A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST
COVINA, CALIFORNIA, AMENDING RESOLUTION NO. 7223 RELATING
TO CLASSIFICATION AND COMPENSATION OF POSITIONS AS
AMENDED; AND ATTACHMENT A OF RESOLUTION NO. 6482,
RELATING TO MANAGEMENT AND CONFIDENTIAL SERVICES;
APPROVING REVISED CLASS SPECIFICATION AND SALARY RANGE
FOR ASSISTANT CITY TREASURER.
WHEREAS, the Personnel Department has conducted a classification
and salary review for the position of Assistant City Treasurer and
established a salary consistent with the labor market and the relative
difficulty and complexity of duties, and
WHEREAS, the Personnel Commission has reviewed and recommends
approval of the class specification for Assistant City Treasurer;
NOW, THEREFORE, the City Council of the City of West Covina does
resolve as follows:
SECTION 1. That the revised class specification for Assistant City
Treasurer marked "Exhibit A" is hereby adopted.
SECTION 2. That Resolution No. 7223 relating to classification and
compensation of positions as amended is hereby amended by this Resolution.
SECTION 3. That Attachment A of Resolution No. 6482 relating to
Management and Confidential Services is hereby amended by this Resolution.
SECTION 4. That the salary range for Assistant City Treasurer
shall be $2598 - $3507.
SECTION 5. The effective date of this Resolution is January 25,
1988.
SECTION 6. The City Clerk shall certify to the adoption of this
Resolution.

ASSISTANT CITY TREASURER
• Job Summary
CLASS SPECIFICATION
JANUARY 1988
Under administrative direction, plans, organizes, coordinates, and
. participates in the work of the Office of the City Treasurer including, but
not limited to: receiving, disbursing and accounting for funds;
preparation and reconciliation of bank deposits and statements; supervision
• of City's business license program; supervision of day-to-day operation of
the office. Assists in issuance of various public agency debt instruments;
participates in the supervision of investments; may act as City Treasurer
as designated.
Class Characteristics
This is a single position classification located in the City Treasurer's
Office which has a responsibility for directing the activities of this
office and reports to the City Manager or appropriate Division Manager.
Representative Duties
1. Assists in administrating the bonds of the City and the Redevelopment
Agency including collection of principal and interest installments,
premium payoffs and disbursements of monies collected to the
bondholder, when to call bonds and what bonds to call.
2. The analysis of revenue and financial information system reports,
identifying trends, pinpointing problem areas, and suggesting
corrective or other action to improve the effectiveness of the
department operations.
3. Serves as contact between the City and the fiscal agent policies.
4. Under general direction of the City Treasurer, is responsible for the
receipt, custody and investment of all public funds under control of
the City, as per authority of relevant State Codes.
5. Will be responsible for administering business license code, business
license audit program, collecting license fees, collection and
prosecution of fees and fines.
6. Prepares specifications for and administering the City's banking
contracts.
7. Supervises both license and auditing function.
8. Acts as alternate signature of all cash disbursements by the City.

12. Prepares and monitors department budget.
13. Supervises, trains and evaluates department staff.
14. Confers with Division Manager or City Manager concerning Department
policies and procedures.
QUALIFICATIONS GUIDE
Training and Experience
Any combination of education and experience that would likely provide the
required knowledge and skills would be qualifying. A typical way to obtain
the knowledge and skills would be:
Experience
Three years experience in accounting or finance in the public sector, which
includes one year of investment experience.
Education
Equivalent to a Bachelor's degree from an accredited College or University
with major course work in Finance or Business Administration.
Knowledge and Abilities
Knowledge: The methods, practices and terminology used in financial and
statistical work; financial administration, principles and practices
including financial reporting, laws and ordinances regulating public
finance. Knowledge of investment procedures and money market instruments.
Abilities: Must possess excellent financial analytical skills; good at
writing and reporting skills; ability to produce fiscal reports; must have
supervisory and managerial skills and training ability; experience with
personal computers and spread sheet programs is desirable; requires ability
to establish and maintain effective working relationships with City
officials, co-workers and the general public.
