Traffic Committee Recommendation: That stop signs (RI) be installed along with stop messages and stop ahead signs (W 17) on the west and eastbound approaches of Elder Street at Sunkist Avenue. 6) City Treasurer's Report (receive & file) Report for the Month of October 2006 7) Miscellaneous — Planning Department a) East Valley Community Health Center Parking Management Plan Staff recommends that the City Council receive and file the Parking Management Plan. 12/05/06 4 Agenda material is available at www.westcovina.org City Council Agenda for December 5, 2006 D) CONSENT CALENDAR (continued) 7) Miscellaneous —Public Works Department b) Five -Year Extension of Landscape Maintenance Contract for City Parks and Civic Center It is recommended that the City Council approve a five-year extension at a ten percent increase to the current contract amount to Mariposa Horticultural Enterprises, Inc. of Irwindale (Mariposa) for the maintenance of the landscaping, hardscaping, and irrigation systems for all City parks and the West Covina Civic Center at an annual cost of $301,320.00 and authorize the Public Works Director/City Engineer and City Clerk to execute such contract. Miscellaneous — Environmental Management Department c) Graffiti Abatement Award of Bid It is recommended that the City Council: 1. Accept the bid of Superior Property Services, Inc., Santa Ana, CA, for a 3-year contract for an amount not to exceed $11,340 per month ($136,080 first year, with a 3.5% annual cost of living increase) as submitted at the bid opening on November 2, 2006; and 2. Authorize staff to execute the contract in accordance with the bid specifications; and 3.
