A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA,
AMENDING THE CITY'S CLASSIFICATION AND COMPENSATION SCHEDULE AND RESOLUTION
• NO. 1277, AS AMENDED, AS THEY RELATE TO EMPLOYEES REPRESENTED BY THE UNITED
FIRE FIGHTERS OF COVINA/WEST COVINA LOCAL 2415, AFL-CIO.
WHEREAS, the City has met and conferred with representatives of the
United Fire Fighters of Covina/West Covina Local 2415, AFL-CIO; and
WHEREAS, the City and representatives of the United Fire Fighters
• of Covina/West Covina Local 2415, AFL-CIO agreed upon certain changes in
salaries, benefits and working conditions for members of said local and,
WHEREAS, the Memorandum of Understanding has been referred to the
City Council;
NOW, THEREFORE, the City Council of the City of West Covina does resolve
as follows:
SECTION 1. Resolution No. 1277, as amended, is hereby amended as
follows:
a. The City Classification and Compensation Schedule is amended such
that salary ranges are hereby amended as provided in Attachment "A" to
this resolution. Effective January 1, 1987, salary ranges will be amended
as provided in Attachment "B".
b. The Matrix of Benefits & Hours of Employee Groups is amended such
that:
(1) HEALTH AND WELFARE
Effective the second paycheck in June, 1986, the City shall increase
the contribution for employees' health insurance by a dollar amount equal
to the July 1, 1986, increase in the cost of the Kaiser Foundation Health
Plan. The City increase shall not exceed $30.
(2) RETIREMENT
The present contract between the City and P.E.R.S. will be amended
to provide the 2% at 50 retirement program effective on or before December
16, 1987.
(3) UNIFORMS
Effective January 1, 1986, the annual uniform allowance for em-
ployee -members shall be two hundred and fifty dollars ($250).
c. Class specifications set forth of Resolution No. 1277, Section
IV relating to fire fighters, fire engineers or fire captains are amended
such that effective January, 1986, new employee members will be required
to refrain from smoking any tobacco on or off duty during their tenure
with the City.
d. Section XI, (b) is amended to read as follows:
"(b) Effective January 1986, and thereafter, five (5) float-
ing personal leave days per calendar year to be taken
at time specified in the administrative quidelines,
shall be permanent holidays for all officers and em-
ployees of the City of West Covina except for employees
in position classifications in the Police and Fire
representation units. The 12th day of February, the
9th day of September and the 2nd Monday in October
also shall be holidays for employees in position classi-
fications in the Police representation units. Effective

1986, and thereafter, holidays will be granted on
the basis of one per month with no specific date
designation to all classifications represented by
the Fire representation unit and if an employee
terminates prior to the effective date of the
• traditional holiday, the holiday pay will be deducted
from the final check."
e. Section VIII, (c) is amended to read as follows:
"Section VIII. Salary on .Acting Temporary Appointment to
Higher Class (c) of Personnel Resolution No. 1277 shall
be amended as follows:
46 (c) Professional employees of the Fire Department serving
in an acting status shall be compensated in accordance with
provisions of Salary Resolution No. 1277.
In the event absences should occur they shall be filled
on a rank for rank basis. For example: Captain for Captain,
Engineer for Engineer, Fire Fighter for Fire Fighter, Para-
medic for Paramedic and Paramedic for Fire Fighter.
Exception: In the event an individual shall be off
duty creating a documented extended absence, extended defined
as a period greater than 30 consecutive days, an acting
or temporary assignment may be made to fill this absence
starting with the first shift after documentation. (1986

Acting or temporary assignments shall be made from
a current and valid promotional eligibility list developed
by the Personnel Department. For the purpose of acting
or temporary assignments the last previous promotional eligi-
bility list shall remain in effect until a new list is certi-
fied. When personnel are not available from the foregoing
list, appointments shall be determined by the Fire Department
management.
If any position of Fire Engineer, Fire Captain, or
Fire Battalion Chief is filled on a temporary or acting
basis by an employee whose existing classification is a
lower rank, he shall be paid a salary which is five percent
above his then existing salary commencing with the first
shift worked in the temporary assignment or acting assignment,
provided that the employee is fully qualified to perform
all the duties of that rank. (1976 Res. #5379)"
SECTION 2. BUDGET ALLOCATION
The City Council hereby allocates an amount of money sufficient to
fund these salary and benefit adjustments for the life of this resolution,
and authorize the transfer of funds for these purposes from Project No.
79031.
• SECTION 3. The effective date of this resolution is January 1, 1986.
SECTION 4. The City Clerk shall certify to the adoption of this resolu-
tion.
