WITH CENTER PARKING REQUIREMENTS; AND
THE FEASIBILITY OF PROVIDING SUCH A FACILITY AT OTHER SITES IN THE
AREA.
The Developer has agreed to provide Park and Ride facilities on site.
Within 30 days of the execution of the Owner Participation Agreement
between the Agency and Developer, a Park and Ride Agreement shall be
• approved by the Los Angeles County Transportation Commission (LACTC).
The Agreement shall determine the location of the spaces available to
Park And Ride. The City shall then also approve the Agreement.
• THE DEVELOPER AND AGENCY SHALL PREPARE A TRANSIT PLAN PRIOR TO APPROVAL
OF THE PRECISE PLAN. THE PURPOSE OF THE PLAN SHALL BE TO PROVIDE
ADEQUATE TRANSIT SERVICE LEVELS AND ENCOURAGE TRANSIT USE.
The Developer shall submit a transit plan to the Redevelopment Agency
staff prior to or at the time of precise plan approval. The plan shall
describe the service levels and any means of encouraging transit use.
THE PROPOSED CLOSURE OF CALIFORNIA AVENUE ACCESS OFF OF WEST COVINA
PARKWAY MUST BE CAREFULLY ANALYZED PRIOR TO PRECISE PLAN APPROVAL
The revised site plan and reduced intensity of the project retains the
California Avenue access off of West Covina Parkway. As a condition of
approval of the precise plan , the Engineering Department shall review
the construction drawings at their time of submittal to determine the
acceptability and conformance with the Municipal Code.
AT PRECISE PLAN REVIEW, THE APPLICANT SHALL SUBMIT A PARKING LAYOUT
PLAN THAT SPECIFIES IN DETAIL THE LOCATION AND DIMENSIONS OF EACH
PARKING SPACE. THIS SHALL INCLUDE BOTH SURFACE AND STRUCTURAL PARKING.
The revised site plan does not include any structured parking. The
Engineering and Planning Departments shall review the parking lot
layout and dimensions prior to precise plan approval to insure their
conformance to the Municipal Code. Any revisions shall be complete
prior to approval by the Planning Commission.
AT PRECISE PLAN REVIEW, THE APPLICANT SHALL SUBMIT ACCESS/ON-SITE
CIRCULATION PLANS WHICH WILL DELINEATE ALL ACCESS POINTS, INTERNAL
CIRCULATION, (I.E., ROAD WIDTHS, CURVE RADII), DESIGN SPEEDS, SITE
DISTANCES, DIRECTIONAL SIGNAGE, AND PEDESTRIAN AMENITIES.
The Engineering Department and Planning Department shall review the
site access and internal circulation to determine its conformance to
the Municipal Code. The Redevelopment Agency staff shall review the
pedestrian amenities to determine their acceptance and conformance to
the Central Business District Redevelopment Plan and Owner
Participation Agreement with the Developer.
THE DEVELOPER SHALL IMPLEMENT A SIGNING PROGRAM, APPROVED BY THE
REDEVELOPMENT AGENCY AND CITY ENGINEER, TO ENCOURAGE USE OF WEST COVINA
PARKWAY AS AN ACCESS ROUTE TO FASHION PLAZA.
As a condition of approval of the precise plan, the Developer shall
submit a signing program to the Planning Department no later than 60
days prior to construction commencing. The Planning, Engineering and
Redevelopment Departments shall review and approve the program prior to
issuance of building permits.

