RESOLUTION NO. 8157
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
WEST COVINA, CALIFORNIA, CERTIFYING THE FINAL
ENVIRONMENTAL IMPACT REPORT AND ADDENDUM THERETO
FOR GENERAL PLAN AMENDMENT NO. 1986-1 AND ZONE
CHANGE NO. 599, INCLUDING REQUIRED FINDINGS
PURSUANT TO THE CALIFORNIA ENVIRONMENTAL QUALITY
ACT, AND ADOPTING A STATEMENT OF OVERRIDING
CONSIDERATIONS.
WHEREAS, there were filed with the City of West
Covina, verified applications on forms prescribed in Chapter
26, Article VI, of the West Covina Municipal Code, requesting
approval of a General Plan Amendment and zone change on that
certain property generally described as follows:
Parcel Map No. 17372 in the City of West Covina,
as recorded in the Office of the County Recorder,
County of Los Angeles; and
WHEREAS, the proposed project is considered a
"project" pursuant to the terms of the California Environmental
Quality Act (CEQA); and
WHEREAS, an initial study was prepared for said
project; and
WHEREAS, based upon the findings of the initial
study, a Draft Environmental Impact Report was prepared and
distributed pursuant to the California Environmental Quality
Act (CEQA) and State and local guidelines, rules, regulations
and procedures adopted pursuant thereto; and
WHEREAS, during the environmental assessment process
the City has encouraged open and broad public participation,
and has provided the opportunity for citizens, professional
disciplines and public agencies to critically evaluate the
environmental documents and the environmental impacts of the
proposed actions through public hearing and consultation with
public agencies and private organizations; and
WHEREAS, a Final Environmental Impact Report ("EIR"),
relating to the proposed development of the Site has been
prepared pursuant to said statute, guidelines, rules,
regulations and procedures; and
WHEREAS, said Final Environmental Impact Report
includes:
1. The Draft EIR;
2. Comments and recommendations received on the Draft
EIR from agencies or persons consulted, or who
otherwise commented on the Draft EIR either at public
hearing or by written communications to the City;

• 3. A list of persons, organizations and public agencies
commenting on the Draft EIR;
4. Responses of the City to significant environmental
points raised in the review and consultation process;
and
• WHEREAS, an Addendum to the EIR was prepared
addressing minor revisions to the originally proposed project;
and
WHEREAS, the Addendum to the EIR does not address any
new issues about significant environmental impacts that are
already considered in Section 5 of the Final EIR; and
WHEREAS, the Planning Commission, upon giving the
required notice, did on the 20th day of January, 1988, conduct
a duly advertised public hearing as prescribed by law to
consider said applications and environmental documents; and
WHEREAS, the Planning Commission continued the public
hearing on said applications and environmental documents to
February 3, 1988, for additional consideration; and
WHEREAS, the Planning Commission has reviewed and
considered the information contained in the Final EIR and the
Addendum to the EIR with respect to said applications and
adopted Resolution No. 2-88-3593, recommending to the City
Council that it certify the Final EIR and Addendum thereto and
adopt a Statement of Overriding Considerations; and
WHEREAS, the City Council, upon giving the required
notice did on the 22nd day of February, 1988, conduct a duly
advertised public hearing as prescribed by law to consider said
applications and evironmental documents.
NOW THEREFORE, the City Council of the City of West
Covina, California, does resolve as follows:
SECTION NO. 1: After receiving and considering all
determinations, studies, documents, and recommendations, as
well as other appropriate public comments, the City Council
does hereby certify that the Final Environmental Impact Report
and Addendum to the EIR have been prepared and completed in
compliance with CEQA and State and local guidelines, rules,
regulations and procedures adopted pursuant thereto.
SECTION NO. 2: The City Council does hereby
find with respect to the adverse environmental impacts detailed
• in the Final Environmental Impact Report and the Addendum to
the EIR:
a. That based on information set forth in the
Final Environmental Impact Report and Addendum to the EIR,
measures have been required or incorporated into the project
which mitigate or avoid each of the adverse environmental
impacts relating to transportation/circulation (EIR Section
5.11, aesthetics (EIR Section 5.51, and public service (EIR
• Section 5.6), identified in the Final Environmental Impact
Report and Addendum to the EIR.

• b. That the adverse environmental impacts
relating to air quality (EIR Section 5.3) and land use (EIR
Section 5.4) identified in the Final Environmental Impact
report and Addendum to the EIR and set forth in Section I of
Attachment A (attached hereto and incorporated herein by this
• reference) cannot be entirely mitigated or avoided if the
project is implemented.
• C. That no additional adverse impacts will have
a significant effect or result in a substantial or potentially
substantial adverse change in the environment as a result of
the proposed develoment.
SECTION NO. 3: The City Council does hereby
find and determine that all significant environmental effects
identified in the Final Environmental Impact Report and
Addendum to the Environmental Impact Report have been reduced
to an acceptable level in that:
a. All significant environmental effects that
can feasibly be avoided have been eliminated or substantially
lessened as determined through the findings set forth in
paragraphs 2.a and 2.b of this Resolution.
b. Based upon the Final Environmental Impact
Report, the Addendum to the Environmental Impact Report, and
the documents in the record referenced therein, and upon
Section II of Attachment "A", specific economic, social or
other considerations make infeasible the project alternatives
identified in said Final Environmental Impact Report.
C. Based upon the Final Environmental Impact
Report and the documents in the record referenced therein, all
remaining, unavoidable significant effects of the proposed
development, as set forth in paragraph 2.b of this Resolution
are overridden by the benefits of the project as described in
Section III of Attachment "A", and the City Council hereby
adopts said Section III of said Attachment "A" as a Statement
of Overriding Considerations for the proposed development
project and implementing actions.
SECTION NO. 4: The City Clerk shall certify to the
adoption of this Resolution.

