.A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF WEST COVI NA, CALIFORNIA, CALLING AND GIVING
NOTICE'OF A "SPECIAL ELECTION"TO BE HELD NOVEMBER
4, 1986 FOR THE PURPOSE OF SUBMITTING TO THE
QUALIFIED.VOTERS'OF THE CITY A MEASURE PROVIDING
THAT THE CITY -TREASURER SHALL BE APPROVED...
WHEREAS, the City Council of"the City of West Covina,.California
desires to submit to the voters of the City at a°Special Municipal.
Election a proposed measure providing that the.City Treasurer shall
be an appointed,office;�and
WHEREAS, the City Council is authorized and directed by
State statute to submit the proposed measure to the voters; and.
WHEREAS, in�the event that the proposed subject measure
is adopted by the voters it.i.s not the Council's intent,that the
office of City Treasurer be automatically vacated but instead the
Council intends for the measure to.become operative once the present
term of the City Treasurer expires or the office becomes vacant;
NOW,. THEREFORE, THE CITY COUNCIL OF THE CITY OF WEST COVINA
DOES HEREBY RESOLVE AS FOLLOWS
SECTION 1. That a special election be -held and the same
is hereby called to be held in said city on November 4,- 1986, for
the purpose of submitting to the qualified voters of said,city the
following question, to -wit:
Shall the office of City Treasurer be appointive?
SECTION 2. That on the ballots to be used at -said special
election, in addition to any other matters required.by law, there
shall be printed substantially the following
.Shall the,office of City,Treas.urer YES,
be appointive? NO
SECTION 3. That the City -Clerk is authorized, instructed
and directed to procure and furnish any and al-1 official ballots,'".
notices, printed matter and.all supplies,'equipment,and paraphernalia
that may be necessary in order to prope'r-ly and lawfully conduct the
election.
SECTION.4. That the.polls for. said election shall be opened
at.seven o'clock A.M. of. the day of said election and shall remain
open continuously from said time until eight o'clock P.M. of the
same .day, when said. polls shall be. closed, except as provided in
Section 14301 of the Elections Code.
SECTION 5. That a .vote -placed in:the .voting square after.
the. work "YES" in the manner hereinbefore provided shall be counted
in favor of the adoption -of the.proposition. A vote placed in the
voting square after the work "NO" in.the manners hereinbefore provided
shall be counted against the adoption of the proposition.`.'
SECTION 6. That notice of the time and place of holding
the election is given and the City Clerk is authorized, instructed
and directed to give further or additional notice of the election,
in time, form and manner as required by law.
SECTION 7. That the, City Clerk'.shall certify to the passage
and adoption of this resolution and enter it into the book of original'
resolutions.
