Resolution - 6805RESOLUTION NO. 6805 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, ADOPTING AMENDMENT NO. 1983-3 (Land Use Element) TO THE GENERAL PLAN AND CERTIFYING THE NEGATIVE DECLARATION OF ENVIRONMENTAL IMPACT AS IT RELATES THERETO. THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, DOES RESOLVE AS FOLLOWS: WHEREAS, the owner of the property described below has requested the City of West Covina to reconsider the land use desig- nation of said property as set forth in the General Plan; and WHEREAS, said property, 329 and 333 North Sunset Avenue, bounded on the north by vacant lot, on the west by Del Norte Elemen- tary School, on the south by the school parking lot and on the east by Sunset Avenue, is presently designated by the General Plan as "Low -Medium Residential (4.1 to 8.0 units per acre); and WHEREAS, the applicant, declaring that the land uses surrounding the subject site have diminished the value of the site as residential property, has requested an amendment to the General Plan redesignating the property as "Offices"; and WHEREAS, an Environmental Impact Report (EIR) was prepared for a similar request on the same site and previously certified, said report discussing the -impacts of office development, as well as mulitple-family residential development, and the mitigating measures therefor; and is WHEREAS, the circumstances of the two (2) projects are essentially the same, with the exception of the tennis courts on park property adjacent to the north, which were constructed subsequent to certification of the EIR; and WHEREAS, the Planning Commission on December 7, 1983, conducted a duly advertised public hearing to consider proposed General Plan Amendment No. 1983-3 (Land Use Element); and WHEREAS, the Planning Commission adopted Resolution No. 12-83-3289 recommending that the City Council adopt General Plan Amendment No. 1983-3 (Land Use Element) changing the land use desig- nation from "Low -Medium Residential (4.1 to 8.0 units per acre)" to "Offices"; and WHEREAS, the City Council of the City of West Covina con- ducted a duly advertised public hearing on General Plan Amendment No. 1983-3.(Land Use Element) and as a result of investigations and studies in its behalf concluded that the proposed amendment is consistent with the goals and policies of the City's adopted General Plan and would not have an adverse socio-economic or environmental impact. NOW, THEREFORE, BE IT RESOLVED, that the City Council does hereby adopt General Plan Amendment No. 1983-3. • FINALLY RESOLVED, that the City Clerk shall certify to the adoption of this resolution: • 0 0 ATTEST: APPROVED and ADOPTED this 9th day of January, 1984.
