a) Proposed Lease Agreement with T-Mobile USA Inc.
It is recommended that the City Council approve the proposed Lease
Agreement authorizing T-Mobile USA, Inc. (formerly Cingular Wireless)
to lease space to build a wireless telecommunications facility in Cortez
Park and authorize the Mayor to execute the Lease Agreement.

b) Authorization for Staff to Proceed with a Trailer Purchase for the
Galster Park Nature Center (Project No. PP-07205)
It is recommended that the City Council:
1. ,Authorize staff to proceed with the procurement of a trailer, which will
be utilized as a nature center at Galster Park.
2. Appropriate $39,500 from the General Fund reserve to account
110.82.8734.7700.

c) Comprehensive Annual Financial Report for the Year Ended June 30,
It is recommended that the City Council receive and file the City's
Comprehensive Annual Financial Report for the fiscal year ended June 30,
2006.

d) State Minimum Wage Adjustments
It is recommended that the City Council:
1. Approve wage adjustments for five positions to comply with the state
minimum wage, and six additional positions to address compaction
within each position series, and hiring and retention issues.
2. Adopt the following Resolution:

Gabriel/Pomona Parents' Place Family Resource Center to waive all
permit fees associated with their Information Fair and Festival planned for
April 29, 2007 at Cortez Park.

g) Solicitation of Federal Funding for City Projects
It is recommended that the City Council authorize City staff to submit the
projects mentioned in this staff report to Congresswoman Hilda Solis for
possible funding consideration.

h) Amendment to the Exclusive Negotiating Agreement with Dynamic
Business Holdings, Inc. for the Development of a 2.6 Acre Portion of
the Civic Center Property
It is recommended that the City Council approve an Amendment to the
Exclusive Negotiating Agreement with Dynamic Business Holdings, Inc.
and extending the term of the agreement for a period of one hundred fifty
days to allow Dynamic Business Holdings, Inc. time to resolve various
project development issues in order to prepare a Lease and Development
Agreement for City Council consideration.

1. It is recommended that the City Council authorize staff to execute the
following Amendment #6 to the Athens Services Waste Collection
Contract:
a. Revise the Schedule of Rates to include a 4.67% Consumer Price
Index (CPI) increase (Attachment A of the staff report),
b. Deny 2.19 % Special Interim Fuel Rate Increase (policy question),
c. Deny retroactive rate increase to July 1, 2006 (policy question),
d. Revise the 50% citywide waste diversion guarantee definition which
would reduce the percentage of waste diversion from 61% to no less
than 50% (policy question),
e. Establish Annual Clean -Up Saturday's requirements for manageable
handling sizes (policy question),
I. Authorize administrative approval of service rate increases, unless 1%
greater written protest by property owners (policy question),
g. Adjust the CPI period from May -April to March -February and rate
review application submittal deadline to March 20 (policy question).
2. Alternatively, after full consideration of the numerous policy decisions
involved with these contract changes, City Council may wish to consider
other combinations from the list of alternatives.
