A RESOLUTION OF THE CITY OF WEST COVINA, CALIFORNIA,
AMENDING RESOLUTION NO. 7223 RELATING TO CLASSIFICATIONS
AND COMPENSATION, AS AMENDED, AND APPROVING THE REVISED
CLASS SPECIFICATIONS FOR FIRE MARSHAL AND SENIOR
COMMUNICATIONS OPERATOR AND THE NEW CLASSIFICATION FOR
ASSISTANT FIRE MARSHAL.
WHEREAS, the Communications Department has changed the requirements
in the class specification for Senior Communications Operator; and
WHEREAS, the Fire Department has revised its organizational
structure to add the position of Assistant Fire Marshal and to change the
class specification of Fire Marshal; and
. WHEREAS, the Personnel Commission has reviewed and recommends
approval of the new class specification for Assistant Fire Marshal and the
revised class specifications for Fire Marshal and Senior Communications
Operator;
NOW, THEREFORE, the City Council of the City of West Covina,
California does resolve as follows:
SECTION 1. The revised class specification for Senior
Communications Operator, attached and marked "Exhibit A" is hereby adopted.
SECTION 2. The revised class specification for Fire Marshal,
attached and marked "Exhibit B", and setting the salary range at $3739-$5180,
is hereby adopted.
SECTION 3. The class specification for Assistant Fire Marshal,
attached and marked "Exhibit C", and setting the salary range at $3575-$4345,
is hereby adopted.
SECTION 4. Resolution 7223, as amended, relating to classification
and compensation of position as amended, is hereby further amended by this
resolution.
SECTION 5. The effective date of this resolution is February 1,
1989.
SECTION 6. The City Clerk shall certify to the adoption of this
resolution.

• SENIOR COMMUNICATIONS OPERATOR
JOB SUMMARY
Under general direction, acts as a Communications Center Watch
Supervisor in the absence of the regularly assigned Supervisor;
trains personnel; dispatches police, fire, or other city or contract
• vehicles; maintains radio contact and status of each vehicle in the
field; operates a computer terminal; operates a telephone
switchboard, giving general information to callers and making
necessary connections with other departments; and does related work
as required.
Representative Duties
1. Serves on a shift basis as a dispatcher in the Communications
Center; receives calls by telephone or radio.
2. Dispatches appropriate fire, police or other city and contract
equipment as needed to handle reported emergencies in the
field.
3. Maintains radio contact with units at all times during shift
assignments and sends needed or requested assistance as
indicated.
4. Maintains a continuous current record of the status of all
mobile units, indicating the disposition of each by mechanical
or other means.
5. Operates a switchboard; receives calls of a general nature,
gives appropriate information to callers and routes calls to
their proper destination.
6. Updates Communications Center's Reference files and Records as
required.
7. May maintain supervisors and attendance logs and prepare work
schedule.
8. May coordinate and monitor the repair of City owned
communications equipment and systems.
9. May be required to program pagers, alarms, or vocal alarms;
locate problems within the system and make appropriate
notification.

• 10. May serve as training officer; conducts training of personnel;
writes evaluations and makes recommendations regarding training
procedures;
• 11. May act as a relief dispatcher and serves as a backup
dispatcher during emergencies or peak load periods.
• QUALIFICATIONS GUIDE
Training and Experience
Graduation from high school or its equivalent; must have attained
"C" step and have two years of experience as a public safety
dispatcher with the City of West Covina, or within the past five
years, must have a minimum of two and one-half years continuous,
satisfactory service as a Public Safety Dispatcher in a combined
Police/Fire Communications Center or in a county sheriff of
municipal police Communications Center serving a population of at
least 100,000 people.
Knowledges and Abilities
Knowledge of Communications Center procedures;
switchboard and computer operations; supervision and training
techniques; ability to react quickly and think clearly in
emergencies; record spoken information legibly and accurately;
broadcast instructions with clear enunciation in a well modulated
voice; supervise subordinates with tact and harmony; maintain
effective working relations with others.
Skills: ability to type 35 words per minute.
Special Working Conditions
May be assigned to any one of three shifts; day, swing or graveyard.

• Under general direction, plans, organizes, and directs the activities of the City's
fire prevention bureau; supervises the inspections of city structures; performs
enforcement duties in the application of fire and building codes; does related work
as required.

