Resolution - 8041RESOLUTION NO. e' L L • A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, RELATING TO WASTE DISPOSAL SITING POLICY IN LOS ANGELES COUNTY. WHEREAS, the residents, businesses and industries of Los Angeles County generate 45,000 tons of solid waste daily, and WHEREAS, of this amount approximately 30,000 tons, representing 67 per cent are disposed at the several existing landfills in the San Gabriel Valley, and WHEREAS, despite this current imbalance in the waste disposal burden, three major waste -to -energy facilities have been proposed to be located in the San Gabriel Valley, in Irwindale, Pomona, and Hacienda Heights, which together would incinerate an additional 14,000 tons per day, and WHEREAS, the cumulative impacts of such facilities from airborne emissions and the residual ash produced by the incineration process have been shown conclusively to be unhealthful to the population, particularly in consideration of existing meteorological and topographical conditions of the San Gabriel Valley, and WHEREAS, the disparity in the siting of waste disposal facilities will increase with the approval of pending waste to energy facilities; and WHEREAS, other regions of Los Angeles County do not currently dispose of their fair share of refuse, nor will such regions approach parity of the Countywide disposal burden under any proposals currently under active consideration; NOW, THEREFORE, be it resolved by the City Council of the City of West Covina, California, as follows: Section 1. The City of West Covina does hereby oppose the construction of any new solid waste disposal facilities in the San Gabriel Valley, including new landfills or waste -to -energy facilities, until such time as parity in solid waste disposal is achieved within Los Angeles County. Section 2. The City Council of the City of West Covina calls upon each city in the San Gabriel Valley to consider and endorse this position. Section 3. The City Council of the City of West Covina urges the California Waste Management Board and the Los Angeles County Solid Waste Management Plan Committee to develop plans and proposals for siting of waste disposal facilities consistent with the "fair share" concept. Section 4. The City Council of the City of West Covina urges the Los Angeles County Board of Supervisors, the County Sanitation Districts, and the eighty-four cities in Los Angeles County to work toward the implementation of Countywide waste disposal parity at the earliest feasible time.
