Resolution - 7148RESOLUTION NO. 7148 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, • AMENDING THE CITY CLASSIFICATION AND COMPENSATION SCHEDULE, AND RESOLUTION NO. 1277 AS AMENDED RELATING TO PERSONNEL IN CLASSES REPRESENTED BY THE WEST COVINA COMMUNICATIONS OPERATORS ASSOCIATION. WHEREAS, the City of West Covina has met and conferred with the West Covina Communications Operator's Association; and • WHEREAS, the City of West Covina and the West Covina Communications • Operators Association have mutually agreed in a Memorandum of Understand- ing; and • WHEREAS, the Memorandum of Understanding has been referred to the City Council; NOW, THEREFORE, the City Council of the City of West Covina does resolve as follows: SECTION 1. Resolution No. 1277, as amended, is hereby amended as follows: a. The City Classification and Compensation Schedule is amended as follows: Salary ranges are hereby amended as provided in Attachment "A" to this resolution. b. The City Matrix of Benefits & Hours of Employee Groups is amended such that: (a) Health and Welfare Effective June, 1986, the City shall increase the contribution for employee health insurance by a dollar amount equal to the July 1, 1986 increase in the cost of the Kaiser Foundation Health Plan. Such increase shall not exceed $30. (b) Uniform Allowance Effective January 1, 1986, the annual and initial uniform allow- ance rate for employees required to wear uniforms will be increased by $25 to $200 per year. (c) Bereavement Leave Employee members will be allowed to use bereavement leave in the event of the death of a brother and/or sister. (d) Holidays 1. As recognition of the change in designated holidays, • the overtime/compensatory time option will be available for one holiday. • 2. The following shall be recognized as rion- floating holidays: New Years Day, Memorial Day, Independence Day, Labor Day, Veterans's Day, Thanksgiving, day after Thanks- giving, Christmas Eve, except in years which include Christmas Day as a Saturday, Sunday or Monday, and Christmas. 3. The employee members of the Association will receive five floating holidays. SECTION 2. BUDGET ALLOCATION; that the City does hereby allocate an amount of money sufficient to fund these salary adjustments and bene- fits for the life of this resolution, and authorize the transfer of funds for these purposes from Project No. 79031. • SECTION 3. The effective date of this Resolution is January 1, 1986. SECTION 4. Communications Operator 411 • • LJ CITY OF WEST COVINA *MATRIX OF BENEFITS & HOURS OF COMMUNICATIONS OPERATORS EMPLOYEE GROUP AS OF 7/1/86 Benefit Vacation Usable after 6 months employment. At end of: 1-4 years - 10 days 5-9 years— 15 days 10 years - 16 days 11 years - 17 days 12 years - 18 days 13 years - 19 days 14 or more years - 20 days Sick Leave Accrual 1 day/month, usable after 1 month employment, unlimited accumulation Annual Sick Leave Payoff May request payment in December for unused sick leave over 7 days (maximum 5 days). Runs from December through November. Sick Leave Payoff Upon On termination, accumulation between 40 and Termination 100 days, 50% payoff based on last compensa- tion (maximum 30 days). Bereavement Leave Up to 5 days in a calendar year for death of spouse, parent, child, or step -child. Holidays & Personal 14 per year - New Year's Day Leave Days Washington's Birthday (All employees assigned to shift work who are Memorial Day required to work on a Independence Day holiday will be paid for Labor Day the day worked plus 1 Veteran's Day holiday at straight time, Thanksgiving Day or compensating time off. Day after Thanksgiving Christmas Day 5 Floating personal leave days Holiday falls on Saturday, observed on Friday. Holiday falls on Sunday, observed on Monday. Overtime Time and one-half pay or time and one-half compensating time off. Call back 2 hour minimum overtime Retirement 2% at 60, 59 Survivor's benefit; no other options; PERS minimum retirement aqe - 50. Maximum age - 70 (single highest yr) City pays entire employee's share (7%). Jury Duty If you are required to serve on a jury, you will receive your regular salary; however, any money received as salary for jury duty must be turned over to the City Treasurer. State Disability Insusrance Effective 12/1/82. No City contribution. Cost to employee: .9% of first $21,900 in annual wages. Benefits based on.salary in base period. • Deferred Compensation Program available to all employees. No City tcontribution. Dental Insurance Employee pays total cost. Must be carried for Ca ifornia Dental Health at least one year. Optional benefit. Current Plan Cost: 10.80/mo. - employee only, 20.40/mo. - (Indemnity Plan available employee and dependents. • also) Health Insurance Carriers City contributes $226 per month. Any excess to Blue Cross be used for deferred comp., life insurance or Kaiser dental plan. Ross Loos (composite rate) Health Plan of America Life Insurance Equal to z annual salary on date of death or $10,000 whiever is greater. City pays entire cost. Upon retirement City pays for $500 policy. City also pays for $100,000 accidental death on duty. Uniforms $200 per year Senior Pay When assigned Senior Operator in the absence of a Communications Supervisor or when training a new employee an additional 7,% is given. Tuition Reimbursement $444/fiscal year including books (permanent employees only) Unemployment Insurance Covered - Based on salary base year. City pays entire cost. Worker's Compensation All medical bills paid plus up to 1 year full wage (work -related injuries continuance after first 3 workinq days following and illnesses) the date of injury or illness (unless hospitalized). Hours of Work Eight -hour rotating shifts. Shifts are rotated every 8 weeks.