THE DEVELOPER, IN COOPERATION WITH THE REDEVELOPMENT AGENCY AND TRAFFIC
CONSULTANT, SHALL IMPLEMENT AN ON -SITE SIGNING/GRAPHICS PROGRAM TO
ASSIST IN ON -SITE TRAFFIC FLOW.
As a condition of approval of the precise plan, the Developer shall
submit a program outlining the signage and graphics for on -site circula-
tion. The program should be submitted to the Planning Department no
later than 60 days prior to construction commencing. The Planning ,
Engineering, and Redevelopment Departments shall review and approve the
program prior to issuance of building permits.
NOISE
THE PROJECT WILL COMPLY WITH THE CITY OF WEST COVINA NOISE ORDINANCE,
WHICH LIMITS THE HOURS OF CONSTRUCTION TO NORMAL WEEKDAY AND WEEKEND
WORK HOURS, AND INCLUDES NOISE LIMITS OF MECHANICAL EQUIPMENT.
As a condition of precise plan approval, the Developer will be limiting
their hours of operation as specified. Building Inspectors shall
routinely check noise levels, if needed, by requiring the Developer to
obtain noise measurements and submit them to building.
AIR QUALITY
FUGITIVE DUST EMISSIONS DURING CONSTRUCTION SHALL BE MINIMIZED BY WATER-
ING THE SITE FOR DUST CONTROL, CONTAINING EXCAVATED SOIL ON -SITE UNTIL
IT IS HAULED AWAY, AND PERIODICALLY WASHING ADJACENT STREETS TO REMOVE
ACCUMULATED MATERIALS.
Field inspections shall be routinely completed by Inspectors. Any dust
control measures will be undertaken by the Developer during the con-
struction period at the request of the Inspector.
MAJOR GRADING OPERATIONS SHALL OCCUR IN THE NON -RAINY SEASON.
Field inspections shall be routinely completed by Inspectors and any
extensive grading completed shall be scheduled for non -rainy season.
The Inspector shall request the Developer to reschedule grading activi-
ties due to dust emissions beyond the AQMD requirements.
ADEQUATE DUST SUPPURATIONS SHALL BE USED
Field inspections shall be routinely completed by Inspectors
condition to precise plan approval any dust control measures
undertaken by the Developer during the construction period
request of the Inspector.

EMPLOYEES SHALL BE ENCOURAGED TO USE PUBLIC TRANSPORTATION OR TO CAR
POOL.
The Developer shall submit a transit plan to the Redevelopment Agency
staff prior to or at the time of precise plan approval. The plan shall
describe the service levels and any means of encouraging transit use.
ENERGY
ENERGY -EFFICIENT FIXTURES IN FACILITIES (SUCH AS PARKING LOT LIGHTING
AND SIGNING) AND OTHER TYPES OF ENERGY CONSERVATION MEASURES SHALL BE
INCORPORATED INTO PROJECT DESIGN.
As a condition of approval of the precise plan, the Engineering Depart-
ment shall review the parking lot lighting and signing fixtures to
determine if they are energy -efficient fixtures. The Building Depart-
ment shall determine if other types of energy conservation measures
have been incorporated into the project's design during precise plan
review process. Any revision will be made by the Developer prior to
precise plan approval by the Planning Commission.
ALL BUILDING SHALL COMPLY WITH STATE ENERGY CONSERVATION STANDARDS AS
DICTATED IN CALIFORNIA ADMINISTRATIVE CODE, TITLE 24, PWT 6, DIVISION
T-20, CHAPTER 2.
As a condition of approval of precise plan, the Building Department
shall determine if all building(s) comply with state energy conserva-
tion standards as dictated in California Administrative Code Title 24,
Pwt 6, Division T-20, Chapter 2. Any revisions will be made by the
Developer prior to the precise plan approval by the Planning Commis-
sion.
PUBLIC SERVICES/UTILITIES
THE DEVELOPER SHALL CONTRIBUTE, IF NECESSARY, TO THE FUNDING OF ADDI-
TIONAL FIRE PROTECTION, MANPOWER, AND EQUIPMENT AS DETERMINED BY THE
WEST COVINA FIRE DEPARTMENT.
During the precise plan review process, the Fire Department shall
determine if additional fire protection, manpower and equipment is
necessary. If necessary the Developer shall contribute to a fund for
the additional needs.
ALL SAFETY STANDARDS AS SET FORTH IN THE UNIFORM BUILDING CODE, FIRE
CODES, AND LOCAL CODES SHALL BE ADHERED TO DURING CONSTRUCTION.
During construction, the Developer shall adhere to all safety standards
as set forth in the Uniform Building Code, as well as Fire and local
codes. Monitoring shall be by the Building Inspector's routine visit
the the site. Any violations to the codes will be determined by the
Building or Fire Inspectors' routine visit to the site. Correction to
any violations will be made by the Developer. Correction to any viola-
tions will be approved by the Inspector(s).

