RESOLUTION NO. 8253
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
WEST COVINA, CALIFORNIA, APPROVING THE SHADOW OAK
COMMUNITY PARK SPECIFIC PLAN AMENDMENT NO. 2 TO
ALLOW FOR THE CONSTRUCTION OF A PUBLIC RESTROOM
FACILITY IN THE AREA OF THE BASKETBALL COURT AT THE
EAST END OF THE PARK'S UPPER FIELD AREA.
WHEREAS, the City Council on December 12, 1977, adopted a
Specific Plan of the City entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
WEST COVINA, CALIFORNIA, APPROVING THE COMMUNITY
PARK SPECIFIC PLAN ON SHADOW OAK DRIVE. (Resolution
No. 5596)
WHEREAS, sixteen (16) of the total twenty-six (26) acres
of the park is currently developed with amenities including a
community center, multi -purpose field and courts, snack shop,
tennis courts, tot lot and play area, picnic shelters,
pedestrian walkways, parking areas, security lighting and
restroom facilities.
WHEREAS, based upon recent data pertaining to the usage of
the park, the need for additional public restroom facilities
has become apparent; and
WHEREAS, investigations and study of the proposed
amendment shows that:
1. The Shadow Oak Community Park Specific Plan is
consistent with the City's General Plan policy for
development of a community park in Woodside Village.
2. The proposed amendment to the Specific Plan is
consistent with the General Plan Environmental
Quality Element which adopts, as a goal, "the
periodic evaluation of the facilities in parks."
3. The proposed public restroom facility is designed and
located in a manner which is consistent with the
Shadow Oak Community Park Specific Plan prepared by
Kammeyer, Lynch and Partners.
4. The proposed public restroom facility incorporates
design features which promote the appearance and
safety aspects of the facility and park.
5. The proposed amendment to revise the Specific Plan
Map is determined to be Categorically Exempt pursuant
to Section 15301 (Class 11 - Accessory Structures) of
the State CEQA Guidelines and no Environmental Report
or Negative Declaration of Environmental Impact is
required.

WHEREAS, the Planning Commission, upon giving the required
• notice, did on the 5th day of October, 1988, conduct a duly
advertised public hearing as prescribed by law to consider the
proposed amendment; and
• WHEREAS, upon reviewing and considering the proposed
amendment the Planning Commission voted on October 5, 1988 to
recommend to the City Council that it adopt a resolution
amending the Shadow Oak Community Park Specific Plan by
• allowing for the construction of a public restroom facility in
the area of the basketball court at the east end of the Park's
upper field area.
NOW, THEREFORE, be it resolved, that the City Council of
the City of West Covina does hereby approve the Shadow Oak
Community Park Specific Plan Amendment No. 2 to allow for the
construction of a public restroom facility in the area of the
basketball court at the east end of the park's upper field area
in accordance with Study Plan A, dated October 5, 1988.
FINALLY RESOLVED, the City clerk shall certify to the
adoption of this Resolution.
