Resolution - 7090CJ . • RESOLUTION NO 7090 A RESOLUTION'OF THE CITY COUNCIL OF THE CITY OF WEST COVINA,'CALIFORNIA CONCURRING THE MARCH 19, 1'19.BVURDATE'',: OF THE LOS ANGELES COUNTY SOLID WASTE.`MANAGEMENT PLAN, NON -HAZARDOUS WASTE ELEMENT, AS REVISED. WHEREAS, the State Solid Waste Management and Resource Recovery Act of 1976, requires preparation of a County Solid waste Management Plan (Hereinafter referred to as The Plan), and updating of The Plan every three years; and WHEREAS,,the, CaliforniaWaste Management Board approved The Plan on December 16, 1977;' acid WHEREAS, since.`adoption and impelementation of The Plan, a number of changes have occurred which warrant a comprehensive update of The Plan elements,, and WHEREAS, the majority of the cities within the County which contain a majority of the population of the incorporat d areas of the County approved the updated Plan by resolution; and WHEREAS, On December 18, 1984, the updated Plan was submitted to the Board of Supervisors for approval consideration, but the .Board found The Plan to be deficient in its identification of established land disposal sites; and WHEREAS, during the one year from the preparation of the updated Plan, changes have occurred and requests for revisions have been received which resulted in the preparation of Revision "A", are subject to the approval of the majority of the cities within the incorporated area of the County; and WHEREAS; the updated Plan, Nonhazardous Waste Element and Revision "A" was submitted to the City Council on September 9, 1985, for their consideration of approval; and WHEREAS, the City Council agrees that Sections I, II, and III of. Revision "A" are appropriate additions or revisions to ='the Plan; • and WHEREAS, the City Council of the City of West Covina disagrees with the placement of other waste -to -energy facilities in the Plan, labeled "Azusa" and "Spadra" as shown in Section IV of Revision "A"; and WHEREAS, it is the City Council's belief that the distribution of waste -to -energy projects should -occur throughout the County and not be concentrated within the San Gabriel Valley; and W1-�EREAS,_in addition to the above name facilities, similar waste energy projects are already listed for cities of . Irwindale and Commerce, and for the Puente Hills Landfill; and WHEREAS, it is the opinion of the City Council that this is a definite.overload of the San Gabriel Valley with waste -to -energy projects. NOW THEREFORE BE IT RESOLVED. the City Council of the . City of West Covina approves Section I, II, and III, of the updated Plan, Nonhazardous Waste Element, Revision "A", and disapproves Section IV, Revision "A".
