A RESOLUTION OF THE CITY .COUNCIL OF THE CITY OF WEST COVINA,
CALIFORNIA, AMENDING RESOLUTION NO.1277 RELATING TO CLASSIFI-
CATION AND COMPENSATION OF POSITIONS, AS AMENDED AND APPENDIX
A OF RESOLUTION NO. 6968, THE CITY'S SALARY RANGE STRUCTURE FOR
MANAGEMENT AND CONFIDENTIAL EMPLOYEES, AS AMENDED; APPROVING THE
CLASS SPECIFICATIONS AND SALARY RANGES FOR THE POSITIONS OF
PROGRAMMER ANALYST AND ASSISTANT CITY TREASURER.
WHEREAS the Personnel Commission has reviewed and recommends approval of
the Class Specifications for Programmer Analyst and Assistant City Treasurer; and
WHEREAS the Personnel Commission has reviewed and recommends approval of
a salary range of $2261 to $3052 for the Programmer Analyst Class and $1820 to $2455
for the Assistant City Treasurer Class; and
NOW, THEREFORE, the City Council of the City of West Covina, California
does resolve as follows:
SECTION 1. Pursuant to the recommendation of the Personnel Commission of
the City of West Covina, the class specification for Programmer Analyst attached
hereto and marked "Exhibit A" and the specification for Assistant City Treasurer
attached hereto and marked "Exhibit B" and by this reference are incorporated herein,
are hereby adopted.
SECTION 2. Resolution No. 1277, as amended, relating to classification
and compensation of positions is hereby amended to include the class specifications
for Programmer Analyst and Assistant City Treasurer; and
SECTION 3. Appendix "A" of Resolution No. 6968, relating to management
and confidential salaries, as amended, is hereby amended. The salary range of
the Programmer Analyst shall be $2261 to $3052 and the salary range of the Assistant
City Treasurer shall be $1820 to $2455.
SECTION 4. The remaining provisions of Resolution No. 1277 as amended
and Resolution No. 6968 as amended shall remain in full force until amended or
repealed by resolution of the City Council.
SECTION 5. The effective date of this resolution is November 25, 1985.
SECTION 6. The City Clerk shall certify to the adoption of this
resolution.

Job Summary
_CLASS SPEC:FiCATION
NOVEMBER i985
Under general supervision, participates in the planning, develooment and
modification of routine programs and systems to be processed by an elec-
tronic computer (HP/3000, HP 150) and related equipment; performs technical
functions such as program coding, testing, and debugging for data processing;
may provide supervision for computer operations; and related work as required.
Incumbents are expected to work independently on programming tasks of average
difficulty and may be assigned basic systems analysis tasks.
Representative Duties
Assists in the study and analysis of operating systems for programming on a
computer; may program changes; prepares test data for debugging new programs
and corrects and revises programs as necessary; designs and develops detail
and formats, source documents, disc files, output report formats, and Pro-
grams instruction to complete application; designs and develoos fob control;
writes coding specifications; Provides and applies Programming -:or HP 150
using generic packages including Lotus and Condor; assists user Departments
in designing input and output documents; answers questions and :rovides 'n-
formation to users, and may train staff in data processing.

ASSISTANT CITY TREASURER
Job Summary
CLASS SPECIFICATION
OCTOBER 1985
Under direction of the City Treasurer, plans, organizes, coordinates, and par-
ticipates in the work of the office of the City Treasurer including, but not
�.-limited to: receiving,.. disbursing and accounting for funds; preparation and
reconciliation of bank deposits -and statements; supervision of City's business
license program; supervision of day-to-day operation of the office. Assists
City Treasurer in issuance of various public agency debt instruments; par-
ticipates in the supervision of investments; may act as City Treasurer as
designated.
is Representative Duties
Assists the City Treasurer in administering the bonds of the City and the
Redevelopment agency including collection of principal and interest install-
ments, premium payoffs and disbursements of monies collected to the bond-
holders, when to call bonds and what bonds to call; participates in the
supervision of short and long term investments and maintains investment re-
cords; assists the City Treasurer in the analysis of revenue and financial
information system reports, identifying trends, pinpointing problem areas,
and suggesting corrective or other action to improve the effectiveness of
department operations; serves as contact between the City and the fiscal agent
and oversees the fiscal agent policies; prepares and monitors Department bud-
get, supervises, trains, and evaluates department staff.
QUALIFICATIONS GUIDE
Trainina and Experience
Any combination of education and experience that would likely provide the re-
quired knowledge anc skills would be qualifying. A typical way to obtain the
knowledge and skills would be:
Experience:
Two years experience in accounting or finance in the public sector.
Education:
Equivalent to completion of a Bachelor's degree in Finance or Business Ad-
ministration.
Knowledge and Abilities
Must possess excellent financial analytical skills; good writing and reporting
skills; ability to produce fiscal reports; requires knowledge of: the methods,
practices, and terminology used in financial and statistical work; financial
administration principles and practices including financial reporting, laws and
ordinances regulating public finance. Must have supervisory and managerial skills
and training ability. Requires ability to establish and maintain effective work-
ing relationships with City officials, co-workers, and the general public.
