A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST
COVINA, CALIFORNIA, AMENDING RESOLUTION NO. 7223 RELATING
TO CLASSIFICATION AND COMPENSATION OF POSITIONS, AS
AMENDED; AND FIXING COMPENSATION AND BENEFITS FOR
PERSONNEL IN CLASSES REPRESENTED BY THE CALIFORNIA LEAGUE
OF CITY EMPLOYEE ASSOCIATIONS, INC.
WHEREAS, the City of West Covina has met and conferred with the
California League of City Employee Associations, Inc.; and
WHEREAS, City and California League of City Employee Associations,
Inc., have agreed upon certain changes in salaries, benefits and working
conditions for members of said Union; and
WHEREAS, the Memorandum of Understanding has been referred to the
City Council;
NOW, THEREFORE, the City Council of the City of West Covina does
resolve as follows:
SECTION 1. Salary. That Resolution No. 7223, as amended, relating
to classification and compensation of positions is hereby amended by Appendix A
of this resolution thereby fixing compensation and benefits for personnel in
classes represented by the California League of City Employee Associations,
Inc.
SECTION 2. Medical Insurance.
A. Effective the second paycheck in June 1989, the City contribution
for its employee flexible benefit program shall be increased by
the dollar amount equal to the July 1, 1989 increase in the cost
of the Kaiser Foundation Health Plan subject to a maximum
additional contribution of $15.
B. Effective the second paycheck in June 1990, the City
contribution for its flexible benefit program shall be increased
by a dollar amount equivalent to the 1990 increase in the cost
of the Kaiser Foundation Health Plan, subject to a maximum
additional contribution of $15. The City has a flexible benefit
program. The amount specified for health care coverage shall be
$16 per month per active employee as of July 1, 1990.
C. Effective the second paycheck in June 1991, the City
contribution for its flexible benefit program shall be increased
by a dollar amount equivalent to the 1991 increase in the cost
of the Kaiser Foundation Health Plan, subject to a maximum
additional City contribution of $15. The City has a flexible
benefit program. The amount specified for health care coverage
shall be $16 per month per active employee.
D. Effective July 1, 1990, the City shall adopt a resolution
electing to make the health insurance programs. offered through
• the Public Employees Medical and Health Care Act available to
employees represented by the Union. Under the City's flexible
benefit program, the amount specified for health care coverage
shall be $16 per month per active employee.
SECTION 3. Retiree Health Coverage. Effective July 1, 1990, the
City shall adopt a resolution electing to make the retiree health insurance
programs offered through the Public Employees' Medical and Hospital Care Act
available to employees represented by the Union. The City has a flexible
is benefit program. The amount specified for health care coverage shall be $16
per month per retired employee as of July 1, 1990.
SECTION 4. Dental Insurance. Effective January 1, 1989, the City
will contribute up to a maximum of 20 per employee per month for payment
toward dental insurance on the City dental insurance program.
• SECTION 5. Retirement. The Public Employees' Retirement System
Contract with the State of California shall be amended as soon as practicable
to provide credit for Unused Sick Leave (Section 20862.8).
SECTION 6. Boot Allowance. Effective 1989, the City will reimburse
each employee required to wear safety shoes/boots, $50 annually for cost
incurred in the purchase of said safety shoes/boots.
• Effective 1990, the City will reimburse each employee required to
wear safety shoes/boots, $75 annually for cost incurred in the purchase of said
safety shoes/boots.
Effective 1991, the City will reimburse each employee required to
wear safety shoes/boots, $100 annually for cost incurred in the purchase of
said safety shoes/boots.
SECTION 7. Uniform Jackets. The City will provide work jackets to
eligible maintenance employees, effective 1989.
SECTION 8. Jury�Dut . Personnel Rules Section 10.27 Jury Duty
Witness Leave shall be change3 to delete the following:
A. Jury Duty Subsection 3. "The wage continuance program for
jury leave is limited to 20 days per calendar year.
Employees may request to use wage continuance from future
years. Wage continuance from future years need not be
repaid upon termination."
and add the following:
Jury Duty Subsection 3. "The City will grant an employee
required to serve on jury duty, or to report for
examination to serve on jury duty, one time for a maximum
of 160 hours, paid leave for such purposes during any three
consecutive years of employment. All fees received by the
employee for jury duty, exclusive of mileage, shall be
remitted to the City." Administrative procedures will
govern implementation of this program.
SECTION 9. Bereavement Leave. The Bereavement Leave section of the
Personnel Rules shall be amended according to the following:
"Bereavement Leave - Five (5) days of said leave per calendar leave
will be available to an employee in the event of death of said employee's
parent, spouse, child, stepchild, brother, sister, or grandparent. The program
is supplemental to the current sick leave program."
SECTION 10. Tree Climbing Compensation. A policy will be developed
to provide for 1-112 times ourly compensation for time spent in climbing
• trees. The policy shall provide that such compensation will be paid only when
employee has prior authorization to climb.
SECTION 11. Budget Allocation. The City Council does hereby
allocate an amount of money sufficient to fund these salary adjustments and
benefits for the life of this Resolution, and authorize the transfer of funds
for these purposes from contingency funds.
. SECTION 12. The remaining provisions of Resolution No. 7223, as
amended, shall remain in full force and effect until amended or repealed by
resolution of the City Council.
