Resolution - 7264RESOLUTION NO..7264' A RESOLUTION OF THE CITY OF !TEST COVINA, CALIFORNIA, AMENDING RESOLUTION NO. 7223 RELATING TO CLASSIFICATION AND COMPENSATION OF POSITIONS, AS AiNENDED; AND APPENDIX A OF RESOLUTIONd N0. 7127, THE CITY'S SALARY RANGE STRUCTURE FOR E11PLOYEES IN THE WEST COVINA CITY GENERAL E11PLOYEES' ASSOCIATION, AS AMENDED; APPROVING CLASS SPECIFICATIONS FOR THE POSITIONS OF CODE ENFORCEMENT OFFICER, POLICE OFFICER, COURT LIAISON OFFICER, PARKING ENFORCEMENT OFFICER, AND SALARY RANGE FOR PARKING ENFORCEMENT OFFICER. • WHEREAS the Personnel Commission has reviewed and recommends approval of the class specifications for positions of Code Enforcement Officer, Police Officer, Court Liaison Officer, Parking Enforcement Officer; and WHEREAS the Personnel Commission has reviewed and recommends approval of the salary range of $1366 to $1660 for Parking Enforcement Officer; NOW, THEREFORE, the City Council of the City of West Covina, California, does resolve as follows: SECTION 1. The class specifications for Code Enforcement Officer, Police Officer, Court Liaison Officer,: Parking Enforcement Officer, attached and marked "Exhibit A", are hereby adopted. SECTION 2.. Resolution No. 7223, as amended, relating to classification and compensation of positions, is hereby amended by this resolution. SECTION 3. Resolution No. 7127, the City's Salary Range Structure for employees in the West Covina City General Employees' Association, as amended, is hereby amended by this resolution. 1986. SECTION 4. Tennant, Bacon, Planners, Chappell, Shearer NOES: None ABSENT: None APPROVED AS TO FOR11: City Clerl ity Attorney Exhibit A CITY OF WEST COVINA • CODE ENFORCEMENT OFFICER JOB SUMMARY CLASS SPECIFICATION NOVEMBER 1986 Under the supervision of the Senior Code Enforcement Officer or Director of Building & Safety, patrols the City for violations of the Municipal • Code; interprets and explains laws and regulations to the general public to gain conformation; issues notices and orders of compliance; recommends legal prosecution of persons who fail to respond; files complaints with the District Attorney; appears in court for the City. Representative Duties 1. Enforces City zoning ordinances and City business license requirements by canvassing for violations, investigating violations and complaints. 2. Initiates legal action to gain compliance. 3. Work closely with all City departments in enforcement matters. 4. Acts as a representative of the City in court, and as the liaison between the City and the District Attorney's Office. 5. Provides citizens with information. 6. Service complaints as they arise. 7. Help maintain accurate records necessary to carry on all the functions of the job. 8. Perform other duties as required. QUALIFICATIONS GUIDE Training and Experience Graduation from high school or equivalent. College courses in management, government, psychology, etc., are desirable. At least two years experience in inspection or investigative work dealing extensively with the public. Demonstrated ability to communicate well orally and in writing, and to get along with people, using superior tact. Fluency in Spanish is desirable. • Proven ability to maintain and follow good office practices. I -lust be in good physical condition. • CITY OF WEST COVINA Knowledqe and Abilities CODE ENFORCEMENT OFFICER NOVEMBER 1986 Knowledge of municipal government and ability to deal positively with people under negative conditions; promote cooperation with an understanding of City law and ordinance requirements. • Ability to maintain close liaison with other City departments, and County, and State offices. Ability to maintain current and accurate records and prepare cases for court hearings. Ability to gain good working knowledge of City laws, ordinances, procedures, and methods used to obtain voluntary or legal compliance of violations. License A valid California Motor Vehicle Operator's License. • • CITY OF WEST COVINA POLICE OFFICER CLASS SPECIFICATION NOVEMBER 1986 Job Summary Under general supervision perform general law enforcement duties. Representative Duties 1. Patrols an assigned beat in the prevention of crime and the .enforcement of laws and regulations, 2. Issues traffic citations; 3. Responds to radio messages or telephone