Resolution - 7147RESOLUTION NO. 7147 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA AMENDING THE CITY'S COMPENSATION AND CLASSIFICATION SCHEDULE AND RESOLUTION NO. 1277, AS AMENDED AS THEY RELATE TO THE WEST COVINA POLICE OFFICER'S ASSOCIATION. • WHEREAS, the City of West Covina has met and conferred with representatives of the West Covina Police Officer's Association; and WHEREAS, the City and representatives of the West Covina Police Officer's Associa- tion have agreed upon certain changes in salaries, benefits and working conditions for members of said Association; and 0 WHEREAS, the Memorandum of Understanding has been referred to the City Council; NOW, THEREFORE, the City Council of the City of West Covina does resolve as fo- llows: SECTION 1. The City of West Covina Classification and Compensation Schedule is hereby amended as follows: Salary ranges are hereby amended as provided in Attachment A to this resolution. Effective January 1, 1987, those same salary ranges will be amended as provided in Attachment B to this resolution. SECTION 2. The City Classification and Compensation Schedule is hereby amended as follows: a. RETIREMENT The present contract between the City and PERS shall be amended to provide the 2% at 50 retirement program effective on or before December 16, 1987. b. EDUCATION INCENTIVE A flat rate educational incentive will replace the current educational incentive percentage program, effective January 1, 1986, as follows: (1) Educational incentive for study toward an Associate of Arts degree or equivalent, or advanced POST certificate. Police Officer $135 per month Police Corporal $145 per month Police Sergeant $168 per month (2) Educational incentive for study toward'an Associate of Arts Degree or equivalent plus advanced POST certificate. Police Officer $270 per month Police Corporal $290 per month Police Sergeant $335 per month SECTION 3. The City Matrix of Benefits and Hours of Employee Groups is hereby amended such that: • Effective the second paycheck in June, 1986, the City shall increase the contribu- tion toward the payment of premiums for City contracted insurance coverage by a dollar amount equal to the July 1, 1986, increase in the cost of the Kaiser Foundation Health Plan. The City increase shall not exceed $30. RESOLUTION NO. 7147 SECTION 4. City of West Covina Resolution No. 1277, Section X(k) (2) is hereby amended to read as follows: is "Section X. (k) (2) Court Standby Pay For each occasion a sworn police employee is placed on standby by the courts, the City will pay the employee $Ab $45, provided such standby occurs beyond the employee's regularly assigned shift. The $fib $45 payment will be the maximum paid to any sworn police employee for all standby assignments in one day." 0 SECTION 5. BUDGET ALLOCATION The City Council does hereby allocate an amount of money sufficient to fund these salary and benefit adjustments for the life of the resolution, and authorizes the transfer of funds for these purposes from Project No. 79031. SECTION 6. The effective date of this resolution is January 1, 1986. SECTION 7. The City Clerk shall certify to the adoption of this resolution. Any excess to be used for deferred comp., life insurance or dental plan. (composite rate), $226 effective 7/l/86. Life Insurance Equal to J annual salary on date of death or.$10,000, whichever is greater plus an additional $10,000. City pays entire cost. Upon retirement City pays for $500 policy. $100,000 policy - death while on duty. Acting Pay After 30 consecutive calendar days - 5%. Education Incentive $135 for A.A. degree or equivalent and $270 for Advanced (permanent employees POST Certificate and A.A. degree. only) Unemployment Insurance Covered - Based on salary in base year. City pays entire cost. Worker's Compensation All medical bills paid plus up to 1 year full wage (work -related injuries continuance. and illnesses) Hours of Work Patrol - 4 ten hour shifts per week.
