A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF WEST COVINA, CALIFORNIA, CERTIFYING
THE NORMA AVENUE ENVIRONMENTAL IMPACT REPORT.
• WHEREAS, there were filed with the City of West Covina,
verified applications on forms prescribed in Chapter 26,
Article VI, of the West Covina Municipal Code, requiring
• approval of Precise Plans, Variances, Zone Changes and a
General Plan Amendment on that certain property generally
described as follows:
Lots 230, 231, 232, 233, 234, and 235 of Tract No. 18811
as per map recorded in Book 483, Pages 11 to 14 inclusive of
Maps and Parcel 1 of Parcel Map No. 14380 as per map recorded
in Book 142, Pages 26 and 27 of Miscellaneous Records, both
recorded in the Office of the County Recorder, County of Los.
Angeles, State of California; and
That portion of Lot 26, Tract 18268, in the City of West
Covina, County of Los Angeles, State of California, as per
map recorded in Book 451, Pages 24 and 25 of Maps, in the
Office of the County Recorder of said County, lying
southeasterly of the following described line.
Beginning at the most northerly corner of Parcel 4 of
Parcel Map No. 436 as shown on map recorded in Book 10,
Page 64 of Parcel Maps, in said office; thence
southwesterly along the northwesterly line of said Parcel
4, said line being a curve concave southeasterly and
haviing a radius of 1,258 feet through an angle of 10
degrees, 14 minutes 59 seconds, an arc distance of
225.04 feet; thence leaving said northwesterly line south
39 degrees, 38 minutes, 55 seconds east 0.15 feet to a
curve concave southeasterly and having a radius of 170
feet; thence southwesterly along last said curve from a
tangent which bears south 48 degrees, 6 minutes 00 seconds
west, 98.33 feet to a tangent curve concave northwesterly
and having a radius of 230 feet; thence southwesterly
along last said curve through an angle of 81 degrees
minutes, 10 seconds, an arc distance fo 325.84 feet;
thence tangent to last said curve north 89 degrees, 34
minutes, 50 seconds, west 14 feet to a point in the
easterly line of Lot 38 of said Tract 18268 distant
thereon south 0 degrees 25 minutes, 10 seconds west, 5.84
feet from the northeast corner of last said lot; and
Lots 21, 22, 23, 24, 25, and 37 of Tract No. 18268 as per
map recorded in Book 451, Pages 24 and 25 of maps in the
Office of the County Recorder of said County.
WHEREAS, the proposed project is considered a "project"
pursuant to the terms of the California Environment Quality Act
•(CEQA); and
WHEREAS, an initial study was prepared for said project;
and
• WHEREAS, based upon the findings of the initial study, a
Draft Environmental Impact report was prepared and distributed
pursuant to the California Environmental Quality Act (CEQA) and
State and local guidelines, rules, regulations and procedures
adopted pursuant thereto; and

WHEREAS, during the environmental assessment process the
City has encouraged open and broad public participation, and
has provided the opportunity for citizens, professional
• disciplines and public agencies to critically evaluate the
environmental documents and the environmental impacts of the
proposed actions through public hearing and consultation with
public agencies and private organizations; and
WHEREAS, said Final Environmental Impact Report includes:
1. The Draft EIR;
2. Comments and recommendations received on the Draft
EIR from agencies or persons consulted, or who
otherwise commented on the Draft EIR either at public
hearing or by written communications to the City;
3. A list of persons, organizations, and public agencies
commenting on the Draft EIR;
4. Responses of City to significant environmental points
raised in the review and consultation process; and
WHEREAS, after considering the proposed request in a duly
advertised public hearing on July 20, 1988, as prescribed by
law, the Planning Commission of the City of West Covina
recommended that the City Council certify the Normal Avenue
Environmental Impact Report subject to the following
conditions:
a. The environmental documents shall be revised
to indicate that this is a program
Environmental Impact Report.
b. Any subsequent projects shall comply with
the mitigation measures of the program
Environmental Impact Report.
C. All subsequent projects or proposed major
changes to any Precise Plan examined by this
Environmental Impact Report shall have a new
initial study prepared, and if appropriate,
a mitigated negative declaration or a
supplement to the Environmental Impact
Report shall be prepared which examines the
proposed changes in detail; and
WHEREAS, the City Council of West Covina has considered
evidence presented by the applicants, the Planning Department,
the Planning Commission, and other interested parties at said
public hearing held on August 22, 1988; and
NOW, THEREFORE, the City Council of the City of West
Covina does resolve as follows:
SECTION NO. 1: The City Council does hereby certify that
the Final Environmental Impact Report has been prepared and
completed in compliance with CEQA and State and local
guidelines, rules, regulations, and procedures adopted pursuant
thereto.
SECTION NO. 2: The City Council finds with respect to the
potential adverse environmental impacts detailed in the Final
Environmental Impact Report:

a. That based on the information set forth in the Final
Environmental Impact Report, mitigation measures have
been required or incorporated into the project which
mitigate or avoid each of the potential adverse
environmental impacts as discussed in Attachment I
(attached hereto and incorporated by reference).
SECTION NO. 3: The City Council does hereby find and
determine that all significant environmental effects identified
in -the Final Environmental Impact Report have been reduced to
an acceptable level in that;
a. The Environmental Impact Report addresses the issues
of traffic, circulation and parking, air quality,
noise, housing, hydrology, aesthetics, and land use.
In all cases the potential impacts have been reduced
to a level of insignificance after mitigation
measures are included as conditions of approval for
the proposed project in support of the finding that
there will be a significant effect on the environment
due to this project.
SECTION NO. 4: The City Clerk shall certify to the
adoption of this resolution.

