A RESOLUTION OF THE CITY OF WEST COVINA AMENDING
RESOLUTION NO. 6477 RELATING TO SALARIES AND BENE-
FITS FOR EMPLOYEES REPRESENTED BY THE WEST COVINA
POLICE OFFICER'S ASSOCIATION, AND RESOLUTION NO.
1277 RELATING TO COMPENSATION AND CLASSIFICATION
OF POSITIONS.
WHEREAS the City of West Covina has met and conferred
with representatives of the West Covina Police Officer's Associa-
tion, and
WHEREAS the City and representatives of the West Covina
Police Officer's Association have agreed upon certain changes in
salaries, benefits and working conditions for members of said
Association, and
WHEREAS the Memorandum of Understanding has been referred
to the City Council,
NOW, THEREFORE, the City Council of the City of West
Covina does resolve as follows:
SECTION 1. That Attachment "A" of Resolution No. 6477
and Section VI of Resolution No. 1277 is hereby amended by Attach-
ment "A" of this resolution.
SECTION 2. RETIREMENT
That the City will contribute an additional one percent
(1%) of salary to PERS which shall be an additional portion of the
normal contribution required to be paid by a member, effective
January 1, 1984.
• SECTION 3. HEALTH AND WELFARE
A. That the City will increase the health and welfare benefit
from $144 per month to $165 per month per qualifying employee toward
the payment of premiums for city -contracted insurance coverage; pro-
vided however, that in instances where an employee's medical insurance
premium is less thari_the City's $165 contribution, such employee may
have the "excess" monies credited toward one or more of the City -
sponsored benefit programs, effective January 1, 1984.
B. That the City will increase the health and welfare bene-
fit by an amount equal to the dollar amount of the increase in the
Kaiser Foundation Health Plan premium, effective July 1, 1984. This
increase is subject to a $35.00 limit.
C. That the City will include the Student, Prescription
and Vision Options on the Kaiser Foundation Health. Plan for members
of the West Covina Police Officer's Association, effective July 1, 1984.
D. That retirees will be included on the Kaiser Foundation
Health Plan upon employee request. This benefit shall be available
to employees who have ten or more years of service with the City of
West Covina, -or receive a disability retirement,'effective July 1, 1984.
The employee/retiree will pay the premium expense. The provision of
• this benefit is subject to approval by Kaiser.
E. Beneficiary's Continuance - That effective January 1,
1984, if a sworn employee is killed in the line of duty, while en-
gaged in official police business, the decedent's spouse and/or
dependents, if not provided with an employer -paid health insurance
program equal to the City of West Covina program, shall be eligible
for City payment of City -provided health insurance, subject to the
following:
(1) Said spouse and/or dependents must have been covered
• by City -provided health insurance program at the time of the em-
ployee's death.
(2) Payment for health insurance shall be terminated upon
remarriage of the affected spouse; or in the case of dependent child-
ren, on their reaching the age of majority or upon being adopted.
(3) Maximum monthly amount payable under this program shall
not exceed the amount available to existing employees for the purpose
of health insurance.
(4) The term of this program shall not exceed ten years
from the date of such employee's death.
SECTION 4. UNIFORMS
A. That the City shall increase the uniform allowance for
sworn employees to $200 per year, effective January 1, 1984.
B. That the City shall increase the uniform cleaning
allowance for sworn employees to $125 per year, effective January 1,
1984.
SECTION 5. HOLIDAYS
That the City will amend Resolution No. 1277, to delete
• Columbus Day as a holiday and add the Friday after Thanksgiving Day
as a holiday for employee members of the Association, effective
January 1, 1984.
SECTION 6. COMPENSATORY TIME
That the City will amend Resolution No. 1277, to reflect
that subject to approval of the employee's supervisor,,all overtime
worked, except time spent in formal training, shall be paid at the
rate of time and one-half, or credited as compensatory time at time
and one-half. Supervisory approval of time and one-half shall not
be withheld unless the overtime was made necessary by the employee's
intentional neglect of customary duties. Formal training as used in
this section shall not include time spent in on-the-job training of
new police officers by training officers.
SECTION 7. BUDGET ALLOCATION
That the City Council does hereby allocate an amount of
money sufficient to fund these salary and benefit adjustments for the
life of this Resolution, and authorize the transfer of funds for these
purposes from Project 79030.
SECTION 8. The effective date of this resolution is
January 1, 1984.
• SECTION 9. The City Clerk shall certify to the adoption
of this resolution.
