A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST
COVINA, CALIFORNIA, AMENDING RESOLUTION NO. 7223 RELATING
TO CLASSIFICATION AND COMPENSATION OF POSITIONS AS AMENDED;
AND RESOLUTION NO. 7128, RELATING TO MANAGEMENT AND
CONFIDENTIAL SERVICES; APPROVING CLASS SPECIFICATION AND
SALARY RANGE FOR TRAFFIC ENGINEER.
WHEREAS the Personnel Department has conducted a classification and
salary review for the position of Traffic Engineer and established a salary
•consistent with the labor market and the relative difficulty and complexity of
duties; and
WHEREAS it was determined that the responsibilities and duties of this
position are more consistent with those of the Traffic Engineer classification; and
WHEREAS the Personnel Commission has reviewed and recommends approval of
the class specification for Traffic Engineer; and
WHEREAS the Personnel Commission has reviewed and recommends the
establishment of Traffic Engineer class as an exempt Management class
NOW, THEREFORE, the City Council of the City of West Covina does resolve
as follows:
SECTION 1. The class specification for Traffic Engineer attached and
marked "Exhibit A" is hereby adopted.
SECTION 2. Resolution No. 7223 relating to classification and
compensation of positions as amended is hereby amended by this Resolution.
SECTION 3. Resolution No. 7128 relating to Management and Confidential
Services is hereby amended by this Resolution.

SECTION 4. The salary range for Traffic Engineer shall be $3061 - $4131
SECTION 5. The effective date of this Resolution is July 1, 1987.
SECTION 6. The City Clerk shall certify to the adoption of this

TRAFFIC ENGINEER
JOB SUMMARY
Under direction of the City Engineer, plans, organizes and coordinates the traffic
engineering program of the City; conducts studies and prepares recommendations re:
traffic planning and control; prepares engineering design for installation of
traffic signals and other traffic controls; serves on the Traffic Committee;
coordinates traffic program of the City and does related work as required.
Representative Duties:
1. Prepares engineering designs, specifications for traffic signals and other
control devices; prepares design of traffic signals and traffic striping
plans; prepares estimates and budgets for sign installation, signal
maintenance, signal and paint material and equipment; prepares data for
traffic signal master computer and sets signal timing data; prepares drawings,
charts, maps and diagrams to assist in interpreting data.
2. Studies traffic flow, traffic accident statistics and complaints; makes
recommendation for traffic markings and traffic control devices.
3. Performs studies related to traffic planning including traffic projection and
assignment, types of routes and location; performs design studies regarding
alignment, grade problems and intersections; performs research and prepares
reports regarding City regulations and ordinances.
4. Reviews proposed subdivision and precise plans, freeway and interchange
studies regarding impact on the City, street light design including luminaire
selection and location.
5. Formulates traffic regulations and ordinances regarding parking controls,
truck routes and speed zones.
6. Recommends materials and equipment for the manufacture and installation of
traffic signals and markings, maintains traffic control device materials,
recommend changes in traffic markings, sizes and automatic control devices.
7. Works with the Police Department, Planning Department, State Division of
Highways, County Road Department, Highway Patrol, City and government offices
to obtain information regarding changes in traffic controls.
8. Directs the installation and maintenance of traffic control facilities.
9. Supervises the collection and analysis of factual data regarding traffic
volumes, speeds, origin and destination studies and volume projections;
accident analysis and pedestrian studies; supervises the preparation and
maintenance of records of traffic control facilities.
10. Assists in determining design of intersections and other traffic problem
layouts; assists in the design of streets and highways as may be assigned by
the City Engineer or Public Service Director.
11. Serves as Secretary to the Traffic Committee.
is 12. Acts as System Manager for Engineering's computer aided drafting system.
13. Trains, supervises and evaluates employees under his/her jurisdiction; makes
recommendations regarding hiring, transferring, promoting and suspending
employees; trains employees regarding computer operation.
Training & Experience
Bachelor of Science degree in Engineering from an accredited college or university
and
Five years of professional engineering experience at least two of which have been
in reponsible traffic engineering work.
A M.S. or M.A. degree in Engineering may be substituted for two years of the
required professional engineering experience.
Knowledge and Abilities
Good knowledge of the principles, practics and new developments in traffic
engineering; good knowledge of traffic survey techniques, statistics, and sources
of traffic engineering information; good knowledge or principles of City Planning,
local government traffic enforcement, public works engineering and city management,
traffic enforcement; knowledge of Federal, State and County laws, relating to
traffic and traffic control; knowledge of general research and report writing
methods.
Ability to analyze written and statistical data thoroughly and objectively; ability
to draw sound conclusions from facts; ability to weigh conflicting or alternative
courses of action and evaluate the advantages and disadvantages of each; ability to
read technical materials accurately and to write reports clearly; ability to deal
effectively with City officials, other departments, and the public. Ability to
train and supervise effectively.
