Resolution - 7181RESOLUTION NO. 7181 JOINT RESOLUTION OF THE BOARD OF SUPERVISORS LOS ANGELES COUNTY AND THE CITY COUNCIL OF THE CITY OF WEST COVINA APPROVING AND ACCEPTING NEGOTIATED EXCHANGE OF PROPERTY.TAX REVENUES RESULTING FROM ANNEXATION OF TERRITORY TO THE CITY OF WEST COVINA--"ANNEXATION 240" (DETACHMENT FROM CONSOLIDATED FIRE PROTECTION DISTRICT) WHEREAS, pursuant to Section 99 of the Revenue and Taxation Code, prior to the effective date of any jurisdic- tional change the governing bodies of all agencies whose service areas or service responsibilities would be altered by such change must determine the amount of property tax revenues to be exchanged between the affected agencies and approve and accept the negotiated exchange of property tax revenues by resolution; but if the affected agency is a spe- cial district, the Board of Supervisors must negotiate on behalf of the district; and "WHEREAS, the Board of Supervisors of the County of Los Angeles and the City Council of the City of West Covina, have determined that the amount of property tax revenue to be exchanged between their respective agencies as a result of the annexation of unincorporated territory to the City of West Covina identified as "Annexation 240" is as set forth below. NOW, THEREFORE, the Board of Supervisors of the County of 00 Los Angeles and the City Council of the City of I -lest Covina, do hereby resolve: 1. The negotiated exchange of property tax revenues • between the County of Los Angeles and the City of West Covina resulting from the annexation of unincorporated territory to the City of West Covina, identified as "Annexation 240," is approved and accepted. • 2. For fiscal years commencing on and after July 1, 1987, or after the effective date of this jurisdictional change, whichever is later, property tax revenue in the amount of One Thousand Two Hundred Eighty -Three Dollars ($1,283) is ordered transferred from the County of Los Angeles to the City of West Covina. In addition, for each fiscal year commencing on and after July 1, 1987, or after the effective date of this jurisdictional change, whichever is later, a portion of the incremental tax growth attribu- table to the Tax Rate Areas in West Covina "Annexation 240," as identified below, shall be transferred to the City of West Covina, and the County of Los Angeles' share of incre- mental tax growth shall be reduced accordingly: Tax Rate Area % of ATI 2218 17.5 2224 17.2 3. For fiscal years commencing on and after July 1, 1987, or after the effective date of this jurisdictional change, whichever is later, all property tax revenue received by the Consolidated Fire Protection District attri- -2- . butable to the West Covina "Annexation 240" area shall be transferred to the County of Los Angeles. 4. For fiscal years commencing on and after July 1, 1987, or after the effective date of this jurisdictional • change, whichever is later, all property tax revenue received by Road District No. 1 attributable to the West Covina "Annexation 240" area shall be transferred to the County of Los Angeles. 5. For fiscal years commencing on and after July 1, 1987, or after the effective date of this jurisdictional change, whichever is later, all property tax revenue received by Garo Lighting District attributable to the West Covina "Annexation 240" area shall be transferred to the County of Los Angeles. 6. The Consolidated Sewer Maintenance District receives no property tax revenue. Therefore, there shall be no transfer of property tax revenue from the Consolidated Sewer Maintenance District to either the City of West Covina or the County of Los Angeles, attributable to the West Covina "Annexation 240" area. 7. No other transfers of property tax revenue shall be made to the City of West Covina as a result of "Annexation 240." -3- • • 0 The foregoing resolution was adopted by the Board of Supervisors of the County of Los Angeles and by the City Council of the City of West Covina.
