Resolution - 7116• RESOLUTION NO. 7116 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, ADOPTING AMENDMENT NO. 1985-3 (LAND USE ELEMENT) TO • THE GENERAL PLAN AND AMENDMENT NO. 1 (LAND USE AND CIRCULATION PLANS) TO THE EAST HILLS SPECIFIC PLAN AND CERTIFYING THE ENVIRONMENTAL IMPACT REPORT AS IT RELATES THERETO. (Planning Commission Resolution No. 11-85-3417) The City Council of the City of West Covina, California, does hereby resolve as follows: WHEREAS, the owner of the property described below has requested the City of West Covina to reconsider the land use designation of said property as set forth in the General Plan and East Hills Specific Plan; and WHEREAS, said property, located at the terminus of Vanderhoof Drive and Virginia Avenue and is presently designated by the General Plan as "Suburban Density Residential" and by the East Hills Specific Plan as "Suburban", and WHEREAS, the above property owner has submitted requests for a zone change from "Residential -Agricultural (R-A), Area District III" to "Low Density Multiple -Family (MF-15)", a Tentative Tract .Map and a Precise Plan for twelve (12) condominium units, and a Variance for deficient recreation/leisure space; and WHEREAS, on November 6, 1985, the West Covina Planning Commission conducted a duly advertised public hearing and adopted Resolution No. 11-85 recommending to the City Council adoption of General Plan Amendment No. 1985-3 and East Hills Specific Plan Amendment No. 1 and certification of the Environmental Impact Report relating thereto; and WHEREAS, on November 25, 1985, the City Council of the City of West Covina, California, conducted a duly advertised public hearing on General Plan Amendment No. 1985-3 (Land Use Element), East Hills Specific Plan Amendment No. 1 (Land Use and Circulation Plans) and the Environmental Impact Report relating thereto and has concluded that the proposed amendment is consistent with the goals and policies of the City's adopted General Plan. NOW, THEREFORE, BE IT RESOLVED, that the City Council does • hereby adopt General Plan Amendment No. 1985-3 and East Hills Specific Plan Amendment No. 1 and certify the Environmental Impact Report as it relates thereto as being in compliance with the requirements of the California Environmental Quality Act of 1970 (CEQA), as amended.