• 1. Supervises and participates in the inspection of buildings for compliance with
existing codes, laws, and ordinances; interprets fire codes and regulations.
2. Reviews construction and precise plans to insure that structures and fire
protection systems meet fire and building code requirements.
3. Manages the department's fire prevention education program by developing and
presenting public education programs.
4. Coordinates department involvement in weed abatement program.
5. Participates in fire and building code development on committees at State and
regional levels and recommends revisions to various codes.
6. Reviews, researches, and evaluates fire protection plans and procedures for
effectiveness in fire prevention and protection; recommends alternatives and/or
improved fire protection plans, devices, or procedures.
7. Develops, administers, and monitors the fire prevention bureau budget; assist in
departmental budget preparations.
8. Supervises, trains, and evaluates subordinates.
9. Prepares special reports on City prevention and protection activities and
policys.
10. Oversees fire prevention record keeping function and maintains statistical data
pertinent to Fire Department operations.
11. Coordinates the department's fire investigation program including the conducting
of detailed investigations, effecting custody arrests, and counseling juvenile
offenders.
12. Issues permits for hazardous operations, dangerous chemicals, and flammable
materials.
13. Resolves situations involving reluctance to comply with Fire Safety codes and
ordinances by issuing citations or initiating legal action against violators
with the District Attorney's Office and/or City Attorney.
14. Advises developers and architects concerning project compliance with fire safety
standards.

15. Acts as liaison to local water companies including making recommendations
regarding the placement and/or upgrading of water mains and hydrants.
16. Assists fire company personnel in conducting training programs. Develops,
maintains and coordinates activities pertaining to engine company inspection

17. May coordinate and supervise the Hazardous Materials Disclosure and Enforcement
program.

• QUALIFICATIONS GUIDE
Training and Experience
An A.A. Degree in Fire Science or equivalent, including courses in building
construction, plan checking, and codes; fire investigation and hazardous chemical
experience; plus three years of experience in fire prevention in an organized
municipal fire prevention bureau including supervisory responsibilities or loss
prevention and/or in a position comparable to a building inspector. P.C. 832 is
required prior to end of probationary period.
Knowledge and Abilities
Requires knowledge of principles, methods and techniques for current building and
high-rise construction, electrical, plumbing, and related codes; ability to
understand, interpret and apply Fire, Health, and Safety codes and other related
laws, regulations and ordinances of a complex and technical nature; detect, evaluate,
and determine mitigation measures for fire and chemical hazards or code violations,
how to direct, train, counsel and evaluate subordinate personnel. Candidate must
demonstrate ability to express ideas clearly and concisely, in written or oral form,
have good command and use of the English language; use tack and good judgment in
establishing and maintaining cooperative working relationships with the public,
development community, and other agency representatives; demonstrates ability to
recognize problems, make decisions, and use resourcefulness and diplomacy in
resolving conflict situations. Certification for plan checking by I.C.B. ., or
equivalent, organization is also desirable.
Licenses
Possession of a valid Class 3 California Driver's License.

ASSISTANT FIRE MARSHAL
Under the general supervision of the Fire Marshal, the Assistant Fire Marshal is
• responsible for plan check reviews and inspection process for new construction;
supervises fire prevention bureau personnel in assigned activities; assigns and
coordinates fire prevention activities of engine companies; provides professional
advice and assistance to the public and other jurisdictional departments on a
variety of fire prevention and fire protection requirements and procedures; and
oes related work as required.

for effectiveness in fire prevention and fire protection;
2. Recommends alternatives and/or improved fire protection plans, devices or
procedures;
3. Interprets fire codes and regulations to the general public and other

more specified fire prevention and fire protection problems;
5. Coordinates fire prevention activities pertaining to engine company inspection

6. Provides necessary fire prevention training to department personnel;

8. Makes public presentations relating to fire prevention, protection or other
safety preparedness matters;
9. Prepares records and reports for various departmental and governmental agency
requirements;

Training and Experience:

equivalent, including courses in building construction, plan checking and codes;

experience in an organized municipal fire prevention bureau. P.C.832 is required.

regarding fire protection and weed abatement. Mechanical, chemical and related