instructions and appears at the scenes of disorder or crimes; 4. Notes and reports traffic hazards, and investiga.tes and prepares reports on accidents, offenses, and damages to property; 5. Gives verbal warnings; 6. Makes arrests for violations of various laws; 7. Prepares reports on arrests and other activities; 8. Impounds vehicles and other property; 9: Directs traffic and intervenes in private or public disputes to protect the public and maintain order; 10. Appear in court, whether on or off duty; 11. Transports prisoners; 12. Investigates complaints; 13. Interrogates suspicious persons; 14. Makes routine patrols of business and residential areas; 15. flay occasionally be called upon to relieve a superior officer and act for him/her. Position Characteristics Patrol is the basic assignment; however, after proper experience, Police Officers may be given special assignments to Investigation, Planning and Training, Juvenile, Identification, Court Liaison, or other specialized functions. In case of emergency, officers are subject to recall at any time, and may be assigned any necessary duty. CITY OF WEST COVINA CLASS SPECIFICATION October 1986 COURT LIAISON OFFICER Job Summary Under general supervision perform general court liaison duties and does related work as required. Representative Duties 1. Review all police daily logs, crime reports, arrest and incident • reports for legal requirements. 2. File criminal charges in the name of the City of West Covina with Federal, State, and County Courts. 3. Review daily prisoner roster for cases requiring immediate disposition. 4. Prepare reports and training materials as required. 5: Manage subpoena files and notify employee's of court appearance. 6. May occasionally be called upon to testify in court. 7. Maintain liaison with all Federal, State, and County criminal justice agencies. 8. Reviews and processes department crime, service and arrest reports. 9. Prepares and files criminal complaints with District Attorney's Office. 10. Maintains liaison with Citrus Municipal Court, State Department of Justice, Los Angeles County Sheriff as well as lateral Departments. Training and Experience The equivalent of two years of college is preferred and two years of experience in Criminal Justice related field. Relevant experience may be substitutional for education on a year to year basis. Computer proficiency is required. Knowledge and Abilities A high degree of general intelligence, verbal facility and adaptability are required. Knowledge and ability: To understand and carry out department policies, rules and instructions; to understand laws, regulations, • police literature, laws and general Criminal Justice related work; to write clear, concise and accurate reports, using proper English and vocabulary; to use good verbal skills and negotiate with individuals associated with all levels of the Criminal Justice System. Ability to manage personnel, material and technical resources to • maintain proper flow of reports to final disposition. 0 • CITY OF WEST COVINA JOB SUMMARY PARKING ENFORCEMENT OFFICER CLASS SPECIFICATIONS OCTOBER 1986 Under general supervision he/she, upon completion of approved Departmental training, will perform selected police functions. • Representative Duties 1. Conduct parking enforcement and issue citations. 2. Reports traffic hazards. 3. Appear and testify in court. 4. Enforce State Laws and Municipal Ordinances that relate to vehicular parking restrictions. 5. May appear in court as a result of the issuance of parking citations. 6. Other related duties as required. QUALIFICATIONS GUIDE Training and Experience Graduation from High School or G.E.D. equivalent. Knowledge and Abilities A high degree of general intelligence, verbal facility, memory, and adaptability. The knowledge and ability to understand and carry out departmental policies, rules, and instructions; to understand laws and regulations; to understand oral directions, to use good verbal skills and to have safe driving habits. Physical Requirements AGE: Shall have reached their eighteenth birthday. HEARING: I'lust be good and without defect. WEIGHT: Must be in proportion to HEIGHT. VISION: Must be correctable to 20/20 and without color blindness. Licenses must possess a valid California Drivers License.
