A RESOLUTION OF THE CITY OF WEST COVINA, CALIFORNIA AMENDING
RESOLUTION NO. 7223 RELATING TO CLASSIFICATION AND COMPENSATION
OF POSITIONS, AS AMENDED; AND APPROVING CLASS SPECIFICATIONS FOR
. HUMAN SERVICES PROGRAM COORDINATOR AND HUMAN SERVICES PROGRAM
ADMINISTRATOR.
WHEREAS, the Human Services Department has shifted its emphasis from
•housing exclusively to include a variety of similar human services programs; and
WHEREAS, the Personnel Department has conducted a review of the class
specifications for Human Services Program Coordinator and Human Services Program
• Administrator; and
WHEREAS, the Personnel Commission has reviewed and recommends approval of
the class specifications for Human Service Program Coordinator and Human Services
Program Administrator;
NOW, THEREFORE, the City Council of the City of West Covina, California
does resolve as follows:
SECTION 1. The class specification for Human Services Program
Coordinator attached and marked "Exhibit A" is hereby adopted.
SECTION 2. The class specification for Human Services Program
Administrator attached and marked "Exhibit B" is hereby adopted.
SECTION 3. Resolution 7223, as amended, relating to classification and
compensation of position as amended, is hereby further amended by this resolution.
SECTION 4. The effective date of this resolution is July 25, 1988.
SECTION 5. The City Clerk shall certify to the adoption of this
resolution.

raduation from an accredited college or university with major course work in plan-
ng, business administration, public administration, or closely related fields;

•Three years of progressively responsible experience in public administration,
housing, community development, or human resources programming.
Additional experience in excess of the minimum three years may be substituted for
the educational requirement on a two -for -one basis to a maximum of four years of
experience for two years of education.
Knowledge and Abilities
Thorough knowledge of the Housing and Community Development Act, particularly the
housing aspects, and rules and regulations of federal and state housing programs,
home improvement programs, careship programs, commercial improvement programs and
fair housing programs; modern methods of financing, budgetary, rehabilitation,
leveraging, and bonding techniques. Considerable knowledge of state legislation,
local financing, and federal loan programs.
Ability to develop funding packages from the State Housing and Finance Agency;
express ideas on technical subjects in a clear, concise manner through written or
oral communication; plan and develop a budget and work program; and establish and
maintain good relations with other administrative and elected officials.

JOB SUMMARY
Is Under direction of the Human Resources Director, promotes, investigates,
analyzes, schedules, verifies, and recommends program changes relative to
the City of West Covina's Home Improvement Program and other Human Services
. programs. Reviews, selects and implements practices and procedures
consistent with city policy and assures the financial accountability of the
program's progress. Reads applicable city and federal regulations for
• program use and prepares special reports as required. Performs related
responsibilities and duties as required.
Representative Duties
1. Promotes the program's efforts by researching, designing and
distributing brochures.
2. Contacts and verifies eligibility of citizens and provides assistance
to Human Services program participants.
3. Resolves problems by analyzing the factors of cause and consulting
with contractors, planning staff, building and safety and the reci-
pients of program funding.
4. Assures that the targeted funds are appropriately distributed and
judiciously expended.
5. Coordinates with other City departments and agencies on CDBG and
Proposition A to insure program compliance.
6. Advises citizens regarding the goals and objectives of the program.
7. Makes program modifications as deemed necessary.
8. Researches, develops and implements the operation processes necessary
to monitor and control the services and funding needs of the project.
QUALIFICATIONS GUIDE
Training and Experience
Any combination of training and/or experience which would provide the
required knowledges and abilities is qualifying. A typical way to obtain
these knowledges and abilities would be: two years of experience in a
housing and community development improvement program or similar private or
public housing improvement programs.
Knowledge and Abilities
Ability to plan, implement and evaluate funding and educational programs in
human services related areas; develop and implement an information/referral
• system; respond to citizen human services problems and needs; prepare oral
and written reports; establish and maintain effective relationships with
those contacted in the course of work.

• JOB SUMMARY
Under administrative direction, administers a variety of programs offered
through the Human Services Department; participates in City activities
• involving human services with a primary emphasis upon the development and
rehabilitation of housing and other Human Services Programs; and does related
work as required.
Representative Duties
1. Assists in the development of the annual application for Community
Development Block Grant Funds, with primary responsibility for the
Housing Assistance Plan and grantee performance report.
2. Assists in the development of a comprehensive housing program to serve
the needs of City residents with primary emphasis on people having low
and moderate income.
3. Monitors the day-to-day implementation of housing and other human
services department programs. Authorizes eligibility for all programs.
4. Reviews budget expenditures for conformance with budgeted amounts and
propriety of expenditure.
5. Prepares requisitions, and authorizes and maintains record for
expenditures.
6. Maintains fiscal and progress records on Departmental programs.
7. Prepares financial and performance reports on various Departmental
programs.
8. Interacts with various public and private agencies in the resolution of
issues regarding human services programs.
9. Coordinates with other City departments and agencies on CDBG and
Proposition A to insure program compliance.
10. Conducts research on human services needs and prepares related reports.
11. Represents the Department Director in his/her absence regarding human
services issues.
