Resolution - 6967RESOLUTION NO. 6967 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, AMENDING APPENDIX "A" OF RESOLUTION NO. 6802, THE CITY'S BASIC PAY RANGE STRUCTURE, AND RESOLUTION NO. 1277 AS AMENDED, RELATING TO CLASSIFICATION AND COMPENSATION OF POSITIONS; AND FIXING COMPENSATION AND BENEFITS FOR EMPLOYEES IN THE WEST COVINA CITY GENERAL EMPLOYEE'S ASSOCIATION. • WHEREAS, the City of West Covina has met and conferred with the West Covina City General Employee's Association; and WHEREAS, the City of West Covina and the West Covina City General Employee's Association have mutually agreed in a Memorandum of Understanding;, NOW, THEREFORE, the City Council of the City of West Covina does resolve as follows: SECTION 1. That Appendix "A" of Resolution No. 6802, the City's Basic Pay Range Structure is hereby amended by Exhibit "A" of this Resolution; and Section 6 of Resolution No. 1277 as amended, is hereby amended by this resolution. SECTION 2. The Basic Pay Range Structure for employees in classes represented by the West Covina City General Employee's Association shall be increased pursuant to Exhibit "A" which is in the Personnel Department. SECTION 3. HEALTH INSURANCE A. Effective July 1, 1985, the City shall increase the contribution for employee health insurance by a dollar amount equal to the July 1, 1985, increase in the cost of the Kaiser Foundation Health Plan. The City increase • shall not exceed $35. B. The City shall make its increased contribution as set forth in "A" above effective with the last pay period in June 1985, in order to meet the prepaid requirements of the health insurance carrier. C. Effective July 1, 1986, the City shall increase the contribution for employee health insurance by a dollar amount equal to the July 1, 1986 increase in the cost of the Kaiser Foundation Health Plan. The City increase shall not exceed $35. D. The City shall make its increased contribution as set forth in "C" above effective with the last pay period in June 1986 in order to meet the prepaid requirements of the health insurance carrier. SECTION 4. COMPENSATORY TIME Section X. Overtime and Compensating Time Off (c) (1) of Personnel Resolution No. 1277 shall e amended as fo ows: • (e) (1) Non -safety - in lieu of cash payment, an employee may accrue compensatory time at time and one half. Such compensatory time shall be subject to epartment ea approva SECTION 5. HOLIDAYS Section XI. Holidays (a) (b) of Personnel Resolution No. 1277 shall be amended as follows: . (a) Holidays for all offices and employees of the City of West Covina shall be: the 1st day of January, thelast Monday in May, the 4th day of July, the llth day of November, the 24th day of December except in calendar years which include December 25 as a Saturday, Sunday or Monday, the 25th day of December, and every day apppointed • by the President of the United States or the Governor of the State for a public fast , thanksgiving, or holiday, provided that on any day appointed by the President or the the Governor as a special or limited holiday, City offices shall be open and shall function in • their normal and usual manner, and all other public functions shall be performed as on days which are not holidays. (b) Effective 1985 and thereafter, four (4) floating personal leave days per calendar year, observance of Washington's Birthday to be included as one 1 of these four , to be taken at times specified in the administrative gui a Ines, shall be permanent holidays for all offices and employees of the City of West Covina, except for employees in position classification in the Police and Fire representative units. Effective 1986, and thereafter, five (5) floating personal leave days per calendar year, observance of Martin Luther King s Birthday to be included as one (1) of these five (5),.to be taken at times specified in the administrative guidelines, shall be permanent holidays for all offices and employees of the City of West Covina except for employees in position classifications in the Police and Fire representative units. The 12th day of February, the 9th day of September and the 2nd Monday in October also shall be holidays for employees in position classifi- cation in the Police and Fire representative units. SECTION 6. SICK LEAVE • Section XIII. Sick Leave (c) of Personnel Resolution No. 1277 shall be amended as follows: Five (5) days per calendar year will be provided for death of parent, spouse, children, brothers and sisters. SECTION 7. UNIFORMS Effective January 1, 1985, the annual uniform allowance for Police Records Clerks I and II shall be one hundred fifty dollars ($150). Effective January 1, 1985, rental uniforms shall be provided to employee members in the print shop. Effective January 1, 1985, an annual -uniform cleaning allowance of seventy five dollars ($75) shall be established for Community Service Officers. Effective January 1, 1986, the annual uniform allowance for Community Services Officers shall be one hundred seventy five dollars ($175) per year. SECTION 8. BUDGET ALLOCATION - That the City Council does hereby allocate an amount of money sufficient is to fund these salary and benefit adjustments for the life of this resolution, and authorize the transfer of funds for these purposes from Project 79030. SECTION 9. The effective date of this resolution is January 1, 1985. SECTION 10. The City Clerk shall certify to the adoption of this • resolution.
