A RESOLUTION OF THE CITY OF WEST COVINA, CALIFORNIA,
AMENDING RESOLUTION NO. 7223 RELATING TO CLASSIFICATIONS
AND COMPENSATION, AS AMENDED, AND APPROVING THE NEW
CLASSIFICATION FOR CRIMINAL JUSTICE RESEARCH
ANALYST I AND II.
WHEREAS, the Police Department has revised its organizational
structure to delete the position of Criminal Justice Research Planner, and to
add the position of Criminal Justice Research Analyst I and II; and
WHEREAS, the Personnel Commission has reviewed and recommends
approval of the new class specification for Criminal Justice Research
Analyst I and II;
NOW, THEREFORE, the City Council of the City of West Covina,
California does resolve as follows:
SECTION 1. That the class specification for Criminal Justice
Research Analyst I and II, attached and marked "Exhibit A", is hereby
adopted.
SECTION 2. That a salary range for Criminal Justice Research
Analyst I of $2214 - $2986, and a salary range for Criminal Justice Research
Analyst II of $2541 - 3428, are hereby adopted.
SECTION 3. Resolution 7223, as amended, relating to classification
and compensation of position, is hereby further amended by this resolution.
SECTION 4. The effective date of this resolution is March 20,
1989.
SECTION 5. The City Clerk shall certify to the adoption of this
resolution.

. CRIMINAL JUSTICE RESEARCH ANALYST I AND II
JOB SUMMARY
Under administrative direction, conducts, interprets, and evaluates original
research projects; formulates projects and programs relating to the field of
criminal justice; and does related work as required.
resentative Duties
1. Develops original research directed toward improvement of local and
regional programs of criminal justice, including such areas as juvenile
delinquency, drugs, gang activity, and other crime -related activities.
2. Plans, designs, conducts, and evaluates research projects and programs
involving methods of crime prevention and the reduction of the
occurrence of intra-city and inter -city criminality.
3. Devises various data processing approaches to determine relevant
research information and data, and works with computer personnel in the
programming and processing of social, economic, and community and agency
data as related to crime and delinquency.
4. Prepares reports, plans, and recommendations based on research findings
related to criminal justice.
5. Consults with other local and regional agency and professional personnel
in the development of project programs and plans, and the practical
application of various criminal justice programs.
6. Consults with other agencies concerning crime and delinquency problems
and programs and the prevention or resolution of existing or future
crime and delinquency problems.
QUALIFICATIONS GUIDE
Training and Experience
A Bachelor's degree or related degree from an accredited college or
university with specialization in the field of criminal justice or related
social/behavioral science including course work in statistics and data
analysis.
Three years of experience in a public safety organization performing criminal
investigation analysis. Any experience over the minimum may be substituted
for education on a year for year basis up to 2 years.

Knowledge and Abilities
Knowledge of research methods including research design, data collection, and
statistical analysis desirable. Knowledge of the theories, principles, and
practices of criminal justice.
Ability to develop research designs to test same; draft reports including
recommendations related to research projects; make effective oral and written
presentations; relate effectively with public and private representatives,
staff, and the general public.
Criminal Justice Research Analyst II
Satisfaction of the qualifications listed above for Criminal Justice Research
Analyst I plus two years of experience equivalent to what would be achieved
by a Criminal Justice Research Analyst I.
