Resolution - 6801RESOLUTION NO. 6801 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, AMENDING APPENDIX "A" OF RESOLUTION NO. 6652, THE CITY'S BASIC PAY RANGE • STRUCTURE, AND RESOLUTION NO. 1277; AND FIXING COM- PENSATION AND BENEFITS FOR PERSONNEL IN CLASSES REPRESENTED BY THE WEST COVINA COMMUNICATIONS OPER- ATOR'S ASSOCIATION WHEREAS, the City of West Covina has met and conferred with the West Covina Communications Operator's Association; and WHEREAS, the City of West Covina and the West Covina Communications Operator's Association have mutually agreed in a Memorandum of Understanding; NOW, THEREFORE, the City Council of the City of West Covina does resolve as follows: SECTION 1. That Appendix "A" of Resolution No. 6652, the City's Basic Pay Range Structure is hereby amended by Exhibit "A" of this resolution; and Section 6 of Resolution No. 1277 is hereby amended by this resolution. SECTION 2. The Basic Pay Range Structure for classes represented by the West Covina Communications Operator's Assoc- iation will be amended pursuant to Exhibit "A" which is on file in the Personnel Department. • SECTION 3. HEALTH AND WELFARE A. Effective June, 1984, the City shall increase the contribution for employee health insurance by a dollar amount equal to the July 1, 1984 increase in the cost of the Kaiser Foundation Health Plan. Such increase shall not exceed $35.00. B. Effective June, 1985, the City shall increase the contribution referred to in A above by a dollar amount equal to the July 1, 1985 increase in the cost of the Kaiser Foundation" Health Plan. C. Effective January 1, 1984, the City shall include retirees on the Kaiser Foundation Health Plan upon employee re- quest. This benefit shall be available to employees who have ten or more years of service with the City of West Covina or who re- ceive a disability retirement. The employee/retiree will pay the premium expense. SECTION 4. COMPENSATORY TIME A. Effective January 1, 1984, the City shall allow employee members of the Association to take compensatory time at time and one-half. This benefit is limited to activities for which the compensatory time option is available and which would be paid at time and one-half if. taken in overtime. • B. The City shall allow the selection of holiday pay or compensatory time credit for partial shifts worked on New Year's Day, Washington's Birthday, Good Friday, Memorial Day, Indpendence Day, Labor Day, Veteran's Day, Thanksgiving Day, Day after Thanksgiving and Christmas Day. SECTION 5. RETIREMENT The contract between the City and PERS shall be amended • to provide the One Year Highest Compensation (GC 20024.2) Pro- gram, effective on or before December 31, 1984. SECTION 6. UNIFORM ALLOWANCE A. Effective January 1, 1984, the City shall increase the Uniform Allowance rate for employees required to wear uni- forms by $25.00 to $150.00 per year. B. Effective January 1, 1985, the City shall increase the Uniform Allowance rate for employees required to wear uni- forms by an additional $25.00 to $175.00 per year. SECTION 7. COURT STANDBY Effective January 1, 1984, the City shall compensate Communications Operators who are directed to remain on call for court standby during off -duty hours at the rate of $25.00 per day. SECTION 8. JURY LEAVE The City shall amend Section XV, Jury; Witness Leave, to provide for the following: • Section XV, the Jury Leave, Wage Continuance Program for Communications Operators will be limited to 20 (twenty) days per calendar year. Employees may re- quest the usage of wage continuance from future years if placed on a trial. SECTION 9. BUDGET ALLOCATION That the City Council does hereby allocate an amount of money sufficient to fund these salary and benefit adjustments for the life of this resolution, and authorize the transfer of funds for these purposes from Project 79030. SECTION 10. The effective date of this resolution is January 1, 1984. SECTION 11. The City Clerk shall certify to the adop- tion of this resolution.
