Resolution - 7990Resolution No. 7990 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST is RELATING CALIFORNIA, AMENDING RESOLUTION NO. 7223, RELATING TO CLASSIFICATION AND COMPENSATION OF POSITIONS, AS AMENDED, AND APPENDIX A OF RESOLUTION NO. 7128, AND RESOLUTION NO. 6482, RELATING TO MANAGEMENT AND CONFIDENTIAL SERVICES WHEREAS, a core of administrative professionals, more commonly known as the Management Team, has been established; and • WHEREAS, Council has established a policy of granting annual adjustments to the Management and Confidential Employees; and WHEREAS, annual adjustments for Management Employees in the Police Department are granted as in the Police Employees representative unit; NOW THEREFORE, the City Council of the City of Nest Covina does resolve as follows: SECTION 1. Salary - That Attachment A of Resolution No. 7128, relating to Management and Confidential services is hereby amended by Attachment A of this resolution and Resolution No. 7223, relating to classi- fication and compensation of positions is hereby amended by this resolution. SECTION 2. Resolution No. 6482, relating to Management and Confidential benefits, is hereby amended as follows: (a) ADMINISTRATIVE LEAVE 1. Management - Administrative leave is hereby granted to "management" designated positions in the City's service. The purpose of such leave is to provide limited time off with regular compensation in recognition of the amount of time beyond the regular business week that is spent by management personnel on City business. No management employee shall otherwise be entitled to compensation for overtime unless specifically so designated. In recognition of the above, a minimum of seven (7) days administrative leave (pro-rata based upon date of hire or entrance into management) is hereby granted. Additional administrative leave, based on annual vacation earnings, may be granted. Such additional leave time shall be calculated at the rate of twenty-five percent (25%) of an employee's annual earned vacation rate as of January 1 of each year. The use of all manner and forms of management leave to be granted in accordance with current and future guidelines approved by the City Manager. 2. Confidential - Up to a maximum of seven days leave (pro-rata based upon date of hire or entrance into management) may be awarded to employees in the confidential service based upon extra hours contributed by the employee as evaluated and approved by the respective • department head. (b) DEFERRED COMPENSATION 1. Management - One hundred -fifty dollars ($150) per month allotment to be contributed towards health insurance premiums or a designated deferred compensation program. 2. Confidential - A one hundred dollar ($100) per month allotment to each employee which may be contributed towards employee health insurance premiums or a designated deferred compensation program. • (c) POLICE LIEUTENANTS AND C01111UNICATIONS SUPERVISORS A. Continue to receive annual uniform allowance. B. Deferred compensation in the amount of one hundred dollars ($100) monthly. C. Overtime - The classifications of Police Lieutenant and Communications Supervisor will receive paid overtime at the rate of time and one-half for all hours in excess of the normal daily work shift of eight (8) hours. Further, the Police Lieutenant will receive premium overtime for callback for manpower shortages, court and being held over upon the end of shift due to excessive workload. However, Lieutenants receive straight time pay for training, monthly range obligations, and being held over at end of shift to complete reports or perform other functions that were started on the shift but not completed prior to end of shift. SECTION 3. Budget Allocation - That the City Council does hereby allocate an amount of money sufficient to fund the salary adjustment and benefits for the life of this resolution and authorize a transfer of funds for these purposes from Project No. 79033. SECTION 4. The remaining provisions of Resolution No. 7223, as amended, No. 7128 and No. 6482 remain in full force and effect until amended or repealed -by resolution of the City Council. SECTION 5. The effective date of this resolution is January 1, 1987. SECTION 6. The City Clerk shall certify to the adoption of this resolution. APPROVED AND ADOPTED THIS 26th day of January, 1987.
