Resolution - 6858RESOLUTION NO. 6858 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, ADOPTING THE WESTSIDE SPECIFIC PLAN AND CERTIFYING THE ENVIRONMENTAL IMPACT REPORT AS IT RELATES THERETO. (Planning Commission Resolution No. 5-84-3317) • The City Council of the City of West Covina, California, does resolve as follows: WHEREAS, on August 11, 1980, the City Council directed the Planning staff to prepare an Orangewood Specific Plan for the area south of the San Bernardino Freeway between the westerly City bound- ary and Sunset Avenue, and generally bounded on the north by Garvey Avenue, on the southwest by the Walnut Creek Channel and on the southeast by Merced Avenue; and WHEREAS, preparation of the plan was delayed until September, 1982; and WHEREAS, the name of the plan was changed from Orangewood to Westside Specific Plan and the southerly and easterly boundaries were adjusted to follow the Walnut Creek Channel to the easterly and northerly lines respectively, of the single-family subdivisions at the east side of Orange Avenue, north of Merced Avenue; and WHEREAS, on January 24, 1983, the City Council appointed a 24-member Citizens' Advisory Committee from volunteer property owners from within the Westside area to meet with City staff and develop policy statements addressing issues pertaining to land use, circulation, public services and facilities and environmental matters within the Westside Specific Plan area; and • WHEREAS,.after due deliberation, the Citizens' Advisory Committee and City staff developed a series of policy statements culminating in the final draft of the Westside Specific Plan; and WHEREAS, since it had been determined that the proposed Plan may result in significant impacts on the environment, an Environmental Impact Report has been prepared pursuant to require- ments of the California Environmental Quality Act of 1970; and WHEREAS, on May 2, 1984, the Planning Commission, at a duly advertised public hearing, reviewed the Specific Plan and the Environmental Impact Report pertaining thereto and adopted Resolu- tion No. 5-84-3317 recommending to the City Council adoption of the Westside Specific Plan and certification of the Environmental Impact Report as it pertains thereto; and WHEREAS; on May 29, 1984, the City Council of the City of West Covina, California, conducted a duly advertised public hearing -on the Westside Specific Plan and as a result of investigations and 'studies in its behalf, concluded that the Westside Specific Plan will enhance the City of West Covina and is consistent with the policies of the City's adopted General Plan. NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of West Covina, California, does hereby adopt a resolution adopting the Westside Specific Plan and does certify the Environ- mental Impact Report as it pertains thereto as being in compliance with the requirements of the California Environmental Quality Act of 1970 (CEQA) as amended. FINALLY RESOLVED, that the City Clerk shall certify to the adoption of the resolution. ADOPTED and APPROVED this 29th day of May, 1984.
