Resolution - 7063RESOLUTION NO. 7063 • A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, SUPPORTING THE FORMA- TION OF A TRANSPORTATION ZONE STEERING COMMITTEE. WHEREAS, the twenty-nine cities of the San Gabriel and Pomona Valleys share a common goal of improving the mobility for their residents within and beyond their boundaries; and WHEREAS, these cities currently account for seventeen percent (17Z) of the Los Angeles County population, and receive only ten percent (10%) of the Southern California Rapid Transit District's daily service, and only seven percent (7Z) of the dollars expended by the Southern California Rapid Transit District; and WHEREAS, the Southern California Rapid Transit District is facing serious constraints on their local and federal o.perating assistance which will cause fares to rise to eighty-five cents ($0.85) and as many as two hundred buses to be cut from service; and WHEREAS, the Southern California Rapid Transit District's labor contract forbids their use of lower cost private operators in order to preserve service and save their scarce operating funds; and WHEREAS, the Los Angeles County Transportation Commission has for many years had the ability to create transportation zones with subregional authority for managing transportation operations with the zone. THEREFORE, BE IT RESOLVED THAT the City Council of the City of West Covina supports the formation of a Transportation Zone Steering Committee in order to prepare an organization agreement along with a detailed plan for the phased implementation, operation and financing of a transportation zone in the twenty-nine cities of the San Gabriel and Pomona Valleys; and BE IT FURTHER RESOLVED THAT this Steering Committee should be com- prised of five (5) members: Two (2) councilmembers selected by the cities within the proposed zone, two (2) members determined by the supervisors representing those cities, and one (1) member who shall be the Corridor "D" City Selection Committee representative to the Southern California Rapid Transit District Board.
