A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
WEST COVINA, CALIFORNIA, APPROVING EAST HILLS
SPECIFIC PLAN AMENDMENT NO. 3 AND TENTATIVE TRACT
MAP NO. 44564 AND CERTIFYING THE ENVIRONMENTAL
• IMPACT REPORT THEREFOR. (BURR BALDWIN INC.)
The City Council of the City of West Covina, California,
does resolve as follows:
WHEREAS, there was filed with the City of West Covina, a
verified application on the forms prescribed in Chapter 20,
Article IV of the West Covina Municipal Code, requesting the
• following Tentative Tract Map to allow:
The creation of 68 single-family residential lots, and
An East Hills Specific Plan Amendment to:
Modify the circulation plan by not connecting Spring
Meadow Drive with the extension of Los Cerrillos Drive,
by reconfiguring the extension of Los Cerrillos Drive as a
curvilinear street, and by not extending Sunrise Road from
its present terminus but providing an eastward extending
cul-de-sac from the extension of'Los Cerrillos Drive.
on that certain property in the Single -Family Residential (R-1),
Area District IV, Hillside Overlay Zone generally described as
follows:
That portion of Lot 26 of Tract No. 2371, in
the City of West Covina, County of Los Angeles,
State of California, as per Map recorded in
Book 23, Pages 98 and 99 of Maps, in the
Office of the County Recorder of said County, and
WHEREAS, the Planning Commission upon giving the required
notice did on the 18th day of February, 1987, conduct a duly
advertised public hearing as prescribed by law to consider said
application, and
WHEREAS, the Planning Commission continued the matter to
their March 18, 1987, meeting in order to allow staff and the
applicant to respond to questions and review traffic circulation
alternatives; and
WHEREAS, the Planning Commission at their March 18, 1987
meeting, again continued the matter to their April 15, 1987 meeting
in order to allow staff time to respond to comments on the
Environmental Impact Report; and
WHEREAS, the Planning Commission approved the subject
application at their April 15, 1987 meeting; and
• WHEREAS, the action of the Planning Commission was
appealed to the May 11, 1987 City Council meeting for hearing and
consideration; and
WHEREAS, the City Council, upon giving the required notice
did on the llth day of May, 1987, conduct a duly advertised public
hearing as prescribed by law to consider the appeal and, upon
recommending certain modifications, continued the public hearing to
June 8, 1987, and referred the item back to the Planning Commission;
and

WHEREAS, the Planning Commission considered the
modifications at their meeting of June 3, 1987 and forwarded their
recommendation to the City Council; and
WHEREAS, the City Council held hearings on the Planning
Commission's recommendations and the revised plan on June 8, 1987,
and
WHEREAS, studies and investigations made by the City
Council and in its behalf reveal the following facts:
1. The applicant is requesting approval of a 68-lot tentative tract
map for the development of single-family homes.
• 2. The proposed subdivision map meets or exceeds the standards of
the Single -Family Residential (R-1, Area District IV) and
Hillside Overlay Zones.
3. The proposed amendment to the East Hills Specific Plan's
Circulation Plan will reduce grading impacts, preserve riparian
resources on the site and minimize through -traffic impacts.
4. Findings necessary for approval of a tentative tract map:
a. The proposed 68-lot tentative tract map on 68.4 acres
of land is consistent with the General Plan and East
Hills Specific Plan, which designate this site as
Very Low Density Residential, with a permitted
density of 0.1 to 1.0 units per acre.
b. The design and improvements of the proposed subdivision
are consistent with the West Covina General Plan and the
East Hills Specific Plan as amended.
C. The site is physically suitable for this type of
development, as indicated by soils and geological
studies, environmental studies and similar develop-
ments surrounding it on all sides.
d. The site is physically suitable for the proposed density
of one unit per acre, especially with the utilization of
the density -transfer method, which will minimize the
effects of development on the hillsides and preserve
riparian resources.
e. The design of the subdivision is not likely to cause
substantial environmental damage. The applicant is
grading and developing the site generally along
natural contours. Grading will disturb the hillsides,
and development will undoubtedly destroy natural
vegetation and animal habitats. However, some natural
vegetation will be left undisturbed and other areas
will be revegetated per the requirements of the Department
of Fish and Game.
f. The design of the subdivision will not cause any
• serious or adverse health problems. The subdivision
is designed to connect with existing sewer lines and
will provide a way for present homeowners to also
connect, thus alleviating any health hazards
associated with septic tanks and water quality. The
applicant also is providing a project -wide storm
drain system, which will protect'tract and adjoining
residents from problems associated with storm water
run-off and debris.
g. The design of the subdivision will not conflict
with easements acquired by the public, and will, in
fact, provide additional access to an adjacent property
identified on the map as "Not a Part".

