A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST
COVINA, CALIFORNIA, AMENDING RESOLUTION NO. 7223, RELATING
TO CLASSIFICATION AND COMPENSATION OF POSITIONS, AS
AMENDED; AND APPENDEX A OF RESOLUTION NO. 7127, THE CITY'S
SALARY RANGE STRUCTURE FOR EMPLOYEES IN THE WEST COVINA
CITY GENERAL EMPLOYEES' ASSOCIATION, AS AMENDED; APPROVING
CLASS SPECIFICATION AND SALARY RANGE FOR SENIOR
COMMUNICATIONS TECHNICIAN
WHEREAS, the Personnel Commission has reviewed and recommends
approval of the class specification for the position of Senior Communications
Technician;
NOW THEREFORE, the City Council of the City of West Covina,
California, does resolve as follows:
SECTION 1. Class specification for Senior Communications Technician
attached and marked "EXHIBIT A" is hereby adopted.
SECTION 2. Resolution No. 7223, as amended, relating to
classification and compensation of positions is hereby amended by this
resolution.
SECTION 3. Resolution No. 7127, the City's salary range structure
for employees in the West Covina City General Employees' Association, as
amended, is hereby amended by this resolution, and the salary range for Senior
Communications Technician shall be $2097 to $2549.
SECTION 4. Effective date of this resolution is January 26, 1987.
SECTION 5. The City Clerk shall certify to the adoption of this
resolution.

Training and Exoerience
Any combination of education and/or experience that has provided the knowledge,
skills, and abilities necessary for satisfactory job performance.
• A typical way to achieve this would be graduation from high school and
four years of experience in the operation, maintenance, construction,
and installation/design of varied radio, visual, sound equipment.. Super-
visory experience desirable.
Znowledge and 'Abilities
Thorough knowledge of the principles of operation and maintenance of modern
radio -telephone (LF, HF, VHF, and UHF), visual, and sound eauioment, includ-
ing ancillary equipment. and antenna theory, and the methods and material
used in the maintenance and repair of such equipment. Considerable knowledge
of the standard practices, materials, and tools of the electronic industry;
occupational hazards and safety precautions; FCC rules and regulations
pertaining to the operation and maintenance of radio transmitting and
receiving equipment and other applicable standards and regulations; practices
and principles of supervision.
Ability to organize, assign, and review the work of one or more journey
level communication technicians and helpers; make estimates of time and
materials needed to perform assigned projects; diagnose radio, video,
and sound system malfunctions and restore them to operating standards.
Read and comprehend schematic diagrams of equipment components and operation.
Establish and maintain effective working relationships.
Physical Requirements
Vision: Good eyesight or corrected vision and without color blindness.
Licenses
Possession of a valid California driver's license, and a satisfactory
driving record.

•
Under general supervision, performs and leads the work of one or more
employees in the maintenance, installation, replacement, and repair of •
two-way radio, visual, sound, recording, and other electronic and electro-
mechanical devices and equipments, and does related work as required.
ss Characteristics.
The incumbent performs work independently under established policies,
procedures, and regulations. Work is reviewed for overall effectiveness
by conference and reports. Lead responsibility is exercised over one
or more journey level communication technicians and skilled contract indi-
viduals.
Reoresentative.Outies
1. Leads the work of one or more technicians and performs the installa-
tion, maintenance, repair, and replacement of two-way radios, lightbars,
siren/public address system control devices, shotgun rack locks,
and other electromechanical devices in City owned public safety emer-
gency response vehicles as well as other public works and general
staff vehicles.
2. Leads the work of one or more technicians and performs the installa-
tion, maintenance, and repairs to electromechanical alarm systems,
computer terminal wiring distribution systems, telephone interface
devices, and alarm monitor panels.
3. Assists with the planning, design, procurement, and installation
of mobile communications, visual, video, and sound systems.
4. Maintains appropriate logs and records of systems operating performance
and repairs, estimates and purchases materials necessary to complete
assigned jobs.
5. Assists in evaluating performance of subordinate personnel and instructs
personnel in safe working practices and procedures.
6. Responds to emergency situations and takes appropriate action.
