Resolution - 8265RESOLUTION NO. 8265 A RESOLUTION OF THE CITY COUNCIL OF THE CITY • OF WEST COVINA, SETTING SERVICE FEES FOR POLICE IMPOUNDS OF MOTOR VEHICLES THE CITY COUNCILOF THE.CITY OF WEST COVINA DOES RESOLVE AS FOLLOWS: SECTION 1. The City Council finds as follows: • A) That numerous and various vehicles are impounded by the Police Department during the normal course of duty. B) That vehicles are impounded for many reasons, including but not limited to: 1. Abandoned vehicles 2. Unregistered vehicles on city streets 3. Hazardous parked vehicles 4. Vehicle obstructing normal traffic flow 5. Vehicle obstructing ingress and/or egress to private property 6. Vehicles operated unlawfully by driver 7. Vehicles left unattended and/or unsecured by drivers due to but not limited to their arrest 8. Vehicles unlawfully parked, abandoned or dis- assembled on private property C) That the cost of documenting, -,reporting, and tracking these impounded vehicles is approximately $30.00, as exemplified in Attachment A. D) That victims of recovered stolen vehicle impoundments should be exempt from service fees for releases of stolen vehicles. E) That situations may arise when impounding vehicles that the Police may exercise their prudenu-discretion and forego or excuse the proposed service fee. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, DOES RESOLVE,'DECLARE�,"-DETERMINE AND ORDER AS FOLLOWS: SECTION 1. The City Council of West Covina does hereby establish, authorize, and approve a service fee charge for the release of an impounded vehicle: A) That the established fee for this service charge shall be thirty ($30) dollars, effective January 1, 1989. B) That victims of stolen vehicles are exempt from paying said • service fees when their vehicles are released from impound. C) That the Chief of Police or:his designee may waive the fee upon a showing of good cause therefor,_ which shall include hardship or extenuating circumstances. SECTION 2.