THIS PROJECT SHALL ADHERE TO THE UNIFORM BUILDING CODE (UBC).
Monitoring of the Developer adhering to the Uniform Building Code shall
be during the review of construction drawings, during construction by
Building Inspector's routine visit to the site and Fire Department's
final test and approval of the project. All codes shall be met before
certification of occupancy is given to the Developer.
EMERGENCY FIRE ACCESS TO THE SITE SHALL BE APPROVED BY THE WEST COVINA
FIRE DEPARTMENT PRIOR TO PRECISE PLAN APPROVAL.
The Developer shall submit to the Fire Department during precise plan
review a site plan showing emergency fire access to the site. Any
revisions will be made by the Developer prior to precise plan approval
by the Planning Commission.
ALL ACCESS TO BUILDINGS ON THE PROJECT SITE SHALL BE APPROVED BY THE
WEST COVINA FIRE DEPARTMENT PRIOR TO PRECISE PLAN APPROVAL.
The Developer shall submit to the Fire Department during precise plan
review process a site plan showing all access to the buildings on the
project site. Any revisions will be made by the Developer prior to
precise plan approval by the Planning Commission.
ALL BUILDINGS ON THE PROJECT SITE SHALL BE EQUIPPED WITH SMOKE ALARMS
AS REQUIRED BY THE WEST COVINA FIRE DEPARTMENT AND THE UNIFORM BUILDING
CODE.
During precise plan review process, the Developer shall submit to the
Planning Department a plan showing all buildings on the project site to
be equipped with smoke alarms. The Fire Department shall determine
that all buildings are equipped with smoke alarms. Any revision or
additional installation of smoke alarms will be made by the Developer,
as required by the West Covina Fire Department, prior to precise plan
approval by the Planning Commission.
THE SITE PLAN SHALL BE REVIEWED AND APPROVED PRIOR TO PRECISE PLAN
APPROVAL BY THE REDEVELOPMENT AGENCY AND BY THE WEST COVINA POLICE
DEPARTMENT TO INSURE THAT ADEQUATE SITE ACCESS IS AVAILABLE FOR
EMERGENCY SERVICES.
During precise plan review process, the Developer shall submit to the
Planning Department a site plan showing that there is adequate site
access for emergency services. This accessibility will be reviewed by
the Police Department for their approval. Any revisions will be made
by the Developer prior to precise plan approval by the Planning Commis-
sion.

THE DEVELOPER SHALL CONTRIBUTE, IF NECESSARY, TO THE FUNDING OF ADDI-
TIONAL POLICE PROTECTION, MANPOWER, AND EQUIPMENT AS DETERMINED BY THE
WEST COVINA POLICE DEPARTMENT.
During the precise plan review process, the Police Department shall
determine if additional police protection, manpower and equipment is
necessary. If necessary, the Developer shall contribute toward funding
for the additional needs.
THE DEVELOPER SHALL WORK WITH THE REDEVELOPMENT AGENCY AND SUBURBAN
WATER SYSTEMS IN REROUTING ANY LINES THAT WILL BE DISTURBED BY THE
PROPOSED PROJECT. AN AGREEMENT FOR SUCH PROVISIONS SHALL BE FINALIZED
PRIOR TO PRECISE PLAN APPROVAL.
During precise plan review process, the Developer shall have work on an
agreement with the Redevelopment Agency and Suburban Water Systems in
rerouting any lines that will be disturbed by the proposed project.
Any rerouting of such lines shall be approved by the West Covina Fire
Department. An agreement for such provisions shall be finalized prior
to precise plan approval by the Planning Commission. Any revision will
be made by the Developer.
THE DEVELOPER AND THE WEST COVINA REDEVELOPMENT AGENCY SHALL REACH AN
AN AGREEMENT REGARDING PROVISION OF FUNDING FOR RELOCATING LINES THAT
WILL BE EFFECTED BY THE PROPOSED PROJECT. SUCH PROVISION SHALL BE
INCORPORATED INTO THE FINAL AGREEMENT BETWEEN SUBURBAN WATER SYSTEMS
AND THE REDEVELOPMENT AGENCY.
During the precise plan review process, the Developer and the West
Covina Redevelopment Agency shall reach an agreement regarding pro-
vision of funding for relocating lines that will be effected by the
proposed project. Such provision shall be incorporated into the final
agreement between Suburban Water Systems and the Redevelopment Agency,
with any revisions being made prior to the precise plan approval by the
Planning Commission.
THE DEVELOPER, REDEVELOPMENT AGENCY AND DEPARTMENT OF PUBLIC WORKS
SHALL REACH AN AGREEMENT PRIOR TO PRECISE PLAN APPROVAL REGARDING
PROVISION OF FUNDING FOR RELOCATION, IF NECESSARY, OF STORM DRAIN
CHANNELS WHICH ARE DISTURBED BY THE IMPLEMENTATION OF THE PROJECT.
SUCH PROVISION SHALL BE INCORPORATED INTO THE FINAL AGREEMENT BETWEEN
SUBURBAN WATER SYSTEMS AND THE REDEVELOPMENT AGENCY.
During the precise plan review process, the Developer, Redevelopment
Agency and Department of Public Works shall reach an agreement regard-
ing provision of funding for relocation, if necessary, of storm drain
channels which are disturbed by the implementation of the project.
Such provision shall be incorporated into the final agreement between
Suburban Water Systems and the Redevelopment Agency, with any revisions
being made by the Developer prior to precise plan approval by the Plan-
ning Commission.

