Resolution - 6813RESOLUTION NO. 6813 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, CREATING THE WEST COVINA • WASTE MANAGEMENT ADVISORY COMMITTEE. WHEREAS, on May 31, 1983, the City Council held a joint meeting with the Community Representatives to the B.K.K. Landfill Hazardous Waste Disposal Transition Task Force to discuss the future role of the Transition Task Force; and WHEREAS, the result of that meeting, the City Council directed staff to prepare a report on the alternatives for the restructuring of the Transition Task Force to provide an advisory role for waste management affecting the City; and WHEREAS, pursuant to a City Council request, the Community Representatives provide input into the final report presented to the City Council at the January 23, 1984 City Council Meeting; and WHEREAS, after discussion and due consideration of all of the input offered on this matter, the City Council finds: 1. The formation of the Waste Management Advisory Committee as set forth in attached Exhibit "A" meets the City's need for an advisory body to assist the City Council on the waste management subject. 2. The formation of a Commission would imply a per- manence of the waste management problem affecting the City when the City Council's goal continue to be transition within the original specified time period and the waste management problems are in- tended to be resolved in the near term. 3. The results achieved by, or performance of;.the advisory group is what is important, not the name of the group. 4. The staffing necessary for the Committee's functions can be adequately provided by the City staff. NOW, THEREFORE BE IT RESOLVED, that the City Council approves the creation of the West Covina Waste Management Advisory Committee as set forth in attached Exhibit "A". Composition: The Committee composition shall consist of five, members, residents of the City and appointed by the City Council. Functions: The functions of this Committee include: 1. Conduct quarterly meeting of the Transition Task Force as it is currently constituted to facilitate transition from the land disposal of hazardous waste and maintain liaison with the responsible agencies that deal with aspects of the waste management issue. 2. Recommend to the City Council the development of State legislation that should be enacted to facil- itate transition, improve the management of hazardous and non -hazardous wastes and otherwise improve the protection of the public's health and the environment. 3. Pursue the enactment of State legislation specified in 2 above including the securing of sponsors, lobbying and testifying on behalf of the legislation in conjunction with the efforts of the -City Council . 4. Conduct meetings with individuals, groups, and organizations to establish and maintain an open dialogue for input and discussions of waste management issues and gain support for the improvement of waste management. Meetings: The Committee will meet monthly. The regular meetings will be held in the evening in City Nall. The specific time and place will be selected by the Committee. A majority of the members of the Committee shall con- stitute a quorum for the transaction of business. All meetings, including special teetings, shall be Brown Act, Section 54950 et. seq. of the California Government Code.
