RESOLUTION NO. 7265
A RESOLUTION OF THE CITY OF IIEST COVINA, CALIFORNIA,' AMENDING
RESOLUTION NO. 7223.RELATING TO CLASSIFICATION AND COMPENSATION
OF POSITIONS, AS AMENDED; AND RESOLUTION NO. 7128 RELATING
TO MANAGEMENT AND CONFIDENTIAL SERVICES; APPROVING CLASS.
SPECIFICATION FOR SENIOR CODE ENFORCEIMENT OFFICER.
WHEREAS the Personnel Commission has reviewed and recommends approval
of the class specification for the position of Senior Code Enforcement Officer;
NOW, THEREFORE, the City Council of the City of West Covina, California,
does resolve as follows: .
SECTION 1. The class.specification for Senior Code Enforcement Officer,
attached and marked "Exhibit A", is hereby adopted.
SECTION 2. Resolution No. 7223, as amended, relating to. classification
and compensation of positions, is hereby amended by this resolution.
SECTION 3. Resolution No. 7128, relating to management and confidential
services, is hereby amended by this resolution.
SECTION 4. The effective date of this resolution is November 24,
1986.
SECTION 5. The City Clerk shall certify the adoption of this resolution.

CLASS SPECIFICATION
NOVEMBER 1986
SENIOR CODE ENFORCEMENT OFFICER
JOB SUMMARY
Under general supervision, patrols the City to locate violations
• of Municipal Codes and regulations; interprets and explains laws
and regulations to the general public to gain voluntary compliance;
issues notices and citations and recommends legal prosecution of
persons who fail to respond; appears before the City Council to explain
enforcement matters; and does related work as required.
Representative Duties
1. Reports and investigates public complaints and City code viola-
tions including property nuisances, debris accumulation, unsafe
structures, abandoned vehicles, and zoning violations.
2. Patrols City and inspects housing conditions for compliance
with local health and safety code requirements and regulations.
3. Researches appropriate laws, codes, and regulations.
4. Discusses conditions which violate City codes or regulations
with residents and property owners, and, when necessary, initiates
legal action to effect appropriate changes.
5. Conducts follow-up inspections to ensure that violators have
corrected conditions giving rise to the violation.
6. Prepares monthly reports on enforcement activities.
7. Coordinates work of the Information and Special Services Section
with other City departments and County and State agencies.
8. Trains and supervises subordinate personnel assigned to the
Information and Special Services Section.
QUALIFICATIONS GUIDE
Training and experience
College courses in management, government, psychology, etc., are
desirable, but not required.
• At least three years' experience in inspection.or investigative work.

Knowledge and Abilities
Knowledge of City laws and ordinances, procedures, and methods used
to gain voluntary or legal compliance of violations.
Ability to maintain close liaison with other City departments, county
• and state offices; maintain current and accurate records and prepare
cases for court hearings; deal positively with people under negative
conditions; promote cooperation with and understanding of City require-
ments.
Licenses
Class 3 California Driver's License.