• THE DEVELOPER SHALL WORK WITH THE REDEVELOPMENT AGENCY AND SOUTHERN
CALIFORNIA EDISON COMPANY TO FINALIZE AN AGREEMENT TO INSURE THE SMOOTH
RELOCATION OF EXISTING POWER LINES ALONG CALIFORNIA AVENUE. THE AGREE-
MENT SHALL BECOME FINAL PRIOR TO PRECISE PLAN APPROVAL.

During the precise plan review process, the Developer shall submit an
agreement made with the Southern California Edison Company that
addresses a smooth relocation of existing power lines along California
Avenue. The agreement shall become final prior to precise plan
approval by the Planning Commission.
PRIOR TO PRECISE PLAN APPROVAL, THE WEST COVINA REDEVELOPMENT AGENCY,
DEVELOPER AND SOUTHERN CALIFORNIA GAS COMPANY SHALL FINALIZE AN AGREE-
MENT REGARDING PROVISIONS AND FUNDING FOR ANY RELOCATION OF GAS LINES
AND FACILITIES AFFECTED BY THE PROJECT.
During precise plan review process, the West Covina Redevelopment
Agency, Developer and Southern California Gas Company shall submit an
agreement regarding provisions and funding for any relocation of gas
lines and facilities affected by the project prior to precise plan
approval by the planing commission.
PRIOR TO ANY PRECISE PLAN APPROVAL, THE CITY OF WEST COVINA AND
REDEVELOPMENT AGENCY OF WEST COVINA SHALL COME TO AN AGREEMENT WITH RTD
TO INSURE THAT ADEQUATE ON -SITE AND ADJACENT FACILITIES ARE PROVIDED TO
SATISFY PUBLIC TRANSPORTATION NEEDS. SUCH NEEDS MAY INCLUDE
IMPROVEMENTS OF EXISTING BUS STOPS (INCLUDING POTENTIAL LIGHTED BUS
SHELTERS), POSSIBLE PROVISION OF PARK -AND -POOL USAGE OF A PORTION OF
ON -SITE PARKING SPACE, AND INSURANCE THAT THE SITE WILL BE ADEQUATELY
SERVICED BY RTD BUS ROUTES.
During precise plan review process, the Human Services Department and
RTD shall determine if adequate on -site and adjacent facilities are
provided to satisfy public transportation needs. Such needs may
include improvements of existing bus stops (including potential lighted
bus shelters), possible provision of park -and -pool usage of a portion
of on -site parking space, and insurance that the site will be
adequately serviced by RTD bus routes. Any revisions will be made by
the Developer before precise plan approval by the Planning Commission.
THE REDEVELOPMENT AGENCY AND THE RTD SHALL CONSIDER THE PLACEMENT OF
LIGHTED BUS SHELTERS ON WEST COVINA PARKWAY BETWEEN CALIFORNIA AND
SUNSET AVENUES AND LIGHTED BUS SHELTERS AND BUS TURNOUTS AT VINCENT
AVENUE SOUTH OF SOUTH GARVEY AVENUE.
During precise plan review process, the Developer, the Redevelopment
Agency and the RTD shall consider the placement of lighted bus shelters
on West Covina Parkway between California and Sunset Avenues and
lighted bus shelters and bus turnouts at Vincent Avenue south of South
Garvey Avenue.

