A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST
COVINA, CALIFORNIA, AMENDING RESOLUTION NO. 6482, AS
• AMENDED; RELATING TO MANAGEMENT AND CONFIDENTIAL SERVICES
AND RESOLUTION NO. 7223, AS AMENDED, RELATING TO
CLASSIFICATION AND COMPENSATION OF POSITIONS.
• WHEREAS, a core of Administrative Professionals more commonly known
as the Management Team, has been established; and
• WHEREAS, Council has established a policy of specifying annual
salary adjustment and benefits for Management and Confidential employees; and
WHEREAS, Fire Management employees will be become part of the
Management Team, effective February 1, 1989; and
WHEREAS, certain benefits did not accrue to Fire Management
employees while they were employees of the San Gabriel Valley Fire Authority
through no fault of their own; and
WHEREAS, annual salary adjustments for Management employees and the
Fire Department, have been granted as in the Fire employees representative
unit according to prior Council policy;
NOW, THEREFORE, the City Council of the City of West Covina does
resolve as follows:
SECTION 1. That Appendix "A" of Resolution No. 6482, as amended,
relating to Management and Confidential services, is hereby amended by Exhibit
"A" of this Resolution.
SECTION 2. Deferred Compensation.
A. Deferred Compensation in the amount of $50 per month, per
Management employee, will be paid for the time period of January 1, 1987
through December 31, 1988. In addition, an amount of $162 to compensate for a
lower health benefit, will be given as deferred compensation to each employee.
B. Effective January 1, 1989, Fire Management will receive $150 per
month to be contributed towards a deferred compensation program.
SECTION 3. Administrative Leave.
A minimum of seven (7) days, or 56 hours, (shift management would
receive 3-1/2 shifts or 84 hours) administrative leave is hereby granted.
Additional administrative leave, based on annual vacation earnings, may be
granted. Such additional leave time shall be calculated at the rate of 25% of
the employee's annual earned vacation rate as of January 1 of each year.
SECTION 4. Budget Allocation. The City Council does hereby
allocate an amount of money sufficient to fund these salary adjustments and
benefits for the life of this Resolution and authorize a transfer of funds for

these purposes, from the contingency fund.
SECTION 5.
The remaining provisions
of
Resolution No. 6482 and
Resolution No. 7223 as
amended; shall remain
in full
force and effect until
amended or appealed by
resolution of the City
Council.
SECTION 6.
The effective
date of
this Resolution is
January 1, 1989.

SECTION 7.
The City Clerk shall
certify
to the adoption of this
Resolution.