5. An initial study has disclosed that the above project may have a
significant effect on the environment and an Environmental
Impact Report has been prepared pursuant to the requirements of
the California Environmental Quality Act (CEQA) of 1970, as
amended.
• NOW, THEREFORE, BE IT RESOLVED, that the City Council
does hereby APPROVE Tentative'Tract Map No. 44564 and East
Hills Specific Plan Amendment No. 3 and CERTIFY the
Environmental Impact Report, subject to the provisions of the
West Covina Municipal Code, provided that the physical
development of the herein described property shall conform to
said map and the following conditions which, except as
• otherwise expressly indicated, shall be fully performed and
completed or shall be secured by bank or cash deposit
satisfactory to the Planning Director before the use or
occupancy of the property is commenced and before the
recordation of a final map in the Office of the Los Angeles
County Recorder, and the violation of any of which shall be
grounds for revocation of said tract map by the Planning
Commission or City Council. The tentative tract map shall not
be effective for any purpose until the owner of the property
involved (or his duly authorized representative) has filed at
the office of the Planning Director his affidavit stating he is
aware of, and accepts, all conditions of this tract map as
stated below:
1. Comply with Tentative Tract Map No. 44564, dated
April 15, 1987.
2. Comply with all applicable standards of the West Covina
Municipal Code, but in particular Chapter 26, Article
VIII and XIII (Division 2), and Chapter 9, 19 and 20.
Comply with the mitigation measures as recommended in the
Environmental Impact Report and addendum thereto and as
outlined below:
a. Adhere to all recommendations for grading and
drainage as specified in the Geotechnical/Soils
Report, as prepared by Pacific Soils Engineering,
Inc.
b. Accelerate all earth movement activities occurring
along the west side of the proposed southerly
extension of Los Cerrillos Drive.
C. If construction will occur during the rainy season,
the developer shall prepare an Erosion Control Plan
per Section 9-9 of the West Covina Municipal Code.
d. All cut and fill or manufactured slopes shall
be re -vegetated on an accelerated basis with natural
grasses, wildflowers and shrubs which are
• drought -tolerant.
e. Retain native Sycamore, Walnut and Live Oak trees
where possible.

f. Landscaping materials shall include California
native shrubs that produce fruit or nectar for
various birds.
g. Shrub species present on -site shall be
• re -introduced to encourage the return of
native birds to the site.
h. Provide a "STOP AHEAD" warning sign on Los
Cerrillos Drive ahead of the curve approaching
the intersection with Citrus Street.
i. Conditions shall be monitored at the intersection
• of Citrus Street and Los Cerrillos Dive relative
to the need for a "STOP" sign for northound
traffic on Citrus Street.
4. Park fees shall be paid to the City of West Covina as
provided by Section 20-34 of the West Covina Municipal
Code.
5. The developer shall draft a Prospective Homebuyer's
Awareness Package (PHAP). Such package shall include:
a. A standardized cover developed by the Planning
Department.
b. Zoning and general information pertaining to the
tract.
C. School information.
d. Special assessment district information.
e. A copy of the Covenants, Conditions and Restrictions
(C.C. 6 R's) applicable to the tract.
f. Any additional information deemed necessary by the
Planning Department, Planning Commission or City
Council for the full disclosure of important
information. The draft PHAP shall be submitted to
the Planning Director prior to the recordation of the
final map.
6. The applicant shall comply with Section 1603 of the
California Fish and Game Code and other applicable
requirements of the Department of Fish and Game for Lots
"A" and "E". All improvements and re -vegetation plans
required by the Department of Fish and Game shall be
submitted to the Planning Director for review and approval,
prior to commencement of any site work. Said plans shall
consider the grading and drainage needs of this project as
approved by -the City Engineer.
. 7. Prior to the issuance of building permits, the developer
shall submit site plans, floor plans and building eleva-
tions showing types and locations of all proposed units
to the Planning Director for review and approval. Said
units shall substantially conform to that presented at
all public hearings.

