A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST
• COVINA, CALIFORNIA, AMENDING RESOLUTION NO. 7223,
RELATING TO PERSONNEL RULES, AS AMENDED; AND REVISING
CERTAIN SPECIFIED PERSONNEL RULES.
WHEREAS, the Personnel Rules of the City of West Covina are
reviewed to ensure that they are responsive to the needs of the City and
operating departments; and
WHEREAS, it was determined that several specified Personnel Rules
needed to be changed; and
WHEREAS, the Personnel Commission has reviewed these proposed
changes and recommends approval by the City Council;
NOW, THEREFORE, the City Council of the City of West Covina does
resolve as follows:
SECTION 1. That RULE VIII - PERFORMANCE REPORTS, SECTION 8.6
PERFORMANCE RATINGS A.4 shall be amended according to the following:
If an employee who has been denied a merit increase improves
his/her performance to such extent that the appointing authority believes it
is justified, he/she shall indicate the improvement on the report of
performance form and may specifically recommend the restoration of any merit
increment withheld and/or merit increase anniversary date changed under the
provisions of this rule.
SECTION 2. That RULE IX - HOURS OF WORK/OVERTIME/COMPENSATORY
TIME, SECTION 9.6 FIRE SUPPRESSION B. shall be amended according to the
following:
Each Fire Department employee in these classes is;-€here€ere,
norm�all-regd�red-to works a stated total of-9992, 2922 hours per year
(56.19 hours per week).
SECTION 3. That RULE XI - LAYOFF/REEMPLOYMENT, SECTION 11.2 LAYOFF
PROCEDURE shall be amended according to the following:
A. Seniority
Seniority is defined as the length of continuous service in
the employee's present classification or in higher or equal
classes regardless of department to which assigned. When
employees have equal seniority for retention in a class, the
employee with the greater amount of seniority credit with the
City shall have the highest retention priority. "Seniority
credit with the City" shall be defined as the length of
continuous service from the last date of hire by the City,
including time spent in the San Gabriel Valley Fire Authority.
I a tie occurs, priority shall be etermine on the basis of
the employee's rank on the certified eligibility list at the
time of appointment to that class.
SECTION 4. That RULE XIV - DISCIPLINARY ACTIONS, SECTION 14.4 DUE
• PROCESS shall be amended according to the following:
C. Appeal Procedure
8. Communication to the appellant shall be by certified or
registered mail.
SECTION 5. That RULE XV - GRIEVANCE AND COMPLAINT PROCEDURE,
• SECTION 15.6, GENERAL PROVISIONS shall be amended according to the following:

SECTION 6. That RULE XV - GRIEVANCE AND COMPLAINT PROCEDURE,
SECTION 15.4, COMPLAINT PROCEDURE shall be amended according to the
following:
Step 2. If the action taken by his/her immediate supervisor is
not satisfactory, the employee may take his/her complaint
to successive levels of supervision as determined by the
chart of administrative organization, up to and including
the City Manager.
SECTION 7. The effective date of this resolution is
April 24, 1989.
SECTION 8. The City Clerk shall certify to the adoption of this
resolution.