MENTS; AND THE FEASIBILITY OF PROVIDING SUCH A FACILITY AT OTHER SITES
IN THE AREA (E.G., THE ATRIUM PROJECT SITE).
The Developer has agreed to provide Park and Ride facilities on site.
Within 30 days of the execution of the Owner Participation Agreement

approved by the Los Angeles County Transportation Commission (LACTC).

Developer will submit to the Planning Department a precise plan showing
that the parking requirements conform with the City's parking stand-
ards. The Engineering, Planning and Redevelopment Departments shall
evaluate the precise plan to determine if the specific ratio and total
number and location of parking spaces on the project site conform with
the City's parking standards. Any revisions will be made by the
Developer prior to precise plan approval by the Planning Commission.
PRIOR TO CONSTRUCTION, THE AGENCY, IN COOPERATION WITH THE APPLICANT
AND RTD, SHALL CONDUCT A STUDY AS TO THE FEASIBILITY OF UTILIZING A
PORTION OF THE CENTER'S PARKING FACILITIES FOR PARK AND POOL FACILI-
TIES; THE FINAL DESIGN OF INTERNAL CIRCULATION, ACCESS, AND PARKING;
THE COMPATIBILITY OF SUCH A USE WITH CENTER PARKING REQUIREMENTS; AND
THE FEASIBILITY OF PROVIDING SUCH A FACILITY AT OTHER SITES IN THE
AREA.
The Developer has agreed to provide Park and Ride facilities on site.
Within 30 days of the execution of the Owner Participation Agreement
between the Agency and Developer, a Park and Ride Agreement shall be
approved by the Los Angeles County Transportation Commission (LACTC).
The Agreement shall determine the location of the spaces available to
Park And Ride. The City shall then also approve the Agreement.

THE DEVELOPER AND AGENCY SHALL PREPARE A TRANSIT PLAN PRIOR TO APPROVAL
OF THE PRECISE PLAN. THE PURPOSE OF THE PLAN SHALL BE TO PROVIDE
ADEQUATE TRANSIT SERVICE LEVELS AND ENCOURAGE TRANSIT USE.
The Developer shall submit a transit plan to the Redevelopment Agency
staff prior to or at the time of precise plan approval. The plan shall
describe the service levels and any means of encouraging transit use.
THE PROPOSED CLOSURE OF CALIFORNIA AVENUE ACCESS OFF OF WEST COVINA
PARKWAY MUST BE CAREFULLY ANALYZED PRIOR TO PRECISE PLAN APPROVAL
The revised site plan and reduced intensity of the project retains the
California Avenue access off of West Covina Parkway. As a condition of
approval of the precise plan , the Engineering Department shall review
the construction drawings at their time of submittal to determine the
acceptability and conformance with the Municipal Code.
AT PRECISE PLAN REVIEW, THE APPLICANT SHALL SUBMIT A PARKING LAYOUT
PLAN THAT SPECIFIES IN DETAIL THE LOCATION AND DIMENSIONS OF EACH
PARKING SPACE. THIS SHALL INCLUDE BOTH SURFACE AND STRUCTURAL PARKING.
The revised site plan does not include any structured parking. The
Engineering and Planning Departments shall review the parking lot
layout and dimensions prior to precise plan approval to insure their
conformance to the Municipal Code. Any revisions shall be complete
prior to approval by the Planning Commission.
AT PRECISE PLAN REVIEW, THE APPLICANT SHALL SUBMIT ACCESS/ON-SITE
CIRCULATION PLANS WHICH WILL DELINEATE ALL ACCESS POINTS, INTERNAL
CIRCULATION, (I.E., ROAD WIDTHS, CURVE RADII), DESIGN SPEEDS, SITE
DISTANCES, DIRECTIONAL SIGNAGE, AND PEDESTRIAN AMENITIES.
The Engineering Department and Planning Department shall review the
site access and internal circulation to determine its conformance to
the Municipal Code. The Redevelopment Agency staff shall review the
pedestrian amenities to determine their acceptance and conformance to
the Central Business District Redevelopment Plan and Owner
Participation Agreement with the Developer.
THE DEVELOPER SHALL IMPLEMENT A SIGNING PROGRAM, APPROVED BY THE
REDEVELOPMENT AGENCY AND CITY ENGINEER, TO ENCOURAGE USE OF WEST COVINA
PARKWAY AS AN ACCESS ROUTE TO FASHION PLAZA.
As a condition of approval of the precise plan, the Developer shall
submit a signing program to the Planning Department no later than 60
days prior to construction commencing. The Planning, Engineering and
Redevelopment Departments shall review and approve the program prior to
issuance of building permits.

