A RESOLUTION OF THE CITY COUNCIL, CITY OF WEST
• COVINA, CALIFORNIA, INITIATING AN AMENDMENT
TO CHAPTER 26 OF THE MUNICIPAL CODE PERTAINING
TO THE MAINTENANCE OF LANDSCAPING ON RESIDENTIAL
PROPERTY.
WHEREAS, on December 6, 1982, the City Council conducted
a study session on the subject of the current status of maint-
enance property in the City of West Covina, both residential and
commercially zoned property; and
WHEREAS, as a result of that study session, the City
Council directed City Staff to conduct further studies on the
subject of the maintenance of the landscaping in front yards in
the residential zones and report to the City Council; and
WHEREAS, on January 30, 1984, the City Council conducted
a study session at which time a report was received on the
subject of the maintenance of landscaping in residential zones; and
WHEREAS, the City Council, after discussion and con-
sideration of this information, decided it was in the best inter-
est of the residents of West Covina and the community that an
appropriate code amendment should be initiated to address the
maintenance of landscaping in the front yards in residential
• zones; and
WHEREAS, the City Council of the City of West Covina
requested the amendments address the following areas:
a. Overgrown vegetation on premises.
b. Dead, decayed or diseased trees or weeds on
premises which constitutes unsightly conditions.
C. Maintenance of premises out of harmony or con-
formity with the maintenance standards of
adjacent properties or improvements as to cause
substantial diminutation of use or value
(depresses value, impairs investment, or causes
economic maladjustment); :and
WHEREAS, the City Council requests the Planning
Commission to conduct the appropriate hearings and give broad
public notice and opportunity for the public to corment on the
intended code changes.
NOW THEREFORE BE IT RESOLVED, that the City Council of
West Covina, California, approves the initiation of an
amendment to Chapter 26 of the .Municipal Code pertaining
to the maintenance of landcaping on residential property.
