A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST
COVINA, CALIFORNIA, AMENDING RESOLUTION NO. 7223 RELATING
• TO CLASSIFICATION AND COMPENSATION OF POSITIONS, AS
AMENDED; AND FIXING COMPENSATION AND BENEFITS FOR
PERSONNEL IN CLASSES REPRESENTED BY THE UNITED
PROFESSIONAL FIREFIGHTERS LOCAL #2415 IAFF, AFL/CIO, CLC.
• WHEREAS, the City of West Covina has met and conferred with the
United Professional Firefighters, Local #2415 IAFF AFL/CIO, CLC; and
. WHEREAS, City and United Firefighters Local #2415 have agreed upon
certain changes in salaries and benefits and working conditions for members of
said Union; and
WHEREAS, the Memorandum of Understanding has been referred to the
City Council;
NOW, THEREFORE, the City Council of the City of West Covina does
resolve as follows:
SECTION 1. Salary. That Resolution No. 7223, as amended, relating
to classification and compensation of positions is hereby amended by Appendix A
of this resolution thereby fixing compensation and benefits for personnel in
classes represented by the United Professional Firefighters Local #2415.
SECTION 2. Additional Salary Adjustment. Each current employee of
record on the date this Memoran um o n erstan ing is implemented shall
receive a single payment representing 5% of his or her gross earnings
accumulated from January 1, 1988 to December 31, 1988. Added to this amount
will be $25 per employee towards a uniform allowance as well as the incremental
amount of the health insurance benefit increase in 1988 equal to $9 per month
per employee for each month from July 1, 1988 through December 31, 1988.
SECTION 3. Medical Insurance.
A. Effective the second paycheck in June 1989, the City contribution
for its employee flexible benefit program shall be increased by
the dollar amount equal to the July 1, 1989 increase in the cost
of the Kaiser Foundation Health Plan subject to a maximum
additional contribution of $15.
B. Effective the second paycheck in June 1990, the City
contribution for its flexible benefit program shall be increased
by a dollar amount equivalent to the 1990 increase in the cost
of the Kaiser Foundation Health Plan, subject to a maximum
additional contribution of $15. The City has a flexible benefit
program. The amount specified for health care coverage shall be
$16 per month per active employee as of July 1, 1990.
C. Effective the second paycheck in June 1991, the City
contribution for its flexible benefit program shall be increased
• by a dollar amount equivalent to the 1991 increase in the cost
of the Kaiser Foundation Health Plan, subject to a maximum
additional City contribution of $15. The City has a flexible
benefit program. The amount specified for health care coverage
shall be $16 per month per active employee.
D. Effective July 1, 1990, the City shall adopt a resolution
electing to make the health insurance programs offered through
the Public Employees Medical and Health Care Act available to
isemployees represented by the Union. Under the City's flexible
benefit program, the amount specified for health care coverage
shall be $16 per month per active employee.
SECTION 4. Retiree Health Coverage. Effective July 1, 1990, the
City shall adopt a resolution electing to make the retiree health insurance
programs offered through the Public Employees' Medical and Hospital Care Act
available to employees represented by the Union. The City has a flexible
• benefit program. The amount specified for health care coverage shall be $16
per month per retired employee as of July 1, 1990.
SECTION 5. Dental Insurance. Effective January 1, 1989, the City
will contribute up to a maximum of 20 per employee per month for payment
toward dental insurance on the City dental insurance program.
• SECTION 6. Retirement.
A. The Public Employees' Retirement System Contract with the State
of California, shall be amended, as soon as practicable but no
later than March 30, 1989, to provide the following benefits:
1. Increased level of 1959 Survivors Benefit (Section 21382.2)
2. Credit for unused sick leave (Section 20862.8)
3. $600 retiree death benefit (Section 21367.53)
B. PERS member's contribution, effective January 1, 1989, the City
shall pay the normal member's contribution (9% of salary)
required under the Public Employees' Retirement System.
SECTION 7. Uniform Allowance. Uniform allowance for employees shall
be increased by an additional 50 per employee for a total of $300 per year
effective January 1, 1989. The uniform allowance for employees shall be
increased by an additional $50 per employee for a total of $350 per year
effective January 1, 1991.
SECTION 8. Mannino Poli
A. Staff in Level. The City shall maintain a minimum staffing of
companies an units as follows:
1. Three-man engine companies - 1 Captain, 1 Engineer,
1 Firefighter.
2. Four -man truck companies - 1 Captain, 1 Engineer, 2
Firefighters.
3. Two -man Paramedic rescues - 2 Paramedics.
A. Each Paramedic rescue unit will be assigned three
certified Paramedics/Firefighters, one of which will
rotate on and off of a designated engine or truck
company.
B. For purposes of relief, one of the Paramedics assigned
to the engine or truck companies may be replaced by
• either a Firefighter or a Firefighter/Paramedic.
SECTION 9. Actin Temporary and Rank for Rank Covera e. The acting
temporary and rank for ran coverage provision in the 9 6 9 Memorandum of
Understanding shall be changed to delete the following:
"Exception: In the event an individual shall be off duty
creating a document in extended absence, extended is defined as
period greater than 30 consecutive days in acting or temporary
• assignment, may be made to fill this absence starting with the
first shift after documentation."
and add the following:
"Exception: In the event of a short -time temporary absence such
as officers' meetings."
SECTION 10. Jury Duty. Personnel Rules Section 10.27 Jury Duty
Witness Leave shall be c ang}�to delete the following:
A. Jury Duty Subsection 3. "The wage continuance program for
• jury leave is limited to 20 days per calendar year.
Employees may request to use wage continuance from future
years. Wage continuance from future years need not be
repaid upon termination."
• and add the following:
Jury Duty Subsection 3. "The City will grant an employee
• required to serve on jury duty, or to report for
examination to serve on jury duty, one time for a maximum
of 160 hours paid leave for such purposes during any three
consecutive years of employment. All fees received by the
employee for jury duty exclusive of mileage shall be
remitted to the City."
SECTION 11. Sick Leave. Section 10.21 Sick Leave, Subsection B Use
of Sick Leave to Immediate Family shall be amended according to the following:

platoon employees) of sick leave within any calendar year may'Fe

rante to an employee for the care of attendance upon members
of his/her immediate family and not more than five working days
(or three shifts for fire platoon employees) of sick leave
within any calendar year may be granted to an employee for each
absence due to death of his/her immediate family. The phase
"immediate family" is construed to mean the husband, wife,
parent, brother, sister, child, and a grandparent or grandchild
that is residing within the home or within the same place of
residence of the officer or employee.
SECTION 12. Bereavement Leave. The Bereavement Leave section of the
Personnel Rules, Section 10.25 shall be amended according to the following:
Five days of said leave per calendar year will be available to a
Miscellaneous employee and three shifts of said leave shall be
available to a fire latoon employee/ shift employee in the
event o the eath o sal emp ogee s parents, child, stepchi ,
brother, sister and randparent. This program is supplemental
to the current sic eave program.
SECTION 13. Transfer and Bid. The Transfer and Bid procedure on
Exhibit "B" shall be implemented.
SECTION 14. Budget Allocation. The City Council does hereby
allocate an amount of money sufficient to fund these salary adjustments and
benefits for the life of this Resolution, and authorize the transfer of funds
for these purposes from contingency funds.
SECTION 15. The remaining provisions of Resolution No. 7223, as
amended, shall remain in full force and effect until amended or repealed by
. resolution of the City Council.
SECTION 16. The effective date of this resolution is January 1, 1989.
SECTION 17. The City Clerk shall certify to the adoption of this
resolution.

TRANSFER AND BID SYSTEM
Introduction: The following Transfer and Bid System program will
e instituted in 1989. The program will remain in effect during the
erm of this MOU. If problems occur during the term of the MOU, the
City and the Union will meet to look at alternative approaches to
resolve those problems. If the problems cannot be worked out to the
satisfaction of both parties, the City will revert back to its
�eviously effective Transfer and Rotation programs.
A. There shall be two types of transfers:
• 1. Employee Requested
2. City Initiated
B. Open Position Transfer:
1. When a station assignment has been vacated it may be
filled through the open position transfer process, which takes into
consideration employee requests.
2. Notice of vacancies shall be posted on City bulletin
boards.
3. Any employee desiring to fill a vacant position must
submit a request, in writing, to the City within seven (7) calendar
days of posting of the notice.
4. If more than one employee requests to be transferred to
an open position, seniority in rank shall be considered.
5. The City shall have the prerogative to grant or deny a
request for transfer.
6. The transfer request will be approved or denied, in
writing, within fourteen (14) calendar days of posting.
C. Mutual Agreement Transfers:
1. Employees of equal rank may request transfers.
2. Requests for transfers shall be submitted, in writing,
through regular channels to the City.
3. The City may either grant or deny the request for
transfer.
4. The request, approved or disapproved, shall be returned
to the employee within fourteen (14) calendar days of receipt of the
request.

EXHIBIT "B"
D. Annual Bid System:
1. Station assignments shall be open for bid according to
•the following:
a. Fire Captains shall have the option of bidding for
transfer to be effective January of even -numbered years.
b. Fire Engineers shall have the option of bidding for
ansfer to be effective January of odd -numbered years.
C. Firefighters shall have the opportunity to bid for
•transfer each year.
2. All transfer requests shall be processed in accordance
with the following provisions:
a. Consideration shall be given to the employee
desiring to remain in his existing position.
b. All transfer requests shall be submitted to the
City no later than 1700 hours on December 1 of the year preceding the
actual transfer.
C. If more than one employee bids to the same station,
assignment and seniority in rank shall be considered.
3. The approval or denial of a request for transfer shall
not be subject to the grievance or appeal process.
E. City Initiated Transfers:
1. The City reserves the right to initiate transfer of
personnel to meet the needs of the organization, taking into
consideration concerns of employees.
F. The decision to transfer, or the denial of a request to
transfer, pursuant to all categories of transfer mentioned herein
shall not be subject to the grievance procedure or appeal process.
