A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA,
CALIFORNIA, AMENDING RESOLUTION NO. 1277, RELATING TO CLASSIFICATION
AND COMPENSATION OF POSITIONS AS AMENDED FOR THE POSITION OF ACCOUNTANT.
WHEREAS, the Personnel Commission has reviewed and recommends approval
of the class specification for Accountant; and
WHEREAS, the Personnel Commission has reviewed and recommends approval
of a salary range of $2001-$2700 for the Accountant class;
NOW THEREFORE, the City Council of the City of West Covina does resolve
. as follows:
SECTION 1. The class specification for Accountant attached and hereby
marked Attachment A is hereby adopted.
SECTION 2. Resolution No. 1277, relating to classification and
compensation of positions is hereby amended by this resolution.
SECTION 3. The effective date of this resolution is July 14, 1986.
SECTION 4. The City Clerk shall certify to the adoption of this
resolution.

ACCOUNTANT
J08 SUMMARY
• Under general supervision, exercises day-to-day supervision over varied
accounting and related processes; performs difficult subprofessional and
professional accounting work; and does related work as required.
Representative Duties
• I. Supervises and participates in accounting and clerical tasks associated
with maintenance of the City's financial record keeping, reporting, and
control system.
2-. Supervises and participates in the preparation, review, and internal
distribution of financial reports.
3. Reviews departmental expenditures and encumbrances for accuracy and
conformance with budgeted amounts and coding.
4. Checks cash receipts against payment records and reconciles cash with
Treasurer's report..
5. Prepares journal entries and processes fund transfers and appropriations.
6. Assists in the conduct of internal audits and reviewing of payments and
purchase orders.
7. Provides information to City departments on status of accounts and
related matters.
8. Prepares books for year-end close and assists in the preparation of
State Controller's Report and financial statements.
9. Participates in the review of departmental procedures and formulation
of recommendations for improvement.
10. Conducts special studies and prepares related reports.
11. Supervises, directs and trains assigned subordinate Finance staff.
12. Assists outside auditors with grant audits.

QUALIFICATIONS GUIDE
Training and Experience
A Bachelor's degree in accounting; and
• Considerable (3+ years) accounting, bookkeeping, or financial record keeping
experience.
• Additional accounting or responsible bookkeeping experience may be substi-
tuted for the college education on a year -for -year basis.
• Knowledge and Abilities
Considerable knowledge of the principles and practices of' accounting and
auditing; working knowledge of governmental bookkeeping and cost accounting
procedures, principles of budgeting, posting and ledger work, reconciliations,
double -entry bookkeeping, arithmetic, and financial record keeping; same
knowledge of the principles of supervision and municipal organization.
Ability to complete and analyze financial reports; to devise efficient and
economical procedures; to plan, coordinate, and supervise the work of a
small staff of clerical personnel; to establish and maintain effective
working relationships with Department Heads and employees.
