Morales, Inc., in the amount of $11,989 as submitted at the bid opening on July 25, 2006, and authorize the Public Works Director/City Engineer and City Clerk to execute the contract. b) Award of Bid for Slope Repair on City Open Space Behind Hooper Drive (Project Nos. SP-06409 and SP-07107) It is recommended that the City Council take the following actions 1. Appropriate. $60,000 from unappropriated uninsured loss funds to Account No. 360.81.8744.7200. 2. Traffic Committee Minutes — Meeting of June 20, 2006 I. Request of Loe Le, Property Owner of Badillo Center That parking adjacent to the Badillo Shopping Center located at 1901 W. Badillo Street be limited to two hours be implemented. Traffic Committee Recommendation: That parking adjacent to the Badillo Shopping Center located at 1901 W. Badillo Street be limited to two hours between 8:00 a.m. and 10:00 p.m. be implemented. II. Request of Patrice Kelly, West Covina Resident That the centerline painted stripe on Bubbling Well Road from Merced Avenue to Michelle Street and on Michelle Street from Bubbling Well Road to Merced Avenue be removed. Traffic Committee Recommendation: That painted centerline stripe be removed along the straight sections of Bubbling Well Road from Merced Avenue to Michelle Street and on Michelle Street from Bubbling Well Road to Merced Avenue. Maintain the striping within the curved knuckle at Bubbling Well Road and Michelle Street and 50 feet of striping at the intersections with stop control. III. Request of Jose Diaz, West Covina Resident That parking on the south side of Merced Avenue from 2218 W. Merced Avenue to Willow Avenue be restricted to permit only parking. Request of Corina Vasquez and Norman Vasquez, West Covina Residents That traffic conditions and vehicle speeds be reviewed along Workman Avenue from Azusa Avenue to Lark Ellen Avenue. Traffic Committee Recommendation: That the installation of multi -way stop sign is not warranted for the intersection of Workman Avenue and Homerest Avenue at this time. Authorize adding a Management Analyst I in the City Manager's Office to coordinate the City's public relations efforts; and 2. Appropriate $35,000 from the General Fund Reserve and $35,000 from the Community Development Commission Reserve to fund the Management Analyst I position. Miscellaneous - Community Services Department d) FY 2006-2007 Older Americans Act Senior Nutrition Meals Program Grant Application It is recommended that the City Council adopt the following resolution: RESOLUTION NO. - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, AUTHORIZING THE SUBMITTAL OF A PROPOSAL FOR FY 2006- 2007 OLDER AMERICANS ACT COMPETITIVE GRANT FUNDS FOR THE SENIOR NUTRITION MEALS PROGRAM e) Authorization to Apply to the Los Angeles County Regional Park and Open Space District for Fifth Supervisorial District Excess Funding for Cortez Park Trails Extension Proiect It is recommended that the City Council: 1. Authorize the application to the Los Angeles County Regional Park and Open Space District for Fifth Supervisorial District Excess Funding for the Cortez Park Trails Extension Project. in the amount of $150,000. 2.