8. Access to the vacant property to the east of this tract
shall be provided consistent with the East Hills Specific
Plan and Municipal Code as it relates to subdivisions and
streets. The access provided in Tentative Tract Map
• No. 44564 shall consist of the necessary right of way width
which will allow access to the adjoining property in a
manner that is in full compliance with the appropriate City
subdivision and street regulations. Any grading or
improvement of this access shall be subject to a separate
agreement of the property owners and not a condition of
approval for Tentative Tract Map No. 44564.
• The access location shall be determined by a tentative
subdivision on the adjacent property consistent with the
East Hills Specific Plan and the Hillside Overlay
regulations and other applicable Municipal Code regula-
tions. The adjoining property owner of said tentative
subdivision shall have a completed design acceptable to
the City within 90 days of approval by the City of
Tentative Tract Map No. 44564. An agreement between the
property owners relating to this access and existing
20 foot access easement must be submitted to the City prior
to the approval of a final map for Tract No. 44564.
Failure of the adjoining property owner to comply with this
condition shall relieve the owner of Tract No. 44564 from
having to comply with this condition.
9. Engineering Department Requirements:
a. Sanitary sewers shall be provided to each "lot"
in compliance with Municipal Code Chapter 23,
Article 2, and to the satisfaction of the City
Engineer.
b. The required street improvements shall include
portions of interior tract streets and access street
to Spring Meadow (if utilized) contiguous to subject
property.
C. The required street dedication shall include those
portions of interior tract streets contiguous to
subject property.
d. A one -foot lot across the access street to the
adjacent easterly property shall be deeded to
the City.
e. Sidewalks, four -feet wide, shall be constructed along
the east side of Los Cerrillos Drive adjacent to the
curb.
f. Adequate provision shall be made for acceptance and
disposal of surface drainage entering the property
from adjacent areas.
• g. Water service facilities constructed for a
subdivision and/or a development in the Hillside
Overlay Zone shall as a minimum comply with Municipal
Code Chapter 23, Article 3, Division 3.
h. Water service facilities shall be constructed to at
least meet the requirements for fire flow established
by the City's Fire Department and the requirements of
the subsequent water purveyor/ owner of the
facilities.

i. Prior to approval of a final map, all of the
following requirements shall be satisfied:
i. A final grading and drainage plan showing
• existing and proposed elevations and drain-
age structures and showing existing and
proposed on -site and off -site improvements
shall be submitted to and approved by the
Planning, Building and Engineering
Departments.
ii. Arrangements for the installation of street
• lights with underground wiring shall be
made with Southern California Edison Com-
pany. At the time of installation, the
applicant shall provide the necessary
trenching and backfill. Submit two (2)
sets of the subdivision and/or development
plan to the Engineering Department, Traffic
and Lighting Section, to be used for de-
signing the street lighting system.
iii. An itemized cost estimate for all on -site
and off -site improvements to be con-
structed, except buildings, shall be sub-
mitted to the Engineering Department for
approval. Based upon the approved cost
estimates, required fees shall be paid and
improvement securities for all on -site and
off -site improvements, except buildings,
and 100% labor/material securities for all
off -site improvements, shall be posted
prior to final approval of the plans.
j. The proposed subdivision shall conform to Munici-
pal Code Chapter 20 - Subdivisions.
k. Lot lines as indicated on the tentative tract
map shall be adjusted in minor amounts for more
appropriate conformance to the completed grading
plan. If the City Engineer and/or Planning
Director find that the adjustments are not minor,
the tentative tract map shall be reviewed by
the Planning Commission to determine conformance
with the original approval.
1. All graded areas within the open space lots shall
be irrigated and landscaped in accordance with
plans approved by the Planning and Maintenance
Departments. This work is to be accomplished by
the developer in three parts:
i. The initial irrigation and planting
• satisfactory to the Maintenance
Department.
ii. A ninety -day plant establishment period
satisfactory to the Maintenance Department.
iii. A one-year maintenance period continually
satisfactory to the Maintenance Department.
No homes in this tract may be occupied
prior to satisfactory completion of the
irrigation and landscaping.

