• A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
WEST COVINA MAKING ENVIRONMENTAL FINDINGS
NECESSARY FOR THE PROPOSED OWNER PARTICIPATION
AGREEMENT, BETWEEN THE REDEVELOPMENT AGENCY
AND IRVEN G. REYNOLDS, JR. AND CAROLINE E.
REYNOLDS FOR THE SALE AND DEVELOPMENT OF
CERTAIN REAL PROPERTY LOCATED IN THE EASTLAND
REDEVELOPMENT PROJECT AREA
• WHEREAS, the Redevelopment Agency of the City of West Covina ("Agency")
prepared a Final Environmental Impact Report which considered the environmental
impacts of the Redevelopment Plan for the Eastland Redevelopment Project and the
City Council of the City of West Covina approved the Final Environmental Impact
Report on July 14, 1975; and
WHEREAS, the Agency proposes to enter into an Owner Participation Agreement
("Agreement") with Irven G. Reynolds, Jr. and Caroline E. Reynolds ("Participant") for
the sale of certain real property ("Site") within the Eastland Redevelopment Project
("Project") area and the development of the Site for retail automobile sales and
related uses, and in connection therewith prepared an Initial Study of the
environmental effects of said Agreement; and
WHEREAS, said Initial Study conforms to the requirements of the California
Environmental Quality Act of 1970 (Public Resources Code, Section 21000 et seq.), the
"Guidelines for the Implementation of the California Environmental Quality Act of
197011, as amended, adopted by the Secretary for Resources of the State of California,
and the Procedures for Implementation of the California Environmental Quality Act of
1970 adopted by resolution of the Agency; and
WHEREAS, a duly noticed joint public hearing was held on the Agreement by the
Agency and the City Council of the City of West Covina at which time all persons
were given an opportunity to be heard;
NOW, THEREFORE, the City Council of the City of West Covina does resolve as
follows:
SECTION 1. The City Council hereby approves and adopts the Initial Study with
respect to the Agreement.
SECTION 2. The City Council hereby certifies that the information contained in
the Initial Study and the Final Environmental Impact Report has been reviewed and
considered by the members of the Council.
SECTION 3. The City Council hereby finds and determines as follows:
(1) No substantial changes are proposed in the Project, or with respect to the
circumstances under which the Project is to be undertaken, which will
require major revisions in the Final Environmental Impact Report due to
the involvement of new environmental impacts not covered in the Final
Environmental Impact Report;
• (2) No Subsequent Environmental Impact Report or Supplement to
Environmental Impact Report is necessary or required; and
(3) The proposed action will have no significant effect on the environment
SECTION 4. The City Clerk shall certify to the adoption of this resolution.