HOSPITAL)
. I. SIGNIFICANT ADVERSE ENVIRONMENTAL EFFECTS WHICH CANNOT
BE ENTIRELY MITIGATED OR AVOIDED
• A. Air Quality
1. Environmental Impacts
Short-term impacts due to project implementation will
result from stationary and mobile sources, including emissions
from on -site construction activities, emissions and fugitive
dust.
Long-term impacts due to project implementation will
result from the permanent use of the facility and include
emissions from long-term traffic generation, natural gas
combustion, and operation of an on -site power plant.
2. Mitigation Measures
During the Development Plan review and approval process,
conditions shall be attached requiring that a dust control plan
in accordance with AQMD Rule 403 (Fugitive Dust) be implemented
during construction, that construction equipment be in proper
tune, and that construction be phased and scheduled to avoid
level emissions peaks. In addition, the City shall encourage
the establishment of a rideshare program for employees of the
project site. Energy conservation measures shall be considered
to reduce stationary source emissions as outlined in Section
5.6 of the Final Environmental Impact Report and Addendum to
the EIR. Finally, the City shall investigate potential
measures to reduce carbon monoxide exposure, including those
that relieve traffic congestion (e.g., synchronized traffic
signals, additional traffic lanes, public transit, etc.)
B. Land Use
1. Environmental Impacts
The proposed project will intensify development on the
site and cumulative projects in the vicinity will contribute to
significant impacts (e.g. air quality, traffic and noise).
2. Mitigation Measures
• Comply with mitigation measures associated with traffic,
air quality, noise, light and glare, demands for public
services and utilities, energy, and aesthetics, as discussed in
Sections 5.1 through 5.7 of the Final Environmental Impact
Report and the Addendum to the EIR.

II. INFEASIBILITY OF PROJECT ALTERNATIVES
A. No Project Alternative
The "No Project" alternative included in the Final
Environmental Impact Report is socially and economically
infeasible as it would prevent the benefits associated with the
• proposed expansion of the existing Queen of the Valley
Hospital, including revenues to the City of West Covina (both
direct and indirect) and the hospital itself, health benefits
to the community and surrounding region, and the generation of
• additional employment would not be realized. The "No Project"
alternative could also result in crowding conditions at
existing facilities as population growth in the West Covina
vicinity continues to rise. Ultimately, this could impact the
quality of patient care as the need to accommodate greater
masses of patients surpass the hospital's physical capability
of providing for their -medical needs.
Given the expressed need for the expansion of the
existing hospital facility and provision of health -related
employment and care opportunities, it is felt that the social
and economic benefits of the proposed project will outweight
any temporary or permanent adverse impacts of the proposed
facility.
B. Reduced Intensity Alternative
The "Reduced Intensity" alternative included in the Final
Environmental Impact Report is socially and economically
infeasible as it would not meet the increasing demands for
health care and public services at Queen of the Valley Hospital
and would not result in providing revenues to the City and
hospital comparable to the proposed project. The "Reduced
Intensity" alternative could also result in crowding conditions
at existing facilities as population growth in the West Covina
vicinity continues to rise, and would not provide the same
level of employment opportunities offered under the proposed
project.
C. Maximum Intensity Alternative
The "Maximum Intensity" alternative included in the Final
Environmental Impact Report assumed a 10 percent increase of
the floor area ratio over the proposed project. This
alternative is likely to generate greater impacts to
transportation/circulation patterns and conditions on
surrounding land uses. Although future impacts brought about
by an increase in traffic generation may be absorbed by
proposed improvements included in the hospital expansion, it is
unlikely that an increase in intensity for this type of land
use is necessary to warrant the addition of impacts to the
current traffic and circulation system.
Expansion of the existing facility beyond the scale and
density that is proposed would accommodate hospital -related
needs in excess of the projected demand for medical services.
Furthermore, this alternative would not satisfy the financial
objectives of the project developer.

III. STATEMENT OF OVERRIDING CONSIDERATIONS
The proposed project may have significant or certain
adverse environmental impacts on the environment as discussed
hereinabove. Thus, the benefits of the proposed project have
been balanced against the unavoidable environmental effects
identified in the Final Environmental Impact Report and
Addendum to the EIR and set forth in Section I above, and the
• City makes the following Statement of Overriding
Considerations.
1. The proposed project will provide for the development
• of enhanced health care facilities to meet existing and future
local and regional demand.
2. The proposed project will provide short-term
construction employment and permanent employment.
3. The proposed project maximizes utilization of the
existing infrastructure (i.e. electricity, gas, telephones,
sewer facilties, etc.)