THE DEVELOPER, IN COOPERATION WITH THE REDEVELOPMENT AGENCY AND TRAFFIC
CONSULTANT, SHALL IMPLEMENT AN ON -SITE SIGNING/GRAPHICS PROGRAM TO
ASSIST IN ON -SITE TRAFFIC FLOW.
As a condition of approval of the precise plan, the Developer shall
submit a program outlining the signage and graphics for on -site circula-
tion. The program should be submitted to the Planning Department no
later than 60 days prior to construction commencing. The Planning ,
Engineering, and Redevelopment Departments shall review and approve the
program prior to issuance of building permits.
NOISE
THE PROJECT WILL COMPLY WITH THE CITY OF WEST COVINA NOISE ORDINANCE,
WHICH LIMITS THE HOURS OF CONSTRUCTION TO NORMAL WEEKDAY AND WEEKEND
WORK HOURS, AND INCLUDES NOISE LIMITS OF MECHANICAL EQUIPMENT.
As a condition of precise plan approval, the Developer will be limiting
their hours of operation as specified. Building Inspectors shall
routinely check noise levels, if needed, by requiring the Developer to
obtain noise measurements and submit them to building.
AIR QUALITY
FUGITIVE DUST EMISSIONS DURING CONSTRUCTION SHALL BE MINIMIZED BY WATER-
ING THE SITE FOR DUST CONTROL, CONTAINING EXCAVATED SOIL ON -SITE UNTIL
IT IS HAULED AWAY, AND PERIODICALLY WASHING ADJACENT STREETS TO REMOVE
ACCUMULATED MATERIALS.
Field inspections shall be routinely completed by Inspectors. Any dust
control measures will be undertaken by the Developer during the con-
struction period at the request of the Inspector.
MAJOR GRADING OPERATIONS SHALL OCCUR IN THE NON -RAINY SEASON.
Field inspections shall be routinely completed by Inspectors and any
extensive grading completed shall be scheduled for non -rainy season.
The Inspector shall request the Developer to reschedule grading activi-
ties due to dust emissions beyond the AQMD requirements.
ADEQUATE DUST SUPPURATIONS SHALL BE USED
Field inspections shall be routinely completed by Inspectors. As a
condition to precise plan approval any dust control measures will be
undertaken by the Developer during the construction period at the
request of the Inspector.

EMPLOYEES SHALL BE ENCOURAGED TO USE PUBLIC TRANSPORTATION OR TO CAR
POOL.
The Developer shall submit a transit plan to the Redevelopment Agency
staff prior to or at the time of precise plan approval. The plan shall
describe the service levels and any means of encouraging transit use.
ENERGY
ENERGY -EFFICIENT FIXTURES IN FACILITIES (SUCH AS PARKING LOT LIGHTING
AND SIGNING) AND OTHER TYPES OF ENERGY CONSERVATION MEASURES SHALL BE
INCORPORATED INTO PROJECT DESIGN.
As a condition of approval of the precise plan, the Engineering Depart-
ment shall review the parking lot lighting and signing fixtures to
determine if they are energy -efficient fixtures. The Building Depart-
ment shall determine if other types of energy conservation measures
have been incorporated into the project's design during precise plan
review process. Any revision will be made by the Developer prior to
precise plan approval by the Planning Commission.
ALL BUILDING SHALL COMPLY WITH STATE ENERGY CONSERVATION STANDARDS AS
DICTATED IN CALIFORNIA ADMINISTRATIVE CODE, TITLE 24, PWT 6, DIVISION
T-20, CHAPTER 2.
As a condition of approval of precise plan, the Building Department
shall determine if all building(s) comply with state energy conserva-
tion standards as dictated in California Administrative Code Title 24,
Pwt 6, Division T-20, Chapter 2. Any revisions will be made by the
Developer prior to the precise plan approval by the Planning Commis-
sion.
PUBLIC SERVICES/UTILITIES
THE DEVELOPER SHALL CONTRIBUTE, IF NECESSARY, TO THE FUNDING OF ADDI-
TIONAL FIRE PROTECTION, MANPOWER, AND EQUIPMENT AS DETERMINED BY THE
WEST COVINA FIRE DEPARTMENT.
During the precise plan review process, the Fire Department shall
determine if additional fire protection, manpower and equipment is
necessary. If necessary the Developer shall contribute to a fund for
the additional needs.
ALL SAFETY STANDARDS AS SET FORTH IN THE UNIFORM BUILDING CODE, FIRE
CODES, AND LOCAL CODES SHALL BE ADHERED TO DURING CONSTRUCTION.
During construction, the Developer shall adhere to all safety standards
as set forth in the Uniform Building Code, as well as Fire and local
codes. Monitoring shall be by the Building Inspector's routine visit
the the site. Any violations to the codes will be determined by the
Building or Fire Inspectors' routine visit to the site. Correction to
any violations will be made by the Developer. Correction to any viola-
tions will be approved by the Inspector(s).

