Resolution - 6979RESOLUTION NO. 6979 • is A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, AMENDING RESOLUTION NO. 6815 RELATING TO THE SALARIES AND BENEFITS FOR EMPLOYEES REPRESENTED BY THE WEST COVINA FIREMAN'S ASSOCIATION AND RESOLUTION NO. 1277 AS AMENDED, RELATING TO COMPENSATION AND CLASSIFICATION OF POSITIONS. WHEREAS the City has met and conferred with representatives of the West Covina Fireman's Association; and WHEREAS the City and representatives of the West Covina Fireman's •Association agreed upon certain changes in salaries, benefits, and working condi- tions for members of said Association; and City Council; WHEREAS the Memorandum of Understanding has been referred to NOW, THEREFORE, the City Council of the City of West Covina does resolve as follows: SECTION 1. SALARY That Attachment A of Resolution No. 6815 and Section VI of of Resolution No. 1277 as amended, is hereby amended by Attachment A of this resolution. SECTION 2. HEALTH AND WELFARE A. Effective July 1, 1985, the City shall increase the contribution for employee health insurance by a dollar amount equal to the July 1, 1985, increase in the cost of the Kaiser Foundation Health Plan. The City increase shall not exceed $35. • B. The City shall make its increased contribution as set forth in "A" above effective with the last pay period in June, 1985, in order to meet the prepaid requirements of the health insurance carrier. SECTION 3. HOLIDAYS A. Effective 1985, and thereafter, the City will recognize Christmas Eve as an official holiday for 40-hour personnel except in calendar years which include Christmas Day as a Saturday, Sunday, or Monday. B. Effective 1985, the City will discontinue the practice of allowing an unoffi- cial half -day holiday which could be taken on Christmas Eve or New Year's Eve by 40-hour personnel. The one-half day holiday on Good Friday afternoon will also be discontinued in 1985 for 40-hour personnel. C. Effective 1986, and thereafter, the City will observe George Washington's Birth- day as a floating holiday for 40-hour personnel. SECTION 4. SICK LEAVE Section XIII. Sick Leave (c) of Personnel Resolution No. 1277 shall be amended as follows: .Five (5) days per calendar year will be provided for death of a parent, spouse, children, brothers and sisters. . SECTION 5. UNIFORMS Effective January 1, 1985, the annual uniform allowance for employee -members shall be two hundred and fifteen dollars ($215.00) per year. New employees shall be furnished an initial uniform issue and a full physical exercise uniform. SECTION 6. SALARY ON ACTING TEMPORARY APPOINTMENT TO HIGHER CLASS Section VIII. In the event that the Department shall make acting temporary assignments such assignments shall be made in accordance with the provisions of this section Temporary assignments shall be defined as "acting" and/or "move -up" • A "Suitcase Firefighter" is defined as a Firefighter who is permanently assigned for the purpose of qualified relief for Firefighter rank. A. Acting temporary assignments may be made to fill any vacancy except as follows: 1. Vacancies occuring due to vacation shall be filled by rank for rank recall. A "Suitcase Firefighter", if available, will be used for the rank of Firefighter vacations, prior to rank for rank recall 2. At such time as "Suitcase Firefighters" are not available all vacancies occuring due to vacation shall be filled by rank for rank recall 3. Any vacancy, other than vacation, that cannot be filled by temporary assignment of on -duty personnel shall be filled by recall of an employee holding the rank of the vacant position. SECTION 7. BUDGET ALLOCATION That the City Council does hereby allocate an amount of money sufficient to fund these salary and benefit adjustments for the life of this resolu- tion, and authorize the transfer of funds for these purposes from Project 79030. SECTION 8. The effective date of this resolution is January.l, 1985. SECTION 9. The City Clerk shall certify to the adoption of this resolution.
