Resolution - 7020RESOLUTION NO. 7020 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, APPROVING THE CLASS SPECIFICATION AND SALARY RANGE FOR CABLE COORDINATOR AND AMENDING RESOLUTION 1277, CLASSIFICATION AND COMPENSATION OF POSITIONS AS AMENDED; APPENDIX A OF RESOLUTION 6968, • MANAGEMENT AND CONFIDENTIAL SALARIES, AS AMENDED. • WHEREAS the City Council requested the development of Class Specification and a salary range for the position of Cable Coordinator; and WHEREAS a classification study and salary survey were conducted; and WHEREAS the Personnel Officer revie�,ed and recommends approval of the • Class Specification and approval of a salary range of $2,183 - $2,947 for the Cable Coordinator class; 0 L.� NOW, THEREFORE, the City Council of the City of West Covina does resolve as follows: SECTION 1. Pursuant to the recommendation of the City of West Covina, the class specification for Cable Coordinator attached hereto and marked "Exhibit A" and by this reference incorporated herein, is hereby adopted. SECTION 2. Resolution 1277 relating to classification and compensation of positions is hereby amended to include the revised class specification for Cable Coordinator. SECTION 3. Attachment "A" of Resolution 6968 relating to Management and Confidential Salaries is hereby amended to include the classification of Cable Coordinator at the salary range of $2,183 - $2,947. SECTION 4. The effective date of this resolution is May 13, 1985. SECTION 5. The City Clerk shall certify to the adoption of this resolution. Performance of this function may include developing and coordinating City -generated cable television programming, evaluating the costs and benefits of cable services and technology as they become available; preparing policies and procedures for the development of City cable television production facilities and equipment; interfacing with the cable franchisee, subscribers, and users; preparing for the establishment of a local access organization, as directed, and providing staff support once it has been established; writing reports and other informational materials, and making presentations before the City Council and community organizations; and performing other related duties as assigned. Class Characteristics This is a management position characterized by specialized staff work of a highly responsible nature. The Cable Coordinator will be responsible for developing and promoting the City cable programming operations and other CATV system applications which will entail the establishment of close working relationships with representatives of all levels of city government, outside agencies, community organizations, and the cable operator. Assignments will, in general, require proficiency in both • oral and written communication skills, and the exercise of a high degree of creativity requiring the application of professional expertise and independent judgment subject to periodic review and policy determination by the City Manager and/or Department Head. Representative Duties Interpret, administer, and enforce the City's Cable Ordinance and Franchise Agreement. Receive and resolve cable -related inquiries and disputes from cable subscribers, users, and the cable operator. Prepare reports and make presentations before the City Council and community orgnanizations on cable -related matters. • Develop and coordinate City -generated cable television programming such as cablecasting of City Council meetings, Commission meetings, City news reports, City projects, and various community events. Work with Department Heads to establish cable system usage goals and objectives. 0 Administer existing cable services and evaluate the costs and benefits of new cable services as they become available. Assist in the formation of a local access organization, and act as its staff liaison once it has been established. • Establish effective working relations with other municipal agencies, private organizations, community groups, and the cable operator, in overseeing the production, scheduling, and cablecasting of local access programming. Prepare articles, notifications to the media, reports, and other informational materials for publication; and organize exhibits, programs, and other activities for public presentation. QUALIFICATIONS GUIDE Training and Experience Graduation from a four-year college or university with a major in communications, public relations, journalism, or a related field; and Experience in the field of telecommunications or the cable television industry that has provided the specific knowledge, skills, and abilities necessary to perform assigned cable coordinator duties. Experience in, and familiarity with, the field of public administration, public information or public media is desirable. 0 Knowledge and Abilities Working knowledge of the structure and operations of municipal government and of departmental programs. Thorough working knowledge of the properties, methods, and resources of telecommunications programming; the techniques of public relations and promotion; and the principles of supervision and training.
