Resolution - 7097RESOLUTION NO. 7097 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, RECOGNIZ- ING THE EXCEPTIONAL CONTRIBUTIONS OF • A MANAGEMENT EMPLOYEE. WHEREAS, the Management and Confidential Productivity -Compensa- tion Plan was prepared by Hamilton & Associates and adopted by the City Council in 1981; and • WHEREAS, the' Plan establishes an Exceptional Contribution Pay Program, which is designed to recognize and encourage significant contributions to the City service which exceeds expectations or job requirements; and WHEREAS, the members of the City Council of the City of West Covina have individually and jointly considered the performance of City Manager Herman R. Fast; and WHEREAS, Mr. Fast's consistently high performance and service to the City of West Covina have resulted in significant achievements and improvements for the City, including but not limited to the following: He has successfully represented the interests of the City Council through such issues as the property acquisitions on Juniper Street and the planning for transition of the BKK Landfill; He has effectively utilized the resources of the City in accordance with goals and policies established by the Council; He has developed programs to enhance the image of the City of West Covina through diverse means ranging from appropriate public and media informa- tion to the initiation of more stringent but sensitive property maintenance procedures; He has actively encouraged and implemented programs and projects which enhance the City's economic base; He has enhanced communication with the City Council and the public through effective staff work, the establishment of procedures which reflect more stringent requirements of the Ralph M. Brown Act, and other methods which facilitate .open and informed decision -making; He has implemented productivity improvements which have resulted in the improvement of municipal services, including the construction of new public safety facilities, the establishment of more cost-effective recreation programming, and the implementation of productivity study recommenda- tions in several departments of the City; He has fostered a high morale and positive self-image among West Covina City employees at all levels through successful labor relations, management team building, and increased integration of effort at all levels. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of West Covina as follows: SECTION 1. That Herman R. Fast, City Manager, is hereby recognized for continuous excellence in his service to the City Council • and the community of the City of West Covina., SECTION 2. That Mr. Fast shall be granted an Exceptional Contribution Award in the amount of $3,500 as authorized in Section 3.5 of the Management and Confidential Productivity -Salary Plan. SECTION 3. That an appropriation is hereby made from General Fund Contingencies in the amount of $3,500 for this purpose. SECTION 4. The City Clerk shall certify to the adoption of this resolution.
