Resolution - 8120RESOLUTION NO. 8120 • JOINT RESOLUTION OF THE BOARD OF SUPERVISORS LOS ANGELES COUNTY AND THE CITY COUNCIL OF THE CITY OF WEST COVINA APPROVING AND ACCEPTING NEGOTIATED EXCHANGE OF PROPERTY TAX REVENUES RESULTING FROM DETACHMENT OF TERRITORY FROM THE • CONSOLIDATED FIRE PROTECTION DISTRICT -- "DETACHMENT 1-87, PARCELS 1 AND 2" WHEREAS, pursuant to Section 99 of the Revenue and Taxation Code, prior to the effective date of any jurisdic- tional change the governing bodies of all agencies whose service areas or service responsibilities would be altered by such change must determine the amount of property tax revenues to be exchanged between the affected agencies and approve and accept the negotiated exchange of property tax revenues by resolution; but if the affected agency is a special district, the Board of Supervisors must ne- gotiate on behalf of the district; and WHEREAS, the Board of Supervisors of the County of Los Angeles and the City Council of the City of West Covina have determined that the amount of property tax revenue to be exchanged between their respective agencies as a result of the detachment of territory in the City of West Covina from the Consolidated Fire Protection District, identified as "Detachment 1-87, Parcels 1 and 2, "is as set forth below. NOW, THEREFORE, BE IT RESOLVED as follows: 1. The negotiated exchange of property tax revenues between the County of Los Angeles and the City of West Covina resulting from "Detachment 1-87, Parcels 1 and 2" from the Consolidated Fire Protection District is approved and accepted. 2. For fiscal years commencing on and after July 1, 1988, or after the effective date of this jurisdictional change, whichever is later, all property tax revenue received by the Consolidated Fire Protection District attributable to the "Detachment 1-87, Parcels 1 and.2" area shall be transferred to the County of Los Angeles. 3. For fiscal years commencing on and after July 1, 1988, or after the effective date of this jurisdictional • changes, whichever is later, property tax revenue in the amount of Fifty -Five Thousand Seven Hundred Seventy -Seven Dollars ($55,777) is ordered transferred from the County of Los Angeles to the City of West Covina. In addition, for each fiscal year commencing on and after July 1, 1988, or after the effective date of this jurisdictional change, whichever is later, a portion of the annual tax increment attributable to the Tax Rate Areas within the "Detachment 1-87, Parcels 1 and 2" area, as set forth below, shall • be transferred to the City of West Covina and the County of Los Angeles' share of incremental growth shall be reduced accordingly: • Tax Rate Area % of ATI 9367 18.2 9466 18.2 • 3177 18.1 3178 18.0 9509 18.2 9512 18.1 9515 18.3 9516 18.2 4. No other transfers of property tax revenue shall be made to the City of West Covina as a result of this proposal. The foregoing resolution was adopted by the Board of Supervisors of the County of Los Angeles and by the City Council of the City of West Covina.
