Resolution - 7060RESOLUTION NO. 7060 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, AMENDING RESOLUTION NO. 1277 RELATING TO CLASSIFICATION AND COMPENSATION OF POSITIONS AS AMENDED AND APPENDIX A OF RESOLUTION NO. 6967, THE CITY'S BASIC PAY RANGE STRUCTURE FOR EMPLOYEES IN THE • WEST COVINA GENERAL EMPLOYEE'S ASSOCIATION, AS AMENDED.; APPROVING THE CLASS SPECIFICATION AND SALARY RANGE, DELETING ONE BUILDING INSPECTOR POSITION AND CREATING THE POSITION OF PLAN CHECKER IN THE BUILDING AND SAFETY DEPARTMENT. 0 WHEREAS the Personnel Commission has reviewed and recommends approval of the Class Specification for Plan Checker; and .WHEREAS the Personnel Commission has reviewed and recommends approval of a salary range of $2119 to $2576 for the Plan Checker class; and WHEREAS the Personnel Commission has reviewed and recommends approval of the deletion of one Building Inspector position; NOW, THEREFORE, the City Council of,the City of West Covina, California does resolve as follows: SECTION 1. Pursuant to the recommendation of the Personnel Commission of the City of West Covina, the class specification for Plan Checker attached hereto and marked "Exhibit A" and by this reference incorporated herein, is hereby adopted. SECTION 2. Resolution No. 1277, as amended, relating to classification and compensation of positions is hereby amended to include the class specification for Plan Checker. SECTION 3. Appendix "A" of Resolution No. 6967, as amended, the City's basic pay range structure for employees in the West Covina General Employees Association, is hereby amended, adding the position of Plan Checker, and deleting one position of Building Inspector. The salary range for the class of Plan Checker shall be $2119 to $2576. SECTION 4. The remaining provisions of Resolutions No. 1277 as amended and Resolution No. 6967 as amended, shall remain in full force and effect until amended or repealed by resolution of the City Council. SECTION 5. The effective date of this Resolution is July 22, 1985. SECTION 6. The City Clerk shall certify to the adoption of this Resolution. Makes comprehensive reviews of building plans submitted by contractors, architects, or homeowners; assists in the enforcement of applicable building, mechanical, elec- trical, and plumbing codes and ordinances; maintains liaison with departments concerned with building and related code compliance, trains personnel to meet immediate and future needs; may perform structural inspections in the field on special projects; and performs related work as required. Representative Duties Receives and reviews residential, apartment, commercial building plans; completes plan check applications, determines necessary changes and corrections under Code requirements, and fills out correction sheets; coordinates Precise Plan, Zone Variance, and Building Permit procedure through Planning, Engineering, Fire Prevention, and other City offices, for clearance as necessary; acquaints appli- cants with all legal building requirements and assists applicants in determining ways of bringing their plans into conformance; checks building plans for conform- ance to code requirements; checks structural calculations on residential, apart- ment, and single story commercial buildings; makes field inspections of structural conformancd to approved plans, specifications, and codes; confers with architects, designers, contractors, and the general public regarding City code requirements; issues building permits; provides information interpretation and training to building inspectors; assists in preparation of department budget; and coordinates clerical and office procedures of the department. QUALIFICATIONS GUIDE Training and Experience Equivalent to graduation from high school; and Three years of journey -level experience in all types of building construction such as a foreman, general contractor, or maintenance engineer. Additional college level training in fields related to this work is desirable. Knowledges and Abilities Good knowledge: of electrical installations and of heating, air conditioning, and ventilating equipment and installations in all types of buildings and structures; of blueprint reading; of building, plumbing, and electrical codes, ordinances, and laws; knowledge of principles and practices of building inspections, building materials, accepted safety standards, and modern methods of building construction. Ability: to analyze, interpret, and accurately check building plans and speci- fications; to prepare clear and detailed written reports; to establish and main- tain effective public relations. • Licenses valid —California Motor Vehicle Operator's License. ICBO certification highly desirable.
