A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF WEST COVINA, CALIFORNIA,
ADOPTING GUIDELINES FOR THE USE OF
THE CIVIC CENTER COURTYARD.
. WHEREAS, the Civic Center Courtyard located between
the City Hall and the Communication Building has been
designed for special community events; and
WHEREAS, the use of this area by community groups
• is permitted and encouraged; and
WHEREAS, the Recreation and Park Commission
• approved guidelines to regulate the use of the courtyard
at their regular meeting of September 22, 1987;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF WEST COVINA
RESOLVES AS FOLLOWS:
SECTION 1. TIME
a. The courtyard may be used between 6:30
p.m. and 9:30 p.m., Monday thru Friday
and between 12 noon and 9:30 p.m. on
weekends.
b. All activities or performances must cease
by 9:30 p.m., unless written permission
is granted by the Human Services Director.
SECTION 2. PERMISSIBLE EVENTS/ACTIVITIES
Any person or group may, upon 48 hours
application to the Human Services Director,
use the courtyard for any dramatic, musical,
theatrical, dance, cultural or educational,
performance or event. The performance or
event must be open to the general public free
of charge. The Human Services Director may
establish application forms and procedures.
SECTION 3. INSURANCE
Proof of liability insurance in the amount
of $300,000 naming the City of West Covina
as additionally insured is required of
non-profit, tax -exempted organizations. A
$500,000 liability insurance policy is required
of profit organizations. Certificates of
insurance must be submitted to the Recreation
Services office. prior to the approval of an
application.
SECTION 4. CITY ORDINANCES
• Applicants must observe all applicable City
ordinances, rules, resolutions, and regulations.
Business license, temporary use permit, and
charity solicitation permits may be required
if groups are selling items.
SECTION 5. CLEANING AND SECURITY DEPOSIT
• A cleaning and security deposit may be required
(depending on the event) at the discretion
of the Human Services Director. The applicant
is expected to set up, take down and clean
up after the event and responsible to leave
the area in the same condition as found upon
arrival. Applicants must agree to leave the
site clean and free of debris or forfeit the
cleaning deposit.
SECTION 6. CITY STAFF
City staff members may be required to be present
during set up, performance, and tear down
• at the discretion of the Human Services
Director. The.salary of staff will be assessed
at their current City salary rate.
• SECTION 7. NON -PERMITTED ITEMS
Gambling, unusually loud amplified music or
any other activity that may create a disturbance
• or endanger the health, safety, and welfare
of those in attendance or the community will
not be permitted.

SECTION 8. MECHANICAL RIDES
No mechanical rides will be permitted.
SECTION 9. SALES OF FOOD AND MERCHANDISE
Complementary activities such as food, beverage,
and merchandise stands may be permitted if
a Temporary Use Permit is obtained and if
the proceeds are used to benefit West Covina
charitable and community nonprofit
organizations.
SECTION 10. CITY SPONSORED EVENTS/ACTIVITIES
Events and activities sponsored by the City
of West Covina may be exempted from these
regulations and conditions.
SECTION 11. DECORATIONS AND FASTENING DEVICES
All decorations ar.d special materials must
be approved by the City's Building Director
at least 5 working days prior to the event
and be of flameproof material. No nails,
bolts, wires, ropes or staples shall be used
on buildings, walls, trees or poles.
SECTION 12. SIGNAGE
Signs may be posted in pre -approved locations
to control or direct attendees to restrooms,
exits, etc. Pre -approval of signs shall be
obtained from the City Building Director.
SECTION 13. The City Clerk shall certify to the adoption
of this resolution.