10. Fire Department Requirements:
a. Eighteen Steamer fire hydrants, 2-1/2" x 4"
outlets - James Jones Model 3700 or
• approved equal.
b. Three -hundred foot spacing between hydrants.
C. Fire hydrants on plan to be flushed and painted
by contractor or developer before Fire Department
acceptance.
• d. Both hydrant outlet openings shall form a 45 de-
gree angle with curb face.
e. Center of hydrant head outlet openings to be
18"-36" above finish grade.
f. On -site water serviceable hydrants to be provided
by developer before framing started. Hydrants to
be provided as development progresses supplied
with water.
g. On hillside developments, a sprinkler system with
manual override shall be provided on all slopes
over 15' in height.
h. Forty-five foot turning radius for pumper.
i. Cul-de-sac specifications, as per Engineering
Department requirements.
j. Water mains and hydrants to be installed as per
City of West Covina Water Department Standards or
AWWA Standards. See C600, "AWWA Standard for
Installation of Cast Iron Water Mains," and AWWA
Manual M17, "Installation, Operation and Mainte-
nance of Fire Hydrants," and AWWA C503-75, "Wet
Barrel Fire Hydrants."
k. Water requirements are as specified.
i. Provide 1500 GPM fire flow.
ii. Minimum water main size is eight inches
iii. Maximum water pressure is 125 PSI.
iv. Minimum flow from each fire hydrant is
1000 GPM.
1. The cul-de-sac curbs on each side of the Los
Cerrillos Drive double cul-de-sac shall be
painted red and posted with "No Parking - Tow
Away Zone" signs.
M. Proper addressing shall be provided on both
• sides of the double cul-de-sac on Los Cerrillos
Drive in a manner as to not create confusion for
responding emergency units.

11. Building Department Requirements
Comply with all requirements of the following

12. Police Department
Requirements
a. Comply with the West Covina Security Ordinane.
13. Integrate any necessary grading with the adjoining
topography of adjacent properties.
14. Prior to the issuance of building permits all test
pits, trenches and other man-made "scars" (other
than fire roads) will be restored to their
natural contour in the ungraded areas of the site.
15. All manufactured slopes that rise or fall into a
natural area shall be contoured to the existing
topography.
16. Any uses other than nonstructured, passive
recreational uses (i.e. hiking and nature walks)
in the common, open space areas shall be prohibited
in a recorded deed restriction, with authority vested
in the City of West Covina to enforce the
restriction.
17. Prior to the issuance of building permits, land-
scaping and irrigation plans for all private,
manufactured slopes shall be submitted to the
Planning Director for review and approval. Jute
matting may be required on certain li to 1 slopes
to stabilize the soil during the landscaping
establishment period. All planting shall be
completed and all irrigation shall be operative prior
to final approval of the grading. The developer will
be responsible for the maintenance of these
landscaped slopes until such time as the residences
these slopes are appurtenant to, are sold.
18. Prior to the issuance of building permits, land-
scaping and irrigation plans for all common areas,
manufactured slopes shall be submitted to the
Planning Director for review and approval. Said
• slopes shall also be planted and irrigated prior
to the issuance of any building permits. Jute
matting may be required on certain 11 to 1 slopes
to stabilize the soil during the landscaping
establishment period. The plant regimen shall
consist of hardy natives and adaptable, exotic
species that are drought -resistant, fire -retardant,
and applicant/developer shall assume the
responsibility for maintenance of these
common, landscaped areas for a minimum of 12 months
after the initial planting and irrigation
installation has been approved, after which time the
tract's residents will assume responsiility pursuant
to a duly formed Homeowner's Association.

19. The method of maint:aining all surface drainage
facilities, irrigation systems and landscaping
in the common open space and private areas shall
be approved by the City and set forth in the
C.C. & R.'s, with authority vested in the City
for the enforcement of adequate maintenance.
20. A copy of the C.C. & R.'s shall be submitted to
the Planning Director and the City Attorney for
their review and approval.
21. A performance and maintenance bond covering the
full cost of improvements plus contingencies
shall be required for the landscaping and
irrigation improvements required on the common,
manufactured slopes. Life of the bond shall
be contingent on the maintenance period for the
landscaping improvements.
22. The City of West Covina and its citizens deem the
natural environment of the Hillsides to be of
critical importance and mandate that the physical
development of these Hillsides shall proceed with
the maximum possible maintenance of the natural
areas within the parameters of the approved maps
and plans.
23. City Council Condition:
a. The applicant shall provide an acceptable
double cul-de-sac at the point where the existing
dead-end of Los Cerrillos Drive meets
the extension of Los Cerrillos Drive from
Citrus Street. Said design shall be submitted to
the Planning Department for review and approval
by the Engineering Department, Fire
Authority, Police Department and the Planning
Department.
FINALLY RESOLVED, that the City Council shall CERTIFY
on'the adoption of the Resolution.
