A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST
COVINA, CALIFORNIA, AMENDING RESOLUTION NUMBER 7223
• RELATING TO CLASSIFICATION AND COMPENSATION OF POSITIONS
AS AMENDED APPROVING CLASS SPECIFICATIONS AND SALARY
RANGES FOR SELECTED CLASSIFICATIONS.

WHEREAS, selected positions were studied according to the 1987-1988
Memoranda of Understanding between the West Covina City General Employees
Association and the City; and
WHEREAS, the content of the class specifications and salary ranges
reflects the duties and requirements of selected positions in the City of West
Covina; and
WHEREAS, these class specifications and salary ranges are part of a
comprehensive classification and compensation study performed by William Hamilton
and Associates; and
WHEREAS, the Personnel Commission has reviewed and recommends approval of
various class specifications;
NOW, THEREFORE, the City Council of the City of West Covina does resolve
as follows:
SECTION 1: Class specifications for various positions attached and
marked Exhibit "A" are hereby adopted.
SECTION 2: Salaries for various positions attached and marked Exhibit
"B" are hereby adopted.
SECTION 3: Resolution No. 7223 relating to classification and compensa-
tion of positions is hereby amended by this resolution.
SECTION 4: The effective date of this resolution is September 1, 1987.
SECTION 5: The City Clerk shall certify to the adoption of this Resolu-
tion.
APPROVED AND ADOPTED THIS 26th day of October, 1987.

POLICE LIEUTENANT
JOB SUMMARY
CLASS SPECIFICATION
Under general supervision, functions as a watch commander or monitors
and supervises personnel engaged in traffic enforcement or investigative
activities; coordinates and controls programs or projects; may assist
or participate in police work handled by subordinates; assures efficient
and lawful operations and consistent application of policies; and does
related work as required.
Re resentative Duties
1. Deploys, trains, supervises, assists, and inspects the I uniformed
officers and other employees assigned, including subordinate investi-
gation officers and general employees on certain shifts.
2. supervises patrol units through a subordinate supervisor operating
in the field.
3. Maintains proper liaison and cooperation with personnel in charyc
of other,units, bureaus, and divisions.
4. Supervises and participates in traffic enforcement and investigative
activities.
5. Assigns work, reviews progress, and evaluates productivity and
effectiveness.
6. May be assigned additional responsibilities for monitoring and
coordinating departmental programs.
7. Insures high operating effectiveness, uniform application of
policies, complete legality of actions, and proper flow of reports
and records through briefings, individual conferences, regular and
random inspections, review of individual and activity reports,
investigation of complaints, maintenance of discipline, and active:
personal contacts.

Knowledge and .Abilities
Knowledge of modern methods or police science, organization, and manage-
ment; criminal law, laws of arrest, and related legal basis of police
activities; modern investigative methods, crime detection devices and
activities; crime prevention and deterrent methods and resources
available to lx)lice in this field; the causes, prevention, and control
of delinquency; the rules of evidence and the laws governing the
custody of persons; traffic enforcement, traffic and accident analysis
methods, traffic engineering, and traffic education; teaching methods
and techniques.
Ability to plan and coordinate the work of subordinate Police Officers;
lead and train officers in technical law enforcement work; prepare accu-
rate and comprehensive reports; establish and maintain effective working
relationships with subordinates, other officers, and the public.
Licenses
A valid Class 3 c'alifornia Driver's License.