SIGNIFICANT ADVERSE ENVIRONMENTAL
EFFECTS, MITIGATION MEASURES, AND
INFEASIBILITY OF PROJECT ALTERNATIVES
RELATING TO THE NORMA AVENUE
. ENVIRONMENTAL IMPACT REPORT
• I. SIGNIFICANT ADVERSE ENVIRONMENTAL EFFECTS
A. LAND USE
1. The project will require a General Plan Amendment from
"Residential - Low Medium" to "Service and Neighborhood
Commercial" and a Zone Change from R-1 (Single Family
Residential) to S-C (Service Commercial). Eighteen residential
units will be removed to allow for the expansion of the auto
dealership uses.
MITIGATION MEASURES
2. A minimum landscaped setback of 15 feet from the back of
the curb 'along Norma Avenue combined with a decorative masonry
wall of six feet in height.
B. AESTHETICS
1. The three level parking structure will be visible in
northward views in the area immediately south of the project
site. Nighttime lighting has the potential to increase nightime
lighting in yards of residences adjacent to the project site.
MITIGATION MEASURES
2. A decorative masonry block wall of a minimum six foot
height, coupled with extensive landscaping will minimize the
visual and lighting impacts on adjacent residences. The wall
will visually compliment the existing block wall along Norma
Avenue. The proposed parking structure will be completely
enclosed on the first and second levels with surface detailing
of the exterior concrete wall. The third level may either be
completely enclosed or surrounded by an eight -foot tall
parapet. A security plan is required for the project and may
include the use of fencing and planting barriers, and
incorporate the use of decorative wrought iron.
C. TRANSPORTATION CIRCULATION AND PARKING
1. Cumulative traffic increases will occur on Azusa Avenue and
Garvey Avenue South adjacent to the site.
• MITIGATION MEASURES
2. Eliminate on -street parking along Azusa Avenue and restripe
to allow three lanes of through movement in each direction.
D. AIR QUALITY
1. Project generated motor vehicle emissions, primarily Co at11
• NO will each comprise about 19.9 lbs. and 4.6 lbs.,
respectively per day in 1995. Grading, clearing and excavation
of the site will generate TSP, probable in violation of state
24-hour particulate standards.
• MITIGATION MEASURES
• 2. Provide public transportation information to project
occupants and employees. The project will comply with the city
grading ordinance for dust control, implement SCAQM D District
Rule 403, require contractors to maintain and operated
equipment as to minimize exhaust emissions. Construction
activities will be scheduled to avoid peak emission periods,
and curtail or discontinue construction activities during first
and second stage smog alerts.
E. NOISE
1. Area residents will be exposed to increased noise levels
during project construction.
MITIGATION MEASURES
2. The contractor shall restrict all consturciton activities
to between the hours of 8 a.m. and 6 p.m., muffle and shield
intake and exhausts, shroud or shield impact tools and use
electric powered rather than diesel powered construction
equipment as feasible. Truck operations on Winston Avenue,
Normas Avenue and Stuart Avenue shall be limited between the
hours of 9 a.m. and 3 p.m..
F. HOUSING
The project will displace 18 residential units.
2. The city will encourage new housing units, a portion of
which should be reserved as affordable units.
G. HYDROL0G
1. The project has the potential of increasing the impervious
` surfaces on -site to about 92% and increasing the storm run-off
rate for a 50 year storm by approximately 19%. The project
would contribute cumulatively to water quality dehradation in
Walnut Creek.
MITIGATION MEASURES
2. Landscape throughout the paved areas and adjacent to
• showroom buildings. Comply with State Water Quality Control
Board recommendations regarding irrigation of landscaping to
minimize runoff and install the 30-inch Hillward Street Storm
Drain.
II. INFEASIBILITY OF PROJECT ALTERNATIVE
A. No Project Alternative
The "No Project" alternative could result in development at
•another location of the uses related to automobile dealerships, or
the loss of the uses presently located there due to the lack of
ability to expand. This could result in significant negative
economic impacts on the Auto Plaza district and on the City of West
• Covina. The expansion is needed to allow the dealerships to remain
economically competitive in their current location.
B. Multi -Family Residential Alternative
This alternative has potential to have greater negative effects
on the local air quality and traffic. The effects on traffic -related
air quality would be greater. Due to a greater number of residents
there would be a greater number of residents and a greater number of
work trips generated during peak hours. This alternative is
infeasible as is would not permit expansion of the automobile
dealerships which is imperative for their economic growth, and the
growth of the city's economic base. Without the possibility of
expansion the dealerships cannot remain competitive in the region and
would possibly relocate.
