Zone Change 05-09 (20-Unit Single -Family Residential Project)
Applicant: Olson Company for Annie Mondino
Location: 1951 South Sunset Avenue
This ordinance was introduced at the City Council meeting of January 17, 2006.
This ordinance would change the zoning of the property at 1951 South Sunset
Avenue from "Residential Agricultural' (R-A), Area District H, to "Specific Plan
No. 23" (SP-23). This would facilitate the development of the site with smaller -
sized single-family residential lots. This ordinance will become effective 30 days
after adoption, March 9, 2006. It is recommended that the City Council adopt the
following Ordinance:

3) Award of Bid
Purchase of Four (4) Police Vehicles
It is recommended that the City Council approve the awards of purchase for the
following police vehicles:
• One (1) each 2006 Ford Mustang to Clippinger Ford of West Covina for a
total cost of $19,422 including sales tax and standard warranty; and
One (1) each 2006 Ford Five Hundred SE FWD to Clippinger Ford of West
Covina for a total cost of $20,505.28 including sales tax and standard
warranty; and
One (1) each 2006 Ford F150 Supercab 4X2 to Moss Bros. Ford of Colton for
a total cost of $18,832.69 including sales tax and standard warranty; and
One (1) each 2006 Toyota Sequoia to West Covina Toyota for a total cost of
$32,641.25 including sales tax and a 7-year, 100,000 mile extended warranty.
4) Approval of Final Map (adopt resolution)

5) Traffic Committee Minutes of January 17, 2006 (accept & file)
I. City of West Covina request
That left tam lanes be installed on the northbound and southbound
approaches of Valinda Avenue at Vine Avenue.
Traffic Committee Recommendation:
That the northbound and southbound phase of Valinda Avenue at Vine
Avenue be split into two separate phases, thus providing protected left -
tam movements.
II. Request of Edward Gomez, West Covina Resident
That traffic conditions be reviewed at the intersection of Michelle Street
and Neff Avenue.
Traffic Committee Recommendation:
That a stop sign, along with a stop ahead sign and appurtenant pavement
messages, be installed on the westbound approach of Michelle Street and
southbound approach of Neff Avenue.
III. Request of Thomas Puchalski, West Covina Resident
To establish a school safety zone for Dove Day School located at 502
South Lark Ellen Avenue.
Traffic Committee Recommendation:
That a school safety zone be established along Lark Ellen Avenue for
Dove Day School located at 502 South Lark Ellen Avenue in accordance
with the MUTCD guidelines.
That staff conduct further studies on the crossing.
6) City Treasurer's Report (receive & file)
City Treasurer's Report for the month of December 2005
7) Miscellaneous — City Manager's Office
a) Solicitation of Federal Funding for City Projects
It is recommended that the City Council authorize City staff to submit the
projects mentioned in the staff report to Congresswoman Hilda Solis for
possible funding consideration.
b) Participation in the 2007 Tournament of Roses Parade and Approval
of Rose Float Foundation to Serve Alcohol at Wine Tasting Event to
be Held at Heritage Park
It is recommended that the City Council:
1. Approve the payment of $3,700 to the Tournament of Roses from the
Charter Settlement Account for the entry into the 2007 Tournament of
Roses Parade; and
2. Approve the West Covina Rose Float Foundation's request to serve
alcohol at their Wine Tasting Event scheduled at Heritage Park on
June 24, 2006.