THIS PROJECT SHALL ADHERE TO THE UNIFORM BUILDING CODE (UBC).
Monitoring of the Developer adhering to the Uniform Building Code shall
• be during the review of construction drawings, during construction by
Building Inspector's routine visit to the site and Fire Department's
final test and approval of the project. All codes shall be met before
certification of occupancy is given to the Developer.
EMERGENCY FIRE ACCESS TO THE SITE SHALL BE APPROVED BY THE WEST COVINA
FIRE DEPARTMENT PRIOR TO PRECISE PLAN APPROVAL.
The Developer shall submit to the Fire Department during precise plan
review a site plan showing emergency fire access to the site. Any
revisions will be made by the Developer prior to precise plan approval
by the Planning Commission.
ALL ACCESS TO BUILDINGS ON THE PROJECT SITE SHALL BE APPROVED BY THE
WEST COVINA FIRE DEPARTMENT PRIOR TO PRECISE PLAN APPROVAL.
The Developer shall submit to the Fire Department during precise plan
review process a site plan showing all access to the buildings on the
project site. Any revisions will be made by the Developer prior to
precise plan approval by the Planning Commission.
ALL BUILDINGS ON THE PROJECT SITE SHALL BE EQUIPPED WITH SMOKE ALARMS
AS REQUIRED BY THE WEST COVINA FIRE DEPARTMENT AND THE UNIFORM BUILDING
CODE.
During precise plan review process, the Developer shall submit to the
Planning Department a plan showing all buildings on the project site to
be equipped with smoke alarms. The Fire Department shall determine
that all buildings are equipped with smoke alarms. Any revision or
additional installation of smoke alarms will be made by the Developer,
as required by the West Covina Fire Department, prior to precise plan
approval by the Planning Commission.
THE SITE PLAN SHALL BE REVIEWED AND APPROVED PRIOR TO PRECISE PLAN
APPROVAL BY THE REDEVELOPMENT AGENCY AND BY THE WEST COVINA POLICE
DEPARTMENT TO INSURE THAT ADEQUATE SITE ACCESS IS AVAILABLE FOR
EMERGENCY SERVICES.
During precise plan review process, the Developer shall submit to the
Planning Department a site plan showing that there is adequate site
access for emergency services. This accessibility will be reviewed by
the Police Department for their approval. Any revisions will be made
by the Developer prior to precise plan approval by the Planning Commis-
sion.

THE DEVELOPER SHALL WORK WITH THE REDEVELOPMENT AGENCY AND SUBURBAN
WATER SYSTEMS IN REROUTING ANY LINES THAT WILL BE DISTURBED BY THE
PROPOSED PROJECT. AN AGREEMENT FOR SUCH PROVISIONS SHALL BE FINALIZED
PRIOR TO PRECISE PLAN APPROVAL.
During precise plan review process, the Developer shall have work on an
agreement with the Redevelopment Agency and Suburban Water Systems in
rerouting any lines that will be disturbed by the proposed project.
Any rerouting of such lines shall be approved by the West Covina Fire
Department. An agreement for such provisions shall be finalized prior
to precise plan approval by the Planning Commission. Any revision will
be made by the Developer.
THE DEVELOPER AND THE WEST COVINA REDEVELOPMENT AGENCY SHALL REACH AN
AN AGREEMENT REGARDING PROVISION OF FUNDING FOR RELOCATING LINES THAT
WILL BE EFFECTED BY THE PROPOSED PROJECT. SUCH PROVISION SHALL BE
INCORPORATED INTO THE FINAL AGREEMENT BETWEEN SUBURBAN WATER SYSTEMS

During the precise plan review process, the Developer, Redevelopment
Agency and Department of Public Works shall reach an agreement regard-
ing provision of funding for relocation, if necessary, of storm drain
channels which are disturbed by the implementation of the project.
Such provision shall be incorporated into the final agreement between
Suburban Water Systems and the Redevelopment Agency, with any revisions
being made by the Developer prior to precise plan approval by the Plan-
ning Commission.

THE DEVELOPER SHALL WORK WITH THE REDEVELOPMENT AGENCY AND SOUTHERN
CALIFORNIA EDISON COMPANY TO FINALIZE AN AGREEMENT TO INSURE THE SMOOTH
RELOCATION OF EXISTING POWER LINES ALONG CALIFORNIA AVENUE. THE AGREE-
MENT SHALL BECOME FINAL PRIOR TO PRECISE PLAN APPROVAL.
During the precise plan review process, the Developer shall submit an
agreement made with the Southern California Edison Company that
addresses a smooth relocation of existing power lines along California
Avenue. The agreement shall become final prior to precise plan
approval by the Planning Commission.
PRIOR TO PRECISE PLAN APPROVAL, THE WEST COVINA REDEVELOPMENT AGENCY,
DEVELOPER AND SOUTHERN CALIFORNIA GAS COMPANY SHALL FINALIZE AN AGREE-
MENT REGARDING PROVISIONS AND FUNDING FOR ANY RELOCATION OF GAS LINES
AND FACILITIES AFFECTED BY THE PROJECT.
During precise plan review process, the West Covina Redevelopment
Agency, Developer and Southern California. Gas Company shall submit an
agreement regarding provisions and funding for any relocation of gas
lines and facilities affected by the project prior to precise plan
approval by the planing commission.
PRIOR TO ANY PRECISE PLAN APPROVAL, THE CITY OF WEST COVINA AND
REDEVELOPMENT AGENCY OF WEST COVINA SHALL COME TO AN AGREEMENT WITH RTD
TO INSURE THAT ADEQUATE ON -SITE AND ADJACENT FACILITIES ARE PROVIDED TO
SATISFY PUBLIC TRANSPORTATION NEEDS. SUCH NEEDS MAY INCLUDE
IMPROVEMENTS OF EXISTING BUS STOPS (INCLUDING POTENTIAL LIGHTED BUS
SHELTERS), POSSIBLE PROVISION OF PARK -AND -POOL USAGE OF A PORTION OF
ON -SITE PARKING SPACE, AND INSURANCE THAT THE SITE WILL BE ADEQUATELY
SERVICED BY RTD BUS ROUTES.
During precise plan review process,, the Human Services Department and
RTD shall determine if adequate on -site and adjacent facilities are
provided to satisfy public transportation needs. Such needs may
include improvements of existing bus stops (including potential lighted
bus shelters), possible provision of park -and -pool usage of a portion
of on -site parking space, and insurance that the site will be
adequately serviced by RTD bus routes. Any revisions will be made by
the Developer before precise plan approval by the Planning Commission.
THE REDEVELOPMENT AGENCY AND THE RTD SHALL CONSIDER THE PLACEMENT OF
LIGHTED BUS SHELTERS ON WEST COVINA PARKWAY BETWEEN CALIFORNIA AND
SUNSET AVENUES AND LIGHTED BUS SHELTERS AND BUS TURNOUTS AT VINCENT
AVENUE SOUTH OF SOUTH GARVEY AVENUE.
During precise plan review process, the Developer, the Redevelopment
Agency and the RTD shall consider the placement of lighted bus shelters
on West_ Covina Parkway between California and Sunset Avenues and
lighted bus shelters and bus turnouts at Vincent Avenue south of South
Garvey Avenue.

IN THE AREA (E.G., THE ATRIUM PROJECT SITE).
The Developer has agreed to provide Park and Ride facilities on site.
